SUMMARY:

On August 12, 2024, City Council approved the creation of Capital Improvement Project ( CIP) PS 25- 05 for the Lathrop High School Pedestrian Signal ( Project). This project aims to install a traffic signal at the Spartan Way and Central Pacific Street intersection to increase pedestrian safety.

The lead time for traffic signal components is roughly 24 weeks therefore, staff is requesting Council approve the purchase of this equipment so the signal can be constructed while students are on summer break. Staff requested quotes from three 3) vendors for the proposed equipment below in accordance with Lathrop Municipal Code ( LMC) 3.0. Based on the review and evaluation of the quotes, the lowest responsive quote was determined to be from JAM Services, Inc. (JAM Services) in the amount of $ 107, 400 for all the traffic signal components including the traffic signal controller cabinet, emergency vehicle preemption system, pedestrian push buttons, signage, and poles, all of which are necessary components for installation ( see Attachment " B").

Staff requests that Council approve the purchase from JAM Services for a total cost of $ 107, 400for the traffic signals and components in preparation for the construction phase of the Project. Additionally, staff requests approval of a budget amendment transferring $ 550, 00 from the Measure C Fund ( 1060) to the CIP Project Fund 3310) to cover the installation and construction of the Project.

The bid solicitation package with plans and specifications for the construction of the Project was advertised on February 10, 2025, in accordance with Bidding Procedures in California Public Contract Code ( PCC) 22160 and Lathrop Municipal Code ( LMC)

3.0. Due to the Project' slocation, construction will occur during the Summer Break and Administrative Closure of Lathrop High School in July 2025.

Staff requests that Council approve the purchase from JAM Services for a total cost of $107, 400 to provide the Traffic Signals and components for the construction phase of the Project. Additionally, staff requests approval of a budget amendment transferring $ 550, 00 from the Measure C Fund ( 1060) to the CIP Project Fund 3310) to cover the installation and construction of the Project.

REASON FOR RECOMMENDATION:

The Project is needed to improve the safe school route for Lathrop High School students and mitigate traffic on Spartan Way. TJKM has completed the design phase of the project. The proposed purchase approval and budget amendment would allow the Project to move forward with the construction phase of the Project.

FISCAL IMPACT:

The purchased products from JAM Services listed in Attachment " B" has a cost of 107, 400. Staff request Council also approve a budget amendment in the amount of 550, 00 from the Measure C Fund ( 1060) to the CIP Project Fund ( 3310) to cover the installation and construction of the Project:
