ITEM 4. 12

CITY MANAGER' SREPORT
AUGUST 12, 2024 CITY COUNCIL REGULAR MEETING
ITEM: AWARD ADDITIONAL SCOPE OF WORK TO D. L. FALK

CONSTRUCTION FOR THE POLICE EVIDENCE
BUILDING, CIP GG 21- 13
RECOMMENDATION: Adopt Resolution Awarding Additional Scope of Work to D. L. Falk Construction for the Police Evidence
Building, CIP GG 21- 13
SUMMARY:

The City of Lathrop is currently under contract with D. L. Falk Construction ( D. L. Falk) for construction of Capital Improvement Project ( CIP) GG 21- 13 Lathrop Police Evidence Building ( Project).

Installation of additional security measures were required for the Evidence Building.

The City therefore requested and received from D. L. Falk Proposed Change Orders PCOs) for the additional security work to be installed or constructed, summarized below in Table 1.

The cost for D. L. Falk to construct the security improvements is $ 147, 772. The authorized construction contingency has been exhausted, leaving insufficient funds to complete the remaining work on the Project. Therefore, staff requests City Council approve the award of the additional scope of work for $ 147, 72 to D. L. Falk for the installation of the necessary security measures and approve the increase of the construction contract budget for the Project to $ 6, 191,72.

BACKGROUND:

On June 12, 2023, City Council awarded a construction contract to D. L. Falk for 5, 494, 000, with a 10% contingency of $ 549, 400, for a total contract budget of 6, 043, 400. The Project improvements included the construction of the Police Evidence Building and adjacent frontage and hardscape improvements.

Additional security measures for the Evidence Building are needed, consisting of additional steel fencing, concrete flatwork, power and data wiring and crash -rated vehicle bollards. The steel fencing will provide a secondary layer of impediment to unauthorized entry, while the bollards will prevent the use of a vehicle to force entry into the building. Additional power and data wiring will expand the network of electronic locking and alarm coverage for this building, which is subject to Homeland Security requirements for secured public facilities.

The installation of the additional security measures is exempt from bidding as another contract would interfere with D. L. Falk' s originally awarded scope of work.
