MUNICIPAL CODE

1 INTRODUCTION:
Every three years, the State of California Building Standards Commission (CBSC) adopts new construction regulations.
On July 1, 2025, the CBSC published the 2025 Edition of the California Building Standards Code and shall become effective 180 days after publication. 2025 California Building Standards Code governs building, electrical, plumbing, mechanical, and other aspects of building construction.
The 2025 California Building Standards Code will apply to any building or structure for which an application for a building permit is made on or after January 1, 2026. The State of California allows local municipalities to modify the State adopted building standards to make them more restrictive (not less), except for Residential Code, per AB 130. 2 2025 CALIFORNIA BUILDING STANDARDS CODES
This ordinance is exempt to CEQA review.
No fiscal impact to the city.
Staff has coordinated with local builders and developers regarding the implementation of the 2025 California Building Code changes.
The proposed Ordinance will amend 2022 California Building Code references. Approval of the Ordinance will ensure consistency of the City of Lathrop’s Building, Electrical, Mechanical, Plumbing, Historical Building and Existing Building Codes with State Standards and ensure that City Codes provide protection of the health, welfare, and safety of residents, as well as compliance with the newly signed law AB 130.
AB 130 prevents the State of California from considering, approving, or adopting any changes to Residential Building Codes until June 1, 2031; however, the 2025 California Residential Code will still apply for mandatory adoption. 3
RECOMMENDATION:
1. Hold a Public Hearing; and
2. Introduction and First Reading of an Ordinance Amending Title 15 (“Buildings and Construction”) of the Lathrop Municipal Code to Incorporate 2025 California Building Standards Code. 4 Council to consider the following:
