SUMMARY:

The City of Lathrop' s
Economic Development Division promotes the City' s attributes for opportunities for the purpose of enhancing the overall well- being and quality of life of the community and its residents. The Division strives to create, support, and facilitate policies and programs that will enhance the economic environment for the attraction, expansion, and retention of businesses and industries that will improve the local tax base, create and retain jobs, and promote opportunities that facilitate economic growth.

The City of Lathrop' s economic development efforts include marketing, networking, relationship building, and community involvement to help build a sustainable economy that supports job creation, business attraction, business retention, education and vocational programs that produce an educated and skilled workforce, as well as an ecosystem of resources that encourages innovation and supports small businesses and entrepreneurs.

The Economic Development Administrator is seeking City Council consideration and approval to participate in select member organizations and to provide City sponsorship of events and opportunities that promote and enhance the City of Lathrop' s economic development goals. Funding is available within the FY2025/ 2026 and 2026/027 Economic Development Division' sbudget to support these requests, which are $ 13, 500 for each fiscal year.

BACKGROUND:

The Economic Development Administrator executes the economic development activities, through participation and representation of the City on various boards, committees, and commissions that promote economic development goals beneficial to the city, local businesses, and residents.

Outside of professional and targeted trade organizations, staff is engaged as a member or board member with the San Joaquin Partnership, iHub San Joaquin, Greater Lathrop Chamber of Commerce, Manteca Chamber of Commerce, and CITY MANAGER' S REPORT PAGE 2

ECONOMIC DEVELOPMENT RELATED MEMBERSHIPS AND SPONSORSHIPS TeamCalifornia, which are all not -for- profit organizations. Each of these organizations hold various events and activities where sponsorship opportunities are available to promote economic development activities as a State and/ or San Joaquin County region. Economic Development Division funding for membership dues and sponsorship opportunities is included in the Biennial Budget for FY 2025/6 and 2026/7approved by City Council on June 23, 2025. The purpose of this staff report is to provide transparency and to obtain approval as to how these funds may be used as it relates to economic development memberships and sponsorships for the benefit of the community
San Joaquin Partnership ( Partnership) is a private, not -for- profit regional economic development corporation that serves all of San Joaquin County and its seven incorporated cities. The Partnership markets the region for business attraction of industrial and large office projects for the purpose of creating jobs and enhancing the quality of life in our communities. The City of Lathrop has participated as a member of the Partnership since 1992. A partial list of businesses assisted by the Partnership' s efforts and who have successfully located and/ or expanded in Lathrop include: Tesla, Boise Cascade, Home Depot, DCG Fulfillment, Simwon America Corp., TEC Equipment, In -N -Out Burger, Pflug Packaging, Diamond Pet, AAFES.

At this time, the Partnership does not have any scheduled events requesting sponsorship opportunities, however, staff requests $ 1, 000 per fiscal year as discretionary funds to support potential events held by this organization and approved by the City Manager.
iHub San Joaquin ( iHubSJ) is a 501c3 non- profit organization whose mission is to stimulate innovation and foster a diverse entrepreneurial ecosystem in the San Joaquin County region.
iHubSJ board members include representatives from each municipality, economic and workforce development, healthcare, education and post -secondary education, industry, and entrepreneur and incubator service providers. In 2021, iHubSJ established an Advisory Council to represent a diverse coalition of technical service providers, workforce development groups, green economy advocates, business associations, and small business development centers, to create an inclusive and comprehensive strategy to spark innovation by leveraging the full capacity of our community assets. iHubSJ harnesses these assets to stimulate partnerships, economic development, and job creation by providing an innovation platform for emerging entrepreneurs and business owners to grow their businesses and ideas.

At the September 13, 2021 City Council meeting, iHubSJ representatives presented Innovation in the Valley: an update on iHub San Joaquin" and requested a letter of support for a State of California iHub II designation and grant funding opportunity.

CITY MANAGER' SREPORT PAGE 3

ECONOMIC DEVELOPMENT RELATED MEMBERSHIPS AND SPONSORSHIPS This type of local support leveraged iHubSJ' s
ability to successfully receive the iHub2
designation, one of only 10 in the entire state, and a $ 250, 00 grant award. iHubSJ holds signature events annually and adapts new programs as their resource network grows.

H2O Hackathon promotes teamwork and coding skills among students from middle school age, high schools, colleges and universities to solve specific issues in a one -day competition. The 8th Annual H2O Hackathon held May 3, 2025, had 63 teams consisting of more than 200 high school and college students competing for cash prizes. Past Hackathons have seen teams from River Islands Academy and Lathrop High participate. This event generates significant regional community support and will continue to be promoted to all Lathrop schools to encourage student participation.
iHub San Joaquin' sAnnual Meeting and Innovation Summit is scheduled for October 23, 2025. This half day event will be promoted to Lathrop residents, small businesses, and home occupational start- ups for participation.

See Attachment B - iHub San Joaquin Innovation Summit)
Staff requests a $ 2, 500 annual contribution to provide local support toward iHubSJ efforts, and $ 2, 500 for each fiscal year to sponsor the iHub San Joaquin' sInnovation Summit and the H2O Hackathon events.

Greater Lathrop Chamber of Commerce is a not -for- profit member organization that reestablished a local Chamber of Commerce for Lathrop in 2024. A Lathrop Chamber of Commerce has not been active since 2019. Their renewed efforts to support the local Lathrop business community are consistent with the Economic Development Division' sgoals.

