PS 24-04 - Addendum No. 1
RFI 6: The RFP states "The contract that results from this RFP will design the renovations created by the Parks and Recreation Department. The design for the Mossdale Landing Community Park and Valverde Splash Pad & Baseball Fields Renovation will be used to bid the project out for construction." Can the City please provide a copy of these concept plans for review in preparing our proposal. Has a construction estimate been completed and can that be provided as well?
A6: The City does not wish to share the concept for Mossdale Park at this time, however, will share that the theme for the Mossdale Park will be an outdoor faux logs/trees natural nature theme. There is no concept nor theme currently for Valverde Park.
RFI 7: Does the City anticipate any public outreach as part of the process? If any has already been conducted, can you please share the meeting summaries of those efforts? A7: No public outreach has been conducted. The City Council of the City of Lathrop did direct staff to proceed with a limited budget.
RFI 8: Can you please provide the construction budget for the project? A8: Approx $1.5-2 million
RFI 9: When would the City like the project be complete and open for use? A9: Ideally, the City would like to break ground in Spring 2026 for construction, time of completion shall be recommended by the consultant.
RFI 10: Are there any electrical or lighting upgrades anticipated? A10: We would anticipate that electrical design would be needed for the reclaimed system of splash pads at both parks.
RFI 11: Please confirm if the fee should be submitted in a separate, sealed envelope.
A11: Yes, fees should be submitted in a separate sealed envelope.
RFI 12: Can you please clarify the splash pad system and the mention of reclaimed water? Is the splash pad using a recirculating system or is potable water coming in and discharging to another source?
A12: Both systems are on potable water going into drainage system.

COVER LETTER
1:l:
The ultimate goal for these two projects is centered on the ability to provide much needed park improvements to the community on schedule and under budget. We look forward to meeting those primary goals while pushing outside the box with our creative approach to park designs and multi-use spaces. How do we seamlessly integrate the improvements within the fabric of both Mossdale Landing Community Park and Valverde Park? How can we design to reflect the differing neighborhoods they serve? As you will see in our proposal, we will push creativity to elevate the designs from just the basic program requirements to making each space special, creative and unique.
The second thing our team brings is the ability to manage multiple projects at the same time. Over 80% of our work is public works parks projects and we appreciate the efficiencies of managing multiple projects under one contract. We recently built three second phase parks in newer neighborhoods for the City of Woodland all under one contract. Our ability to manage comes from the fact that we prime the majority of the work we complete. We will work tirelessly to become an extension of City staff, allowing you to focus on the bigger picture while we take responsibility for all the details. We are confident that we have the depth and experience to accomplish your project on the new time line of completing 100% plans by May of 2025.
We bring to Lathrop:
Creative, design alternatives to assist in informed early decision making, • Extensive portfolio of community-based multi-phase finished parks, •In-house design team that are experts in: site analysis, parks/sports field design, QSD/QSP, irrigation audits, arborist, CPTED, and construction management, Experts in public project review process, standards and approval processes, and Responsiveness, availability of staff and elevated coordination and communication skills.
Callander Associates Landscape Architecture, Inc. (CALA) has completed many successful park and recreation projects within Norther California over the years. We have assembled our team of seasoned professionals, who all share the same commitment and project responsibility.
Our team appreciates the opportunity to submit and we hope that our attached qualifications and proposal meets your needs. We are happy to discuss any questions that you might have.
Sincerely,

APPROACH TO PROJECT
With the growth of Lathrop, both parks have proven to be valuable community assets, and there's a shared desire for improved amenities. As the demand for more inclusive designs increases and project costs continue to rise, it's essential that design and implementation approaches are carefully considered. At CALA, we know we have one chance to get this right, and we are dedicated to delivering creative, sustainable park designs that meet the needs of the community, stay within budget, and are built to last. Through thoughtful planning, accurate cost estimating, and a collaborative approach, we will work tirelessly to ensure the success of your project.
CREATIVE PARK DESIGNS
We approach every project with a deep understanding of the site, community's needs and desires.
Our designs are inspired by the people who will use the park, ensuring that spaces are not only functional but also engaging and inclusive. We will begin our work with a thorough site assessment and review of previously prepared concepts and community meeting summaries. We want to build on the great work the City has already done to get this project conceptualized and moving forward.
CONSTRUCTION DOCUMENTS FOR LOW-BID ENVIRONMENTS
We create comprehensive construction documents that are both detailed and resilient, able to stand up to the pressures of competitive low-bid environments. These documents ensure clear communication between all parties involved and set the stage for smooth construction execution.
Our detailed QA/QC process includes checks at specific times and by another firm principal and our construction manager for constructibility review.
LONGEVITY AND SUSTAINABILITY
Our commitment to quality goes beyond initial design. We focus on detailing that enhances the longevity and sustainability of park systems, helping to ensure that these spaces continue to serve the community for years to come. This includes incorporation of the filtering, treatment and recirculating systems required for splash pads. With current codes being similar to public pools, we want to set the City up for maintenance success long term at both of these new splash pads.
ACCURATE COST ESTIMATES
Our ongoing involvement in the bidding and construction of several local public park projects provides us with up-to-date pricing data, ensuring the accuracy of our cost estimates. We know that accurate estimates are critical for a successful project, and we focus on:
• Understanding budget limits, and timing constraints.
• Verifying specialty items like geotechnical work, utilities, maintenance etc., to refine estimates.
Maintaining regular discussions with local contractors to account for cost changes • Conducting 'constructibility' reviews to ensure the project is feasible from a construction standpoint. 1 / 14

CALA collaborated with City staff, stakeholders, and neighbors to develop a master plan for a 49- acre community park. The site, which currently features heavily used sports fields and limited parking. requires updates and additional amenities such as restrooms, play areas, ballfields, and parking.

Collaborating with the Cordova Recreation and Parks District, the City of Rancho Cordova, and Woodside Homes, we designed and implemented a range of open space amenities for the Douglas 98 (Cypress) development. These spaces which include three landscaped pedestrian paseos, a community park (7 acres), and two neighborhood Parks (1 acre each) were designed and implemented concurrently in an effort to provide new residents with a complete park "system" from day one. These parks include a mixture of active spaces for play and gathering as well as contemplative spaces for relaxation and reflection and address the District's goals for creativity and sustainability. CALA was able to lead the design of all of these parks from concept design through design development, construction documentation and permitting simultaneously meeting both the District and developer's schedule and budget.

17 acre park. CALA led a multidisciplinary team in designing and implementing the second phase of the City of Lincoln's Community Park. This phase included a soccer field, sports lighting, parking expansion, and utility improvements. The team began with research to assess existing site conditions, ensuring that the limitations of earlier infrastructure were considered in the design. By understanding these constraints, CALA developed strategies for site layout, grading, drainage, irrigation, and electrical systems that avoided the need to replace or upgrade prior installations while aligning with the City's Master Plan.

OSAGE STATION PARK RENOVATION
Spanning 35 acres, the park needed
renovation due to signs of wear, prompting
the Town to commission a Park Master Plan.
Key areas for improvement included the
rose boxes, play area, and picnic area.
The play area was fully renovated with
a restored "Old West" theme, and the
picnic area was reconfigured to better
accommodate different group sizes.
Unsustainable turf undertrees wasreplaced
