SUMMARY:
City Council officially approved the establishment of Capital Improvement Project CIP) PK 22- 05, known as the Lathrop Multi -Purpose Community Center Complex Project), as part of the FY 22/3 Parks and Recreation Department Budget. This project is a significant undertaking that will necessitate extensive planning to progress to the design and construction phase, requiring several years of dedicated effort before we witness a groundbreaking ceremony. Nevertheless, with this approval, we are embarking on the initial phase of what promises to be a transformative and remarkable community endeavor. This CIP is part of the process necessary to establish the site and have a project ready plan in an effort to secure grants to be able to provide a funding source for essential costs associated to moving this project forward.
Professional services are needed for the development of the site plan, conceptual design, programming, and budgeting. On January 22, 2025, the City issued a Request for Proposals ( RFP) for Professional Services and on March 3, 2025, staff received eleven ( 11) proposal packages. Following a thorough review of all the proposals, four 4) firms were selected to present their qualifications. After careful consideration, Barker Rinker Seacat Architecture ( BRS) was selected as the most qualified firm based on their extensive experience, proposed team, references, project approach, and comprehensive understanding of the project requirements.
Staff request the City Council approve a Professional Service Agreement ( PSA) with BRS in the amount of $ 174, 060, for architecture consulting services required for the conceptual design, site preparation, budgeting, and programming of the Lathrop Multi -Purpose Community Center Complex. It is important to note that sufficient funds have already been allocated in the FY 24/5 approved budget for this purpose.

APPROVE PROFESSIONAL SERVICES AGREEMENT WITH BARKER RINKER
SEACAT ARCHITECTURE ( BRS) FOR THE CONCEPTUAL DESIGN OF LATHROP MULTI -PURPOSE COMMUNITY CENTER COMPLEX, CIP PK 22- 05
BACKGROUND:
In recent years, the City of Lathrop has experienced significant growth, leading to an increased demand for community development and activities for its residents.
Responding to the community' srequests, staff are now prepared to initiate action.
This project is a direct response to the identified needs, requests, and vision of the community. The expertise and support of a consultant are essential to kickstart the planning process for this ambitious endeavor. The conceptual design would include a community center, which could include classrooms, a running/ walking track, fitness center, indoor playground, banquet hall, black box theatre, teaching kitchen, pickle ball, and multiple basketball and volleyball courts. The outdoor area could include an amphitheatre, walkway pathways, splash pad, parking, sitting areas, art walls, etc.
The multi - purpose community center complex will become a place of gathering and a community environment.
Through this consultancy award, staff will collaborate on developing a realistic site plan, conceptual designs that align with the city' s vision, and a comprehensive budget. Every aspect of the project, from minute details to overarching goals, will be meticulously programmed to ensure its success. This project represents a significant step towards enhancing the quality of life for Lathrop residents and fostering a vibrant community for years to come.
The programming for the complex involves various aspects such as determining the strategic placement of buildings, required functionality of land use, and recreation programing. Bigger programming encompasses factors like staffing requirements, operational costs, revenue potential, and budget allocation. Budgets and revenue projections play a crucial role in this project, and the City requires assistance in assessing its needs to bring this vision to life. The consultant will aid in developing an optimal site plan, determining the ideal placement of programs, considering environmental constraints, and other important considerations.
The award will mark the initial phase in advancing the project for the City. Following the issuance of an RFP on January 22, 2025, for the conceptual design of the Lathrop Multi - Purpose Community Center Complex, CIP PK 22- 05, staff received a total of eleven ( 11) proposals from qualified consultants on March 3, 2025. After a comprehensive evaluation of the RFP submissions, four ( 4) firms were selected to present to the evaluating group, with BRS ultimately chosen as the most qualified consultant with the most responsive proposal.
REASON FOR RECOMMENDATION:
The proposed services offered by BRS will enable our staff to advance to the conceptual design phase and kickstart the highly anticipated project. Pending approval by City Council, the PSA will authorize the City to enter into a contract with CITY MANAGER' S REPORT PAGE 3