Manteca Chamber of Commerce is a not -for- profit member organization whose Board of Directors in 2021, approved its expansion to serve businesses in Manteca, Lathrop and surrounding communities. Prior to the reestablishment of a Lathrop - based Chamber of Commerce, local small businesses were struggling to connect with a chamber to hold ribbon cuttings and provide networking opportunities to help market and support their businesses. To provide this support, the City Council authorized the City' s membership with the Manteca Chamber of Commerce. To date, there are 16 local Lathrop businesses that are active members with the Manteca Chamber.

The cost of membership for the Greater Lathrop Chamber of Commerce and the Manteca Chamber of Commerce is $ 1, 500 each annually.

CITY MANAGER' S REPORT PAGE 4
SEPTEMBER 8, 2025

ECONOMIC DEVELOPMENT RELATED MEMBERSHIPS AND SPONSORSHIPS TeamCalifornia is a not -for- profit statewide economic development organization that promotes California for the purpose of business attraction. Members include municipalities, economic development organizations, utility companies, brokers and other agencies interested in the promotion of California.

Membership in TeamCalifornia is tiered to provide member organizations that participate in several annual events with TeamCalifornia added value for their membership, such as an annual podcast feature, enhanced website listing, inclusion and/ or feature in an industry publication, quarterly economic reports, and marketing opportunity and participation in up to six ( 6) trade events annually. The City of Lathrop has historically participated with TeamCalifornia at the following six ( 6) events: three ( 3) ICSC - retail focused industry membership organization; two ( 2) IAMC - industrial focused corporate real estate membership organization, and the Entertainment Experience Evolution Conference - entertainment focused retail conference. Therefore the added value of the other benefits outlined above are provided to the City at no additional cost. Additional opportunities to promote Lathrop are available through reception and special events sponsorships.

TeamCalifornia also holds an annual Meet the Consultants signature event, where site selectors, consultants, and brokers from around the nation present to and engage with TeamCalifornia members. In 2021, the San Joaquin Partnership hosted the Meet the Consultants conference held at Great Wolf Lodge and provide a bus tour of San Joaquin County to the participants. Lathrop' s
Economic Development Administrator
served on the host committee, provided a tour of Lathrop, and River Islands, and was a featured presenter at the opening dinner that was held at the Boathouse.

Participation with TeamCalifornia in these marketing opportunities allows the City of Lathrop to leverage marketing dollars to engage in more activities and obtain greater exposure for the City that otherwise may be too costly to fund independently.

For all out-f- state conferences, tradeshows, programs, activities, sponsorship opportunities afforded to the City of Lathrop through the TeamCalifornia membership, travel and participation are brought to City Council for approval. Staff requests $3000 of funding discretion under City Manager approval to sponsor opportunities presented by TeamCalifornia that are held within the State of California, such as Meet the Consultants, and receptions at the ICSC conferences held annually in Monterey and San Diego/ Palm Springs. ( See Attachment C - TeamCalifornia Sponsorship Opportunities at ICSC Western and Meet the Consultants 2025) Stockton Chamber Annual Industrial Barbecue has held an annual industrial barbeque event for the past 57 years to honor and recognize major manufacturers and industrial businesses that have expanded or located within San Joaquin County.

To qualify as an honoree, businesses must be located within an industrial zone, be operational by July 1, 2025, and meet or exceed two of the following three requirements: added 20 new jobs to San Joaquin County, add 20, 000 square feet of new or expanded roofed facility, or make a minimum of $ 1 million in capital investment.

Participating in this event supports our efforts to balance our growth through sales tax revenue, local jobs, and capital investment. ( See Attachment D - Stockton Chamber Industrial Barbecue Sponsorship Opportunities)
Staff recommends that the City Council approve the resolution to authorize City participation in membership organizations and sponsorship opportunities that promote and enhance the City of Lathrop' s

TeamCalifornia' sMission
TeamCalifornia' smission is to promote business development, retention and expansion opportunities across California. We do this as the State' s business marketing arm with a collaborative network of state agencies, cities, counties, economic development organizations, utilities, industry associations, private businesses and more.

The Annual Meet the Consultants Conference provides an opportunity for:
1) The " Host" City or County to showcase their region to Site Selectors 2) Cities and regions across the state to showcase their own opportunities and value to Site Selectors and decision - makers
3) Learning the latest needs/ trnds/ expectationsin site selection 4) One- on-e networking and discussions with decision - makers and site consultants 5) Local economic development professionals, elected officials, state agencies, cities, counties, utilities, and other interested parties to collaborate and show support for opportunities across California.

There' s no need to travel out-F- state to learn from and engage with decision makers.

We bring the Site Selectors and decision makers to you, all under one roof, here in California. We know that California is diverse and full of business friendly communities. Our regions have so much to offer! This event is FOR California and ABOUT California without the noise of competiors from other states. Let' s get down to business in helping YOU get down to business.

We want you to be able to learn, engage and shine. To that end, sponsorship items are critical to the success and value of our event, and we ask that you consider sponsorship.

Funds earned from the Annual MTC Conference will first be used to cover expenses of the event. A non- profit organization, TeamCalifornia will direct surplus funds to much needed ongoing marketing and promotion of California and California regions to site consultants and businesses.

TeamCalifornia works very hard for our members when it comes to story -telling and being at the table for economic development opportunities across the state. We hope that you will show your support by sponsoring and/ or attending Meet The Consultants this year in Contra Costa County.
