ITEM: APPROVE OUT OF STATE TRAVEL FOR
COUNCILMEMBER DIALLO TO ATTEND THE YOUNG
ELECTED OFFICIALS ( YEO) NETWORK 2025
NATIONAL CONVENING
RECOMMENDATION: Adopt Resolution Authorizing Out of State Travel for Councilmember Diallo to Attend the Young Elected
Officials ( YEO) Network 2025 National Convening in
Washington, D. C. April 30 - May 5, 2025, and
Approving Related Budget Amendment
SUMMARY:
The Young Elected Officials ( YEO) Network is a nonpartisan program partnered with People for the American Way Foundation. The program focuses on providing network opportunities and support for the newest generation of progressive leaders at every level of elected office. The Network was founded in 2005 with the mission to unite and support elected leaders ages 35 and under who share the same values, passion and mission that reflect values of freedom, fairness, and opportunity for all. The Network has grown throughout the years to include 1, 300 elected officials from all over the United States Congress. Various memberships levels are available, such as YEO Member ( young elected official 35 or under), YEO Mentor ( elected official over the age of 35), YEO Alumni ( A YEO Alumni is any former YEO Member who is no longer elected), and membership to current Caucuses ( such as the Black Caucus, Latinx Caucus, AAPI Caucus, -LGBTQ Caucus, Immigrants Caucus, and Rural Caucus).
As provided by the YEO, the YEO' s 2025 National Convening, also known as the YEO Network' s 20th Anniversary National Convening, will be bringing together a diverse and dynamic group of young, elected officials, faith leaders, activists, innovators, policy experts, and partners from across the nation to share best practices while elected officials participate in three days of issue and skills - based training.
City Council approval is being requested for out of state travel for Councilmember Diallo to attend the YEO 2025 National Convening, in Washington, DC, from April 30, 2025, to May 5, 2025. This includes travel the day before and after the conference.
The estimated cost is approximately $ 5, 000, which includes conference registration, hotel, airfare, transportation, mileage, meals, parking and any other minor incidentals.
FISCAL IMPACT:
A budget amendment from the General Fund Reserves to the City Council Training and Travel expense fund in the amount of $ 5, 000 is being requested to cover the cost of travel.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LATHROP
AUTHORIZING OUT OF STATE TRAVEL FOR COUNCILMEMBER DIALLO TO ATTEND THE YOUNG ELECTED OFFICIALS ( YEO) NETWORK 2025 NATIONAL CONVENING TO WASHINGTON, D. C. FROM APRIL 30, 2025, TO MAY 5, 2025,
AND APPROVING RELATED BUDGET AMENDMENT
WHEREAS, the Young Elected Officials ( YEO) Network is a nonpartisan program partnered with People for the American Way Foundation. The program focuses on providing network opportunities and support for the newest generation of progressive leaders at every level of elected office; and WHEREAS, the YEO' s 2025 National Convening, also known as the YEO Network' s 20th Anniversary National Convening, will be bringing together a diverse and dynamic group of young, elected officials, faith leaders, activists, innovators, policy experts, and partners from across the nation to share best practices while elected officials participate in three days of issue and skills - based training; and WHEREAS, City Council approval is being requested for out of state travel for Councilmember Diallo to attend the YEO 2025 National Convening, in Washington, DC, from April 30, 2025, to May 5, 2025, which includes travel the day before and after the conference; and
WHEREAS, the estimated cost is approximately $ 5, 000, which includes conference registration, hotel, airfare, transportation, mileage, meals, parking and any other minor incidentals;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lathrop hereby authorizes out of state travel for Councilmember Diallo to attend the YEO 2025 National Convening to be held in Washington, D. C. from April 30, 2025, through May 5, 2025; and
BE IT FURTHER RESOLVED, that the City Council approve a budget amendment from the General Fund Reserves to the City Council Training and Travel Account ( Fund 1010-1- 10- 435- 20- 0) for FY 24-5 in the amount of $ 5, 000 to cover the cost of travel.
The foregoing resolution was passed and adopted this 10th day of February 2025, by the following vote of the City Council, to wit:
