CITY MANAGER' S REPORT
JUNE 12, 2023 CITY COUNCIL REGULAR MEETING
ITEM: PUBLIC HEARING ( PUBLISHED NOTICE) TO
CONSIDER A RESOLUTION TO ADOPT THE CITY OF
LATHROP BIENNIAL CAPITAL IMPROVEMENT PLAN
BUDGET FOR FISCAL YEARS 2023/ 2024 AND
2024/ 2025
RECOMMENDATION: City Council to Consider the Following:
1. Hold a Public Hearing; and
2. Consider a Resolution to Adopt the City of
Lathrop Biennial Capital Improvement Plan
Budget for Fiscal Years 2023/ 2024 and
2024/ 2025
SUMMARY:
The City' s Capital Improvement Program ( CIP) is a comprehensive 5- year program of capital improvements needed within the City. The CIP is a proposed schedule for the expenditure of funds to maintain, acquire, or construct these necessary improvements over the five- year period.
The CIP plays a significant role in the implementation of the City' s comprehensive general plan by providing the link between planning and budgeting for capital projects. Pursuant to California Government Code Section 65401, Planning Commission Resolution 23- 5 approved on April 19, 2023, determined the proposed CIP' s for fiscal year 2023/ 2024 and 2024/ 2025 are in conformance with the City's General Plan. This report is an overview of the program for City Council' s consideration. Adoption of the capital improvement budgets for the corresponding appropriations for funding fiscal year 2023/ 2024 and 2024/ 2025 will coordinate with the adoption of the City' s operating budgets.
BACKGROUND:
The CIP is a multi -year planning instrument used to identify the needs and financing sources for public infrastructure maintenance and improvements. CIP are projects with major physical improvements within the City and/ or expenditures that involve significant resources outside of the City' s operating budget. Capital projects tend to be special one- time projects designed to address or study a significant community need or problem. CIP excludes ongoing maintenance projects, replacement of equipment, and operating programs. This report provides City Council with a list of potential capital improvement projects and special studies with the intent of determining financial feasibility.

PUBLIC HEARING ( PUBLISHED NOTICE) TO CONSIDER A RESOLUTION TO
ADOPT THE CITY OF LATHROP BIENNIAL CAPITAL IMPROVEMENT PLAN BUDGET FOR FISCAL YEAR 2023/ 2024 AND FISCAL YEAR 2024/ 2025 City Council reviews the City' s five- year CIP on a biennial basis. This CIP serves as the planning guide for the construction public facilities in the City and the CIP process provides the framework for careful development of reliable capital expenditure and revenue estimates.
A total of seventy- five ( 75) improvement projects are included in this year' s list; 50 on -going projects, 22 proposed projects, and 3 future projects.
The list of on -going, proposed and future projects includes:
Fifteen ( 15) General Government and Public Safety Projects; Nine ( 9) Parks and Recreation Improvement Projects;
Eighteen ( 18) Street Improvement Projects;
Eleven ( 11) Water Improvement Projects;
Three ( 3) Drainage Improvement Project;
Eight ( 8) Wastewater Improvement Projects;
Two ( 2) Recycled Water Improvement Project; and
Nine ( 9) Regulatory Compliance Programs.
Although only the corresponding appropriations for funding fiscal year 2023/ 2024 and 2024/ 2025 will be funded, the CIP is a 5- year programming document that serves as a guide for outlining the timing and financing schedules of capital and infrastructure projects for a 5- year planning period, and for the next fiscal year capital improvement budget.
The report is an overview of the program for City Council' s consideration.
The objectives of a 5- year CIP are to:
Assist Staff in Projecting Future Personnel and Equipment Needs.
Reflect Newly Adopted Funding Levels and Project Timelines.
Align the CIP Projects with the City' s Goals and Operating Budget.
Improve Planning and Coordination of Projects that Require Significant Funding Commitments.
Accommodate the City' s Current and Future Infrastructure Needs.
