CITY MANAGER' SREPORT
AUGUST 11, 2025 CITY COUNCIL REGULAR MEETING
ITEM: RATIFY CITY MANAGER' SAPPROVAL OF OUT-FSTATE TRAVEL TO GOODYEAR, ARIZONA ON JULY 30, 2025 FOR THE SENIOR CONSTRUCTION

MANAGER TO EVALUATE WASTEWATER TREATMENT

FACILITY
RECOMMENDATION: Adopt Resolution to Ratify City Manager' sApproval of Out -Of -State Travel to Goodyear, Arizona on July
30, 2025 for the Senior Construction Manager to
Evaluate Wastewater Treatment Facility
SUMMARY:

Consolidated Treatment Facility ( CTF) Phase 4 Expansion, Capital Improvement Project ( CIP) WW 25-6 (Project) is now under construction and includes the design and installation of new headworks equipment. Wastewater treatment headworks equipment installation is the initial stage where large debris and grit are removed from incoming wastewater. This crucial step protects downstream equipment from damage and clogging, ensuring the overall efficiency of the treatment process. In addition to being a key step in the overall treatment process, the new equipment represents a significant percentage of the total project budget.

The City of Goodyear, Arizona operates a similar wastewater treatment facility with the same headworks equipment being considered for the Project. On July 30, 2025 the City' s Senior Construction Manager traveled to Goodyear, Arizona to evaluate the existing headworks equipment. Staff request City Council ratify the City Manager' s approval of out-f- sate travel.

REASON FOR RECOMMENDATION:

Observing the existing headworks equipment in operation provided beneficial knowledge to staff for the design and installation of the new headworks equipment at the Lathrop CTF. Pursuant to Resolution 00- 868, out-f- state travel for staff requires City Council' sapproval.

FISCAL IMPACT:

The total travel cost was $ 789 and sufficient funds were allocated in the adopted FY 2025-6 budget to fund this expense.
