SUMMARY:

Lawrence Backhoe Service, Inc. (Lawrence Backhoe) has completed the construction of the McKinley Avenue fiber optic extension from Louise Avenue to Lathrop Road, which is a portion of CIP GG 22- 03, Citywide Fiber Optic Improvements ( Project).

Staff inspected the improvements, and they have been deemed complete and in accordance with the approved plans and specifications by the City Engineer.

Lawrence Backhoe has submitted lien releases confirming all subcontractors and suppliers have been paid in full and provided a one- year warranty bond ( based on 10% of the construction contract) for the improvements to be accepted.

Staff requests City Council accept the completed improvements constructed by Lawrence Backhoe for the Project. Staff also requests City Council authorize the filing of a Notice of Completion with the San Joaquin County Clerk, the release of contract retention to Lawrence Backhoe of $ 12, 753 within forty-ive (45) days after recording the Notice of Completion, and the release of performance and payment bonds.

BACKGROUND:

On June 10, 2024, City Council awarded a construction contract to Lawrence Backhoe for the construction of the Project in the amount of $ 267, 568, with a 20% construction contingency of $ 53,13 for staff to use as necessary to achieve the goals of the Project. The Project scope included the installation, integration of fiber optic cable and the procurement and installation of new fiber optic pull boxes along McKinley Avenue extending from Louise Avenue to Lathrop Road including trenching west into the McKinley Avenue Wastewater Pump Station and a directional bore east to Park Street. The final construction contract amount with Lawrance Backhoe for the project was $ 255, 060, reflecting a reduction due to the presence of existing conduit that did not require installation. Staff is requesting that the remaining balance of 12, 508 remain in CIP GG 22- 03 to be used for other fiber optic improvements.
