LATHROP MUNICIPAL CODE TO ESTABLISH AN EXPEDITED, STREAMLINE
PERMITTING PROCESS FOR ELECTRIC VEHICLE CHARGING STATIONS

1 INTRODUCTION:
Chapter 15.32 Electric Vehicle Charging Stations (EVCS) would be adopted to set forth a streamline permitting process that allows for expedited administrative approval of EVCS permit applications through an expedite eligibility checklist.
The proposed Ordinance will fully implement and comply with the requirements of State Law, and would establish procedures for electronic submittal, a publicly available submittal checklist for expedited permitting, strict permit review timelines, limited conditions for denial, and other requirements to streamline the approval process of EVCS projects. 2 STATE OF CALIFORNIA MANDATED REQUIREMENT
This Ordinance is intended to comply with California Assembly Bills AB 1236 and AB 970, and is exempt to CEQA review.
No fiscal impact to the city.
Pursuant to Government Code Sections 65850.7 and 65850.71, the State of California mandates that jurisdictions must do the following:
Jurisdictions must administratively approve Electric Vehicle Charging Station (EVCS) permit applications that have no specific, adverse impact upon public health or safety Cities are required to review EVCS permit applications under strict time limits and must deem applications approved if action is not taken within those timelines 3 RECOMMENDATION:
1. Hold A Public Hearing; And
2. Introduction and First Reading of an Ordinance to Add Chapter 15.32 to Title 15 (“Buildings and Construction”) of the Lathrop Municipal Code to Establish an Expedited, Streamline Permitting Process for Electric Vehicle Charging Stations.