FIRM PROFILE
Designing great places for communities has been the driving passion of BRS since its early beginnings five decades ago. With six principals, ten senior associates, a total firm of 40, and offices in Denver and Dallas, our mission and commitment are the same today as they were then. By putting the client' s needs first and remaining true to architectural excellence, we have been at the forefront of innovative design. We have assisted more than 350 organizations across the country in the strategic planning, master planning, programming and design of community facilities.
Community recreation centers, active adult centers, aquatic centers, and athletic complexes are the focus of our practice. The thread that runs through them all is our commitment to an interactive process that includes our clients in the design and development of their project. Decision makers must often navigate through an obstacle course of stakeholder groups and agency review, trying to balance the needs of all. We help facilitate " best -value" decisions unique to each organization. How do we do it? We wear many hats. We' r artists and analysts, mapmakers and MacGyvers, sages and band leaders, shepherds and scouts.
We design buildings and places that bring people together. We' d love to work with you.

APPROACH TO PROJECT
At BRS, we believe in and are guided by a design process focused on making a positive and lasting impact that will improve the quality of life for the communities we serve. From this perspective, we strive to create thoughtful, functional places that enrich the lives of their users. We do not have a one -size -fits -all approach to design; instead, the design emerges from carefully addressing the project -specific requirements and the desires of the greatest number of constituents possible.
To help Lathrop reach its project goals and create an unparalleled user experience for all patrons, we must diligently and continually refine the budget, program, and project schedule. We like to think of this balance as three sides of an equilateral triangle. The entire team must give all three equal attention throughout the project. Surrounding the triangle is operations, which is a key focus in our design thinking for long- term success and sustainability. Our role is to guide the team and provide leadership in keeping the triangle balanced throughout the process with the resources available while simultaneously creating a unique facility that reflects Lathrop' s history, culture, values, aspirations and identity.
PROJECT DELIVERABLES
1) SITE ASSESSMENT
Oce '
OPERATIONS ,
SCHEDULE
Our team will visit the site to review and document existing site conditions. We will conduct a visual assessment of the site, identify views to existing site features such as the river and other visual corridors that could be preserved or enhanced, review access to existing trails, viewpoints and scenic areas nearby from the site, and review pedestrian access points to the site.
2) PROJECT DESIGN PROGRAMMING
BRS brings a deep understanding of design expertise for indoor recreation and community centers to consider programming from an up -front planning and long- term operational perspective. We advocate for balancing your service objectives with revenue considerations. We believe a good community center project offers " something for all" yet should be planned to minimize subsidy requirements. Making patron utilization projections a visible part of the early planning process can help decide which programs and amenities to include in your project. In the process, our team will actively review existing shared facilities and services as well as engage staff regarding their opinions on the needs of the community. Should the City of Lathrop desire to do so, BRS can also assist with community engagement and outreach, stakeholder interviews, and surveys, leveraging our knowledge of national trends.
Based on our findings, BRS will develop a program summary noting the key activities and programs for participants, area requirements, and adjacencies. Instrumental in this process is the understanding of the capital costs of each of the potential spaces of the complex. We will use our expert knowledge of the cost of each space type, size, and features to make sure that the program proposed is in line with the City' s budget. Through a team process based on prioritization and refinement, we will ensure your needs and goals are met. (Please see the Appendix to learn about the proprietary tools and approach we use for program refinement.)
The design team will also develop outdoor programming opportunities for the site. This process starts by analyzing the projected user capacity for the facility and outdoor programs, and a calendar of events for the facility, developed by staff to help determine the requirements for regular and event vehicular access and parking. Our team will develop a site programming diagram/ sketch describing placement of outdoor amenities including multi - use sports fields, splash pad, and concert/ event venue. Placement shall consider recommendations in the site assessment phase, ideal solar orientation, aural and visual qualities, site pedestrian circulation, and access through the site. 3) CONCEPTUAL DESIGN BUILDING RENDERINGS INCLUDING SITE PLANS AND ESTIMATED COSTS As part of the Community Center Complex planning process, BRS will create three unique conceptual designs that will illustrate the potential for the facility that will be a prominent destination, community anchor, and iconic landmark for Lathrop. We will work with the team in developing conceptual representations that are unique to the City and are reflective of the people, place, and pace of life in the community. Concept graphics will highlight the potential for the center in 2D and 3D graphics and visualization. ( See the Appendix for details on our methodology for designing spaces unique to their communities.)

