ITEM 4. 6

CITY MANAGER' S REPORT
JUNE 12, 2023 CITY COUNCIL REGULAR MEETING
ITEM: DECLARE END OF DROUGHT EMERGENCY AND
DISCONTINUE LEVEL 2 WATER SHORTAGE

RESPONSE ACTIONS OF THE CITY OF LATHROP

WATER SHORTAGE CONTINGENCY PLAN
RECOMMENDATION: Adopt Resolution Declaring the End of the Drought Emergency and Discontinue Level 2 Water Shortage
Response Actions of the City of Lathrop Water
Shortage Contingency Plan
SUMMARY:

On May 16, 2022, in response to the extreme drought conditions present in California and Governor Newsom' s executive orders related to the drought, Council adopted a resolution declaring a drought emergency and implementation of water shortage response actions for a shortage level of up to twenty percent ( Level 2) of the City' s Water Shortage Contingency Plan ( WSCP).

Over the past five months, a drastic swing has occurred from the extreme drought conditions to heavy precipitation, near record Sierra snowpack, and the filling of California' s major reservoirs. Based on the current wet -year conditions, staff recommends Council adopt a resolution to declare an end to the drought emergency and discontinuation of the Level 2 WSCP actions.

Approval of this item will not allow for or condone wasteful use of water. City Staff will continue to enforce Lathrop Municipal Code 13. 08. 120.

BACKGROUND:

New water conservation legislation in 2018 created a WSCP mandate replacing the water shortage contingency analysis under former law. On June 14, 2021, the City Council adopted the 2020 Urban Water Management Plan and its WSCP. The WSCP contains several prescriptive elements per the 2018 legislation, such as:

Key attributes of its Water Supply Reliability Analysis; Six standard water shortage levels corresponding to progressive ranges of up to 10-, 20-, 30-, 40-, and 50- percent shortages and greater than 50- percent shortage;
Locally appropriate " shortage response actions" for each shortage level, with a corresponding estimate of the extent the action will address the gap between supplies and demands;
Procedures for conducting an annual water supply and demand assessment with prescribed elements; following adoption of the UWMP 2020, the City is CITY MANAGER' S REPORT PAGE 2
