RECOMMENDATION:
RATIFY THE PURCHASE OF CORE TECHNOLOGY
LICENSING WITH INSIGHT PUBLIC SECTOR
INC.
Adopt a Resolution to Ratify the Purchase of
Core Technology Licensing With Insight Public
Sector Inc.
SUMMARY:
The core technology software licensing, originally purchased in December 1997, allows City staff to perform essential job functions, including secure access to systems, communication platforms, and productivity tools.
The City Manager approved the purchase of the core technology software licensing prior to City Council review due to the critical nature of the software licensing and the potential impact that a lapse in service could have. Details about the specific core technology software and licensing are withheld to mitigate any potential security risks and malicious targeting of the City infrastructure.
Only one vendor responded to the email request with a quote for the purchase of core technology software licensing for a twelve ( 12) month term, therefore this purchase is pursuant to Lathrop Municipal Code ( LMC) 2. 36. 110( a). Staff now request the City Council ratify this action in the amount of $ 127, 911.
BACKGROUND:
Since December 1997, City staff have relied on core technology software for computer access, customer service, communication, and productivity. The services provided to the public are mission -critical, and any disruption would significantly impact operations. To protect City infrastructure, specific details about the core technology software and the licensing specifics have been withheld due to security.
Staff requested quotes for the core technology software licensing from eight ( 8) City approved vendors. Only Insight Public Sector Inc. submitted a quote. Three ( 3) vendors declined, while the remaining four ( 4) did not respond, despite multiple follow- upattempts by staff. Therefore, pursuant to LMC 2. 36. 110( a) this purchase of core software licensing from Insight Public Sector Inc. in the amount of $ 127, 911 is considered a sole source purchase.

AUGUST 11, 2025 CITY COUNCIL REGULAR MEETING
RATIFY THE PURCHASE OF CORE TECHNOLOGY LICENSING WITH INSIGHT PUBLIC SECTOR INC.
Although staff initiated the quote process early, final documentation was not received in time to complete the City Council approval process before the license expiration.
To ensure service continuity, the City Manager authorized the purchase of the core technology software licensing prior to City Council approval. Staff request that the City Council approve a resolution to ratify the purchase of the core technology software licensing from Insight Public Sector Inc. in the amount of $ 127, 911 for a twelve ( 12) month term.
REASON FOR RECOMMENDATION:
Maintaining these essential core technology software licenses is critical to ensuring uninterrupted business operations for the City. In addition to supporting daily functions across all departments, the software provides vital cybersecurity capabilities necessary to meet regulatory compliance requirements. Without these licenses, staff would be unable to access the systems required to perform essential duties Citywide.
FISCAL IMPACT:
Sufficient funds were budgeted for this expense in GL 1010-7- 20- 435- 10- 00.