APPROACH TO PROJECT
4) PRESENTATION FOR CITY COUNCIL
BRS has over 40 years of experience working closely with municipalities and public entities, specializing in planning and analysis studies for public recreation spaces, including presenting the results to City Councils. We will develop a comprehensive and visually engaging presentation for Lathrop' sCity Council that will encompass our three key concepts along with their corresponding estimates. We excel in navigating the unique challenges of public sector projects, from coordinating with local governments to engaging stakeholders and ensuring compliance with regulatory requirements. Our proven track record reflects our deep understanding of the planning process, budget constraints, and the importance of creating spaces that foster community engagement and long- term value.

REALIZING YOUR VISION
The City of Lathrop envisions a dynamic, multi -generational community hub on a 25 -acre site. This new farmhousethemed complex will celebrate Lathrop' shistory while offering diverse recreational, educational, and social opportunities. The facility will feature flexible indoor and outdoor spaces, including a multi - court gymnasium, a large
banquet hall, a performing arts theater, dedicated centers for seniors and teens, various classrooms and studios, a fitness center, multiple sports fields and a splash pad. The design will prioritize innovative, multi -use spaces to maximize community participation and create a landmark destination for Lathrop.
At BRS, we recognize the importance of creating an exciting and inclusive experience for Lathrop' scitizens. Our passion is creating a vision, a story, and a narrative that captures your goals for the complex with an authentic architectural design rooted in Lathrop' sPeople, Place, and Pace of life. We are eager to learn more and develop a design with you that truly reflects who you want to be as a community.

PROJECT EXPERIENCE
Castle Rock, Colorado
The Castle Rock Sport Center is designed as a premier destination for sports performance, recreation, and community engagement, responding to the growing demand for high -quality athletic facilities. Anchored by gymnasium courts, a competition lap pool, and comprehensive fitness areas, the facility supports a broad range of youth and young adult competitive programs while ensuring ample spectator viewing areas.
At the heart of the design is a centralized hub that serves as a launching point for various recreational and competitive activities. With flexible, multi -use spaces, the facility allows for secure tournament configurations, ensuring functionality while maintaining accessibility to fitness and wellness amenities. A defining feature is the north -to -south concourse, which acts as both a primary circulation route and a spectator gathering space on event days.
The architectural design reflects Castle Rock' s industrial brickyard heritage, utilizing exposed materials, structural connections, and durable finishes that balance functionality with aesthetic appeal. The inclusion of multipurpose rooms, adventure track elements, and adaptable fitness spaces ensures the facility meets evolving recreation needs, much Tike Lathrop' svision for an inclusive, interactive, and community - driven complex. By integrating performance -based programming and partnerships, the Castle Rock Sports Center is poised to become a cornerstone of active living and community engagement for years to come.

APPROACH TO PROJECT - PROJECT DESIGN PROGRAMMING ( CONT.)
OPERATIONS ANALYSIS AND COST RECOVERY
Community center facilities are complex and must be well thought out in their programming and make up to serve the needs of the community while meeting realistic expense and revenue goals. We believe a good community recreation project offers " something for all" yet should be planned to minimize subsidy requirements. Making patron utilization projections a visible part of the early planning process can help decide which programs and amenities to include in your project. We can set you up to succeed by developing project goals and outlining expense and revenue projections budgets.
A variety of things can be examined, most often:
Performance goals for the project - Balancing desired activities with program space revenue potential Operating costs - Developing detailed budgets for expense and revenue projections Cost recovery - Establishing a goal based on the City' s philosophy regarding service level, accessibility, affordability, inclusion, and financial sustainability.
Operating logistics - Determining staffing levels, attendance estimates, fee structures and maintenance plans Our Facility Performance Advisor, Jenna Katsaros, will be your guide. As a former Parks and Recreation Superintendent and our Benchmark Network manager, she has the experience and expertise to help the Lathrop Multi -Purpose Community Center Complex establish performance expectations and achieve its operational goals.
THE CARD GAME
Establishing a program focused on common
goals and aims is essential. Early programming
exercises allow the project team and stakeholder
groups to prioritize what can be accomplished
with available funds. Through the programming
exercise, we want to maximize buy -in and support
from all stakeholders, outlining project priorities,
compromises, and goals.
We achieve this through our proprietary activity
called the " Program Card Game." This interactive
group exercise requires participants to help design
a custom facility program focused on space needs,
size, construction cost and relative operational/
cost recovery goals. We break out into groups, each
reviewing the available funds, discussing options,
and coming to a consensus about what they believe
the community wants and needs. We then discuss
each solution and collectively build an inclusive
facility vision. The outcome of the activity is a
healthy discussion about needs vs. wants, resulting
in a prioritized program meeting the budget,
targeting both operational and impact goals.

