SUMMARY:
The Integrated Water Resources Master Plan ( IWRMP) is necessary to implement the City' s
General Plan and supports utility operations, budget, and rate studies. The Master Plan is also the basis for CIP programming, developing land use planning and development fees. On April 11, 2022, Council approved an agreement with Environment & Water, Inc. (EKI) to update the IWRMP. While significant progress has been made thus far, additional services from EKI are needed to complete the IWRMP Amendment due to unanticipated changes in scope including changes in the City' s planned expansion of the recycled water system.
Staff is requesting that Council approve a Professional Services Agreement ( PSA) with EKI in the amount of $83, 100 to provide additional services needed to complete the IWRMP Amendment. In addition, staff is requesting approval of a PSA with De Novo Planning Group, Inc., (De Novo) to prepare an Addendum to the IWRMP Environmental Impact Report ( EIR) in the amount of $ 17, 800.
Sufficient funds were not included in the adopted FY 24/5 budget for CIP WW 22-
24. Staff requests that Council approve a budget amendment in the amount of 100, 00 allocating $ 94, 533 from the MBR Capital Replacement Fund 6110 and 5, 467 from the Wastewater Capital Replacement Fund 6060 enterprise funds to CIP WW 22-4 as detailed below in the Fiscal Impact section.
BACKGROUND:
The IWRMP will forecast and update the water and sewer demand projections and address modifications in regulatory requirements, population and growth projections,
