ITEM: APPROVE BUDGET AMENDMENT TO FUND THE
UPDATE OF PRE -APPROVED ACCESSORY DWELLING
UNIT ( ADU) PLANS TO COMPLY WITH THE 2025
CALIFORNIA BUILDING CODE
RECOMMENDATION: Adopt Resolution to Approve a Budget Amendment to Fund the Update of Pre -Approved ADU Plans to
Reflect Compliance with the 2025 California Building
Code
SUMMARY:
During the time period of 2019 through 2020, the City received approval of Senate Bill 2 Planning Grant Funds and Local Early Action Planning ( LEAP) Grants Program Funds through the California Department of Housing and Community Development to promote housing production which covered the expense to complete updates for three programs including: the 6th Cycle Housing Element Update, Update of the City' s General Plan, and the preparation of Pre -Approved Accessory Dwelling Unit ( ADU) Plans.
In July 2025, staff became aware that the City' scurrent pre- engineered approved ADU Plans need to be updated to comply with the upcoming 2025 California Building Code edition, which is set to take effect on January 1, 2026. Staff recently contacted Jackson and Sands Engineering, Inc. (the consultant that prepared the original Pre - Approved ADU Plans for the City as referenced above) and requested a Scope of Work detail that summarizes the anticipated amount of work necessary to complete the update and the proposed cost. In addition, part of the update requires a third -party reviewer ( consultant) to plan check and review the plans.
The cost to update the plan is $ 60, 000 and the estimated cost to hire a third - party reviewer is $ 10, 000 for a total of $70, 000. Staff is requesting the City Council approve a budget amendment to transfer $ 70, 000 from the Measure C Fund ( 1060) to the Community Development Professional Services Account ( 1010) to fund the update to the City' sPre -Approved ADU Plans.
BACKGROUND:
In March 2023, the City contracted with Jackson and Sands Engineering, Inc. in the amount of $ 74, 999 to perform Architectural Services to prepare Pre -Approved ADU plans for the City. As discussed above, this effort was funded by Senate Bill 2 Planning Grant Funds and Local Early Action Planning ( LEAP) Grants.

SEPTEMBER 8, 2025 CITY COUNCIL REGULAR MEETING
APPROVE BUDGET AMENDMENT TO UPDATE ADU PRE -APPROVED PLANS The City' s ADU program includes the three pre- engineered ADU plans that range in size from 496 square feet to 748 square feet that can be used by a resident to construct an ADU.
The advantage for a homeowner selecting one of the City' sthree ADU options is that it streamlines the City' s Building Permit application process significantly. Building permits for an ADU can be issued over the counter after a brief planning review, and it reduces the financial burden for a homeowner because they don' thave to hire an architect and engineer to prepare the building plans. In addition, all three ADU options are less than 750 square feet which means no additional development impact fees are imposed. The City has issued four Pre -Approved ADU building permits since the program was made available to the public.
In July 2025, staff became aware that the City' s current pre- engineered approved ADU Plans need to be updated to comply with the upcoming 2025 California Building Code edition, which is set to take effect on January 1, 2026.
The cost to update the plan is $ 60, 000 and the estimated cost to hire a third -party reviewer is $ 10, 000for a total of $70, 000. Staff is requesting the City Council approve a budget amendment to transfer $ 70, 000 from the Measure C Fund ( 1060) to the Community Development Professional Services Account ( 1010) to fund the update to the City' sPre -Approved ADU Plans.
According to Jackson and Sands Engineering, Inc. the cost of the scope accounts for major updates to the existing plans due to new requirements for residential projects with the latest version of the California Building Code ( 2025). The major changes includes enhancing energy efficiency, supporting electrification, and seismic activity.
The new standards apply to all newly constructed homes.
REASON FOR RECOMMENDATION:
The City' s Pre -Approved ADU Plans streamlines the permitting process for residents.
Building permits for an ADU can be issued over the counter and it reduces the financial burden for a homeowner because the designs have been reviewed for compliance with the California Building Code. Providing Pre -Approved ADU Plans also satisfies the City' s obligation pursuant to the 6th Cycle Housing Element.

Any building sites determined by the City to not meet these minimum requirements shall require revised engineering by Design Professional, revisions are not included in this scope.
Construction observation, construction cost estimating, and responding to construction RFIs are not within the scope of this proposal.
Design Professional will complete an exterior perspective drawing for each of the units.
