CITY MANAGER' S REPORT
SEPTEMBER 8, 2025 CITY COUNCIL REGULAR MEETING
ITEM: APPROVE OUT OF STATE TRAVEL FOR ONE LATHROP

POLICE DEPARTMENT STAFF MEMBER AND TWO

INFORMATION SYSTEM STAFF MEMBERS TO ATTEND
THE RIMSCON 2025 ANNUAL USERS CONFERENCE IN

SOUTH LAKE TAHOE, NEVADA
RECOMMENDATION: Adopt Resolution to Authorize One ( 1) Lathrop Police Department Staff Member and Two ( 2) Information
System Department Staff Members to Attend the
RIMSCon 2025 Annual Users Conference in South
Lake Tahoe, Nevada, from October 13-7, 2025
SUMMARY:

The City of Lathrop Police Department uses RIMS by Sun Ridge Systems as its primary records management and dispatch platform. This system is essential for a wide range of operations, including dispatching officers, documenting reports, managing citations, and fulfilling state and federal reporting requirements.

The RIMSCon 2025 Annual Users Conference provides hands- on training, system updates, and networking with RIMS developers and other agency users. This year' s attendance will be particularly valuable as the Records Unit is composed of a newer team with a range of experience levels using the RIMS platform. The conference will strengthen the team' s proficiency, enhance their understanding of system capabilities, and support more efficient and consistent internal operations.

The estimated cost to attend is approximately $ 3, 000 per person, including registration, lodging, travel, meals, and incidentals. Sufficient funds are available in the approved FY 2025-6 Police Department training and travel budget and in the approved FY 2025-6 Information Systems Department ( ISD) training and travel budget.

BACKGROUND:

The Police Department relies on the RIMS system as a mission -critical tool for daily operations. It supports patrol deployment, report writing, data entry, subpoenas, property management, and compliance with state mandates.

The annual RIMSCon conference, hosted by Sun Ridge Systems, is designed specifically for agency users and provides in- depth instruction on system features, updates, and best practices. This year' s event will be held at Harrah' s Hotel and Casino in South Lake Tahoe, Nevada, from October 13- 17, 2025.

CITY MANAGER' S REPORT PAGE 2
SEPTEMBER 8, 2025 CITY COUNCIL REGULAR MEETING
APPROVAL FOR OUT OF STATE TRAVEL TO ATTEND THE RIMSCON 2025 ANNUAL

USERS CONFERENCE IN SOUTH LAKE TAHOE, NEVADA
Attendance will support the continued development of both the LPD Records Unit and the ISD by equipping staff with practical skills and deeper system knowledge that can be shared with colleagues.

REASON FOR RECOMMENDATION:

Participation in RIMSCon 2025 will provide valuable training to new ISD staff and a newer Records Unit team, helping ensure consistent and effective use of the RIMS platform across the departments. The conference offers hands- on instruction, exposure to new system features, and an opportunity to learn best practices directly from developers and other agency users.

The attending staff members will gain a deeper understanding of how to maximize the system' scapabilities for report writing, data entry, subpoena processing, and compliance tracking. These skills will directly benefit the department' sinternal workflows and allow for smoother coordination between Records, Dispatch, and Patrol. ISD staff will increase their knowledge on how to support the systems.

Importantly, the knowledge gained will not be limited to the attendees. Upon returning, the staff members will be expected to share key takeaways with the rest of the Records Unit, ISD and other relevant personnel. This will help ensure continuity, support onboarding of newer team members, and promote a more cohesive, efficient approach to records and data management throughout the departments.

FISCAL IMPACT:

The estimated cost for three ( 3) staff member to attend the RIMSCon 2025 Annual Users Conference is $ 9, 000. This includes travel, lodging, meals, registration, and incidental expenses. Sufficient funds are available in the FY 2025-6 Police Department training and travel budget and in the ISD travel and training budget.