APPENDIX C - SCHEDULE APPROACH
OWNERS DECISION MATRIX
We understand client team members and stakeholders
have ongoing work responsibilities and other
commitments. Nonetheless, many decisions must be
made throughout the project, which can add to an already busy workload and present scheduling challenges. In
response, we have developed an approach that eases
the decision - making
process by ensuring you
have the information you
need, when you need it,
to make informed and
educated decisions with
confidence.
BRS has developed a
proprietary tool called
the Owners Decision
Matrix ( ODM), a
scheduling document
customized to your
project. It identifies all critical decisions well in advance, giving your team time to fully understand the issues,
consider alternatives, and confidently make informed
decisions. The ODM is organized into three decision -
making stages, termed the " 3 Cs." The first is the
Consider" stage, during which we introduce and educate
the team on an upcoming decision point and timeframe.
This is an example of an ODM similar to what we will create for the Lathrop Mult- Purpose Community Center Complex.
We will use this document side -by -side with our project work plan and schedule. It provides the agenda for workshops and ensures major decisions are made in a
timely manner.

TERRI STOWERS, FORMER DIVISION DIRECTOR
MECKLENBURG COUNTY, NORTH CAROLINA
Then, at the next Client Workshop, we will discuss the
issue in depth, having had time to consider the decision and narrow choices. We then " Confirm" the direction in which we are heading. In a subsequent meeting, the team finalizes the choice and will " Commit" to the decision.
Our goal with this tool is to focus project Workshops and decisions on topics relevant to each project stage. We
strive to keep the process
moving forward by minimizing
backtracking due to hasty or
uninformed decisions.
WORKSHOPS
Central to the execution of the
ODM is the proper facilitation of
project Workshops. These are
key in helping us maintain and
manage schedules for complex
projects like yours. Each
Workshop is a well -planned
event that brings together
key participants at strategic milestones throughout the schedule. The meetings follow our Consider, Confirm,
Commit"' project approach. We plan these strategic touch points to allow efficient use of time to review stakeholders' and staff input. They also allow us to provide essential progress updates on key issues related to design,
approvals, and project expectations.

DESIGN THREADS
PLACE
Where do people live, work and
play? Tell us about landmarks of
interest and places of pride.
We use a people -inspired design process to design
facilities that reflect each unique community. Design
Threads is one of our tools used to identify aesthetic, organizational and conceptual themes unique to a
project and a city. Design Threads are big ideas or
concepts represented by images and words. They are
discovered during our research and design process and
help us understand and describe the unique People,
Place, and Pace — or quality of life — unique to each
community. We use Design Threads as inspiration to
create organizational, aesthetic and experiential building and site designs unique to a community, City and region.
The design team works with the City throughout the
conceptual design process to establish several threads.
These threads build foundational concepts and integrate throughout the project' sdesign phases.
Shown right are 5 questions we ask to help residents
articulate what is unique about their community. The
intent is to better understand the people, the place, and their pace of life.

APPENDIX D - CONCEPTUAL DESIGN APPROACH
SITE PROGRAM & LANDSCAPE DESIGN
The site program and landscape design present
an opportunity to integrate the Complex with
the city' s growing urban fabric, the surrounding
agrarian context and the San Joaquin riverfront.
The approach and access experience to the
Community Center Complex will be designed
to be welcoming and intuitive to all users.
The focus on clarity in circulation and user
experience will extend to the design of pedestrian
access and spaces. Users will be able to walk
between various community facilities through a
thoughtfully designed landscape that provides
clear wayfinding, seating and shade, and visual
and seasonal interest through an engaging palette
of native and low water -use pollinator plants and
trees. Outdoor sports fields, splash pads and the
amphitheater space shall seamlessly integrate
with the material and visual aesthetic of the
buildings, creating a cohesive and imageable
Lathrop Community Center Complex.
