SUMMARY:
On April 14, 2025, City Council approved a construction contract with Sierra Traffic Markings, Inc. (Sierra Traffic) for construction of Capital Improvement Project ( CIP) PS 25- 18 for Striping Improvements ( Project). The initial scope of work consisted of installing Green Methyl Methacrylate ( MMA) striping on existing bike lanes along the frontages of Lathrop Elementary and Joseph Widmer Elementary Schools, striping improvements in front of the City Corporation Yard ( Corp Yard) and restriping a portion of center line on McKinley Avenue.
The striping of the existing pedestrian crosswalks around the EPIC Elementary School had worn and faded. Considering students were not in school, City Manager approved Change Order No. 1 to grind off the existing striping and install new yellow thermoplastic ladder crosswalks at all direct crossings to the elementary school.
Change Order No. 1 also included extending the striping of the exclusive right turn lane westbound on Louise Ave for approximately 450 feet to enhance the traffic circulation at the AM and PM peak hours from Harlan Rd to I-5 interchange.
Construction of CIP PS 25- 18 has been successfully completed. Staff inspected and the City Engineer deemed the improvements complete and in accordance with the approved plans and specifications. Sierra Traffic has submitted lien releases, confirming all sub -contractors and suppliers have been paid in full, and a one- year warranty bond ( based on 10% of the construction contract) for the improvements to be accepted.
Staff requests City Council accept the improvements constructed by Sierra Traffic.
Staff also requests City Council authorize the filing of a Notice of Completion with the San Joaquin County Clerk, release of contract retention to Sierra Traffic in the amount of $8,41 within forty-ive (45) days after the recording of the Notice of Completion, and the release of performance and payment bonds.

ACCEPT PUBLIC IMPROVEMENTS CONSTRUCTED BY SIERRA TRAFFIC MARKINGS, INC. FOR STRIPING IMPROVEMENTS, CIP PS 25- 18 BACKGROUND:
On April 14, 2025, City Council approved a construction contract with Sierra Traffic for construction of CIP PS 25- 18 to install striping improvements at determined locations. The Project installed green MMA striping on existing bike lanes along Stonebridge Lane, Slate Street, and 5th Street, striping improvements on Louise Avenue fronting the Corp Yard, and restriped the center line on McKinley Avenue from the railroad crossing tracks to Lathrop Road.
The existing crosswalk striping near EPIC Elementary School faded, prompting City Manager to approve Change Order No. 1 for $ 66, 401 to remove the remaining markings and install new yellow thermoplastic ladder crosswalks. Since school was not in session, the work proceeded smoothly without disruption to students and residents. Change Order No. 1 also included extending the westbound right -turn lane striping on Louise Avenue by 450 feet to enhance the traffic flow during peak hours between Harlan Road and the I-5 interchange.
Sierra Traffic completed construction of the Project. The construction costs referenced below capture all expenditures.
