CITY MANAGER' S REPORT
AUGUST 11, 2025 CITY COUNCIL REGULAR MEETING
ITEM: APPROVE A CONSTRUCTION CONTRACT WITH
NORGO ENGINEERING, INC. FOR CHRISTOPHER WAY

PIPELINE MAINTENANCE AND APPROVE BUDGET

AMENDMENT
RECOMMENDATION: Adopt Resolution to Approve a Construction Contract with Norgo Engineering, Inc. for Christopher Way
Pipeline Maintenance and Approve Budget
Amendment
SUMMARY:

A portion of Christopher Way will soon undergo pavement maintenance to preserve the road' s structural section. This street also contains a recycled water pipeline that staff desires to preserve for potential future use; therefore, a project was created to address the needed maintenance and modifications to the pipeline ( Project) before the road pavement maintenance is performed.

The plans and specifications for the construction of the Project were informally advertised for bid on July 9, 2025 pursuant to California Public Contract Code ( PCC) 22034 and Lathrop Municipal Code ( LMC) 3.0. Public Works received and opened three ( 3) bids on July 31, 2025. Based on the review and evaluation of the bids, the responsible bidder with the lowest responsive bid for the Project was determined to be Norgo Engineering, Inc. (Norgo) with a base bid of $ 140, 650.

Staff request City Council approve a construction contract with Norgo for the construction of the Project in the amount of $ 140, 650. Staff also request City Council authorize a 25% construction contingency of $35, 160 for a total construction budget not to exceed $ 175, 810 and authorize staff to spend the contingency as necessary to achieve the goals of the Project.

Sufficient funds were not allocated in the adopted Fiscal Year 2025-6 budget to approve the construction contract; therefore, a budget amendment of $ 200, 00 is requested to have sufficient funds to complete the Project.

BACKGROUND:

Christopher Way is in need of maintenance to prevent surface cracking from compromising this road' s structural integrity. A separate construction contract for the maintenance of this road is presented to Council for approval at tonight' sAugust 11, 2025 regular meeting.

AMENDMENT
Before maintenance work is performed on the Christopher Way pavement, the underground pipeline maintenance contemplated by the Project should be completed to prevent cutting and trenching through the new pavement.

The Project' sscope of work includes the closed- circuit television ( CCTV) evaluation and indicated repairs to a 1, 600 foot segment of 20 inch recycled water pipe under Christopher Way, between D' Arcy Parkway and Tesla Drive. Anticipated modifications include the termination of at least two existing laterals and extension of the western end of the pipe segment out of the road prism of Christopher Way, which would enable future use of the pipe without cutting into the pavement. Potential modifications include repairs to any leaks and termination of any additional laterals discovered as a function of the CCTV evaluation. Due to potential additional costs for repairs and modifications that can be discovered only after contract execution and CCTV evaluation, staff requests a 25% construction contingency.

Black Water Consulting Engineers, Inc. prepared the plans, and staff prepared the technical specifications for the Project. Staff solicited bids for construction of the Project on July 9, 2025 pursuant to CA PCC 22034 and LMC 3.0. Three ( 3) bids were received and opened by Public Works on July 31, 2025, all determined to be responsive and from responsible bidders. The bid results are summarized in Table 1 below:

Table 1: Summary of Bid Results- Christopher Way Pipeline Maintenance Contractor Base Bid
Norgo Engineering, Inc. 140, 650
United Pavement Maintenance, Inc. 176, 070
TBS Contractors 190, 44
Staff reviewed and evaluated the bids, and determined that the lowest responsible bidder is Norgo, with a base bid of $ 140, 650. Staff request City Council adopt a resolution approving a construction contract with Norgo for $ 140, 650 for the construction of the Project.

Staff also request City Council authorize a 25% construction contingency of $ 35, 160, and authorize staff to spend the contingency as necessary to achieve the goals of the Project for a total cost not to exceed $ 175, 810.

Staff further request City Council approve a budget amendment as detailed in the Fiscal Impact section of this report.

REASON FOR RECOMMENDATION:

The proposed maintenance will preserve for potential future use a 1, 600' length of 20" recycled water pipe that would cost approximately $480, 00 to replace.

The proposed construction contract with Norgo is for $ 140, 650. A 25% construction contingency is requested in the amount of $ 35, 160 for a total cost not to exceed 175, 810.
