ITEM: APPROVE AMENDMENT TO THE SERVICE CONTRACT
WITH NEXTGEN ALPHA UPFITTING FOR THE
PURCHASE AND INSTALLATION OF MISSING
LIGHTING IN HEADLIGHTS AND SIDE PANELS FOR
15 POLICE VEHICLES AND BALLISTIC PANELS FOR
ONE CAPTAIN AND ONE CHIEF OF POLICE VEHICLES
FOR THE POLICE DEPARTMENT
RECOMMENDATION: Adopt Resolution to Approve Amendment to the Service Contract with NextGen Alpha Upfitting for
the Purchase and Installation of Missing Lighting in
Headlights and Side Panels and Ballistic Panels for
Police Vehicles for the Police Department
SUMMARY:
The City fleet division is responsible for the purchase and maintenance of fleet vehicles for operations, facilities, construction, infrastructure, and public safety. Staff requests City Council approval of an amendment to the service contract with NextGen Alpha Upfitting to provide missing lighting in headlights and side panels for 15 police vehicles and ballistic panels for one captain and one chief of police vehicles.
The amendment to the service contract would allow NextGen Alpha Upfitting to provide and install missing red and blue emergency lighting in headlights and side panels that were not built on 15 police vehicles and install ballistic panel equipment for one captain and one chief of police vehicles. The amended upfitting process is needed for the police vehicles to enhance officer safety and productivity.
BACKGROUND:
Upon completing the scope of work in the Emergency Service Contract dated May 12, 2025, staff learned 15 of 16 police vehicles were not built with red and blue emergency lighting features in the headlights and side panels. In addition to this amendment, one captain and one chief of police vehicles need ballistic panels that were not included in the purchase of the police vehicles as needed to enhance officer safety.
The amendment to the service contract is proposed pursuant to LMC 2. 36. 080, which states that purchasing procedures may be eliminated in emergency situations to efficiently and timely maintain essential public services for the preservation of public health, safety, and welfare of the community to allow NextGen Alpha Upfitting to provide and install the missing lighting in the headlights and side panels for 15 police vehicles at a cost of $ 15, 697 and upfit ballistic panels on one captain and one chief of police vehicles at a cost of $ 10, 435 for a total amount of $26, 132.
