ITEM: CREATE CIP PS 25- 18 FOR STRIPING
IMPROVEMENTS, CLOSE OUT CIP PS 24- 09 FOR
LATHROP BICYCLE MASTER PLAN, AND APPROVE A
BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create Capital Improvement Project PS 25- 18 for Striping Improvements, Close
Out CIP 24- 09 for the Lathrop Bicycle Master Plan,
and Approve a Budget Amendment
SUMMARY:
Green methyl methacrylate ( MMA) striping is a pavement paint used to enhance the visibility of bike paths and improve the safety of bicyclists on the road. Stonebridge Lane, Slate Street and 5th Street are residential streets that have existing striped Class II bike lanes; however, they do not have MMA striping. Staff proposes to install MMA striping on these roads that front Joseph Widmer Elementary School and Lathrop Elementary School to improve student and resident safety.
Striping improvements on Louise Avenue are needed in front of the City of Lathrop Corporation Yard ( Corp Yard) to allow for left turns in and out of the eastern driveway, which is currently prohibited by the existing left turn lanes and striped median. Staff proposes to remove the existing directional left turn lanes and install a Two -Way Left - Turn ( TWLT) lane. The new TWLT center lane will increase vehicular storage capacity and improve the traffic flow and safety of vehicles making left turns into and out of the Corp Yard.
The existing center line striping on McKinley Avenue from the railroad crossing tracks to Lathrop Road has deteriorated and needs replacement. Staff proposes to remove the existing striping and restripe the center line with new thermoplastic. Staff is requesting City Council create Capital Improvement Project ( CIP) PS 25- 18 (Project) for Striping Improvements to install MMA striping, a new TWLT lane, and remove and replace the centerline on McKinley Avenue.
The scope of CIP PS 24- 09, Lathrop Bicycle Master Plan, has been completed through the Lathrop Active Transportation Plan ( ATP) CIP PS 22- 17, therefore, staff is requesting City Council close out CIP PS 24- 09 and approve a budget amendment to transfer the remaining funds of $ 248, 114 from CIP PS 24- 09 to CIP PS 25- 18 for design and installation of the striping improvements.
BACKGROUND:
Staff is proposing to create CIP PS 25- 18 to enhance existing striping at several locations. The Project scope of work consists of installing green MMA striping on CITY MANAGER' SREPORT PAGE 2

existing bike lanes along Stonebridge Lane, Slate Street, and 5th Street. This green - colored pavement striping increases the visibility of bike lanes and helps reduce bicycle conflicts with turning vehicles.
With recent improvements built at the Corp Yard, the easterly driveway is open for vehicles to enter and exit the facility. Current left turns out of this driveway can make vehicles intrude into the westbound left turn pocket on Louise Avenue. To provide staging space and allow vehicles to safely merge onto the thru traffic, the Project will remove existing striping and install a TWLT Zane along the frontage of the Corp Yard.
TWLT lanes allow vehicles to continue making left turns and reduce rear -end collisions.
The Project scope of work will also replace the deteriorated center line striping on McKinley Avenue from the railroad crossing tracks to Lathrop Road. Staff is requesting City Council create CIP PS 25- 18 to install MMA striping, a new TWLT Zane, and restripe the centerline on McKinley Avenue.
The Lathrop Bicycle Master Plan, CIP PS 24- 09 was created to update the plan and provide a comprehensive system of bikeways to improve bicycling conditions within the community. These updates have been completed through the Lathrop ATP, CIP PS 22- 17, therefore CIP PS 24- 09 is no longer necessary. Staff is requesting City Council close CIP PS 24- 09 and approve a budget amendment to transfer the remaining funds into CIP PS 25- 18 for design and installation of the striping improvements.
REASON FOR RECOMMENDATION:
CIP PS 25- 18 is needed to install striping improvements that will increase visibility of bike lanes, improve safety of bicyclists, promote sustainable transportation and complete street design. A budget amendment is needed to transfer the remaining funds from CIP PS 24- 09 to CIP PS 25- 18 for the design and construction of the improvements.
FISCAL IMPACT:
Staff is requesting the approval of a budget amendment to transfer $ 44, 860 of Measure K Bikeway fund ( 2110) and $ 203,54 of Transportation Development Act - Local Transportation Funds ( 2140) from CIP PS 24- 09 to the proposed CIP PS 25- 18 as follows:
