RECOMMENDATION: Adopt Resolution to Approve an Agreement with Alisto Engineering Group, Inc. to Provide

Mossdale Wastewater Pump Station Access
Modifications and Upgrades Project, CIP WW 26- 09
SUMMARY:
The Mossdale Wastewater Pump Station Access Modifications and Upgrades Project, CIP WW 26- 09 is necessary to address access and equipment deficiencies at the existing facility. On July 10, 2025, staff issued a request for proposals for professional engineering consulting services and received two proposals by August 13th, 2025. Following a thorough evaluation, Alisto Engineering Group, Inc. (Alisto) was determined to be the most qualified consultant.
Staff recommend that the Council approve a professional services agreement with Alisto in the amount of $ 94, 480. Sufficient funds have been allocated to CIP WW 26- 09 for the Fiscal Year 2025-026 budget to cover these costs.
BACKGROUND:
The Mossdale Wastewater Pump Station is in a residential neighborhood near the intersection of River Islands Parkway and McKee Boulevard. The wet well and some electrical panels are housed within a concrete masonry unit ( CMU) structure, while additional electrical cabinets are situated adjacent to the building. The station also features a steel -framed roof with metal roof panels.
The existing roll -up door and access hatch configuration create significant maintenance challenges, as Vac -Con trucks cannot access the wet well hatch. As a result, the wet well must be cleaned manually, requiring excessive time and labor.
In addition, the station' s electrical equipment, cabinets, pumps, hardware and software are approximately 20 years old and are no longer supported by their manufacturers, making replacement necessary.

Maintaining the pump station under these conditions is inefficient, poses safety risks to personnel, and accelerates equipment wear. Furthermore, in the event of equipment failure, the limited storage capacity ( approximately one day) could lead to service disruptions, presenting a serious public safety concern.
RECOMMENDATION:
The Mossdale Wastewater Pump Station Access Modifications and Upgrades Project, Capital Improvement Project ( CIP) WW 26- 09 is necessary to address access limitations and aging equipment deficiencies at the existing facility.
On July 10, 2025, staff issued a Request for Proposals ( RFP) for professional engineering consulting services to conduct a condition assessment and provide design services for the project. Two proposals were received by the August 13th, 2025 deadline. After evaluating and ranking the proposals, staff determined Alisto Engineering Group, Inc. (Alisto) is the most qualified consultant.
Staff recommend that Council approve a professional services agreement with Alisto to provide professional engineering design services for the project.
FISCAL IMPACT:
The $ 94, 480 cost of the agreement with Alisto will be funded through the Mossdale Wastewater Pump Station Access Modifications and Upgrades Project, CIP WW 26-
09. Sufficient funds are allocated in the Fiscal Year 2025-026 budget to cover this expense.

Description of Methodology
Our design methodology and technical approach in
performing the required scope of services are
presented in the below, including our project
management process for on time and within budget
performance and delivery of expected work products.
Task 1. Project Management
Managing and tracking a project to successful
completion on time and within budget requires an
experienced project manager with a thorough
understanding of the technical, managerial, and
administrative requirements and the vision to
V^ ALISTO
City of Lathrop
Mossdale Wastewater Pump Station Access Modifications and Upgrades CIP WW 26- 09
foresee and resolve issues expeditiously. It is
paramount that project managers are equipped with
practical tools to systematically track and monitor
projects and provided with the required personnel
and resources to meet the requirements of the
contract and project. We believe that proactive
project management and close communication
among team members are keys to the success of the
project. Our Project Manager, Mr. Abhishek Adhia,
PE with extensive project engineering experience,
will be the primary point of contact to facilitate and
ensure ongoing communication between the Alisto
team, subcontractors, and departments of the City of
Lathrop and all project stakeholders throughout the
duration of the project.
Project Kick -Off Meeting and Planning
At the onset of any task -order project assignments,
the Alisto Project Manager and team will meet
with the City' srepresentatives to establish and
agree on the scope, schedule, budget, and
deliverables. The provided design scope per Scope
of Services in the RFP, existing drawings, any
needed site analysis, and surveys to gather data on
existing conditions, and feasibility studies of the
assets will be thoroughly reviewed by the Alisto
team to break down the phase approach for scope
and to provide the City with a Basis of Design
document. From this document, the Alisto team
will draft a formal basis of design document for the
City' sreview and final approval. After the scope is
set through this process, the Alisto PM will
establish a work breakdown structure ( WBS) and
final milestone schedule ( preliminary schedule
included) to drive the completion and acceptance
of deliverables. Alisto will coordinate preliminary
project planning meetings with any other agencies
if required, including permit requirements and
utility coordination. Alisto will assist the City' sin
identifying all applicable specifications
requirements and as warranted provide feasible
options and their associated costs.
For the life of the project, the PM will schedule,
organize, and facilitate the kick- off meeting among
interested parties and stakeholders. Alisto will be
responsible for preparing and distributing all
meeting agendas and minutes that will include
roles and responsibilities of each project
participant, project highlights, key issues, action
items, submittal, and RFI processing, and other
procedural and documentation requirements.
Project Control
Alisto uses a Project Work Plan ( PWP) for each
project. The PWP is a working document that is
tailored for the scope of the work and contract
and lists all critical items and deliverables of the
project. The PWP supplements the formal
contractual scope of work and provides the
Project Manager with the tool to visualize the
project from commencement through completion
and the roles and responsibilities of the team
members accountable for the execution of the
work. Our team resolutely supports the
philosophy that better planning leads to better
results. Components of the PWP include:
Definition of project limits and scope ( via a
Basis of Design document)
Definition of the Project schedule and budget
Outline of project specifics including starting
date and duration, objective, dependencies,
deliverables, budget
Standards and criteria that will govern the
work.
Staff assignments include supervisory and
technical lead relationships.
Quality Assurance Plan with Internal peer
review and technical advisory specialists
Designated points of contact
Subconsultant responsibilities and
deliverables
Procedures for receiving and distributing
project information.
Schedule Control
Our team is well versed in developing project
schedules. Routinely, at the outset of a project, a
Critical Path Method schedule is developed listing
all tasks, disciplines, and work products. We have
several different scheduling software packages
available, including Primavera P6 and Microsoft
Project, allowing for the scheduling of projects in a
variety of ways such as resources, cost, and
duration. A project schedule will be prepared for
this project, identifying the duration of each phase
of the project and any major efforts required.
ALISTO
City of Lathrop
Mossdale Wastewater Pump Station Access Modifications and Upgrades CIP WW 26- 09
Typically, submittals will be designated as
milestones, and the schedule will reflect review
periods for those that are required. The schedule
will identify critical components of the project and
assign a valid timeframe for completion. In
addition, the amount of available float time
throughout various elements of the task order will
be determined, concentrating on elements critical
or near critical to expeditious project completion.
Quality Assurance and Quality Control (QA/C)
Procedures
Alisto subscribes to a quality assurance/ quality
control ( QA/C) program in performing
professional engineering, technical and
construction services. Since we put emphasis on
the protection of public health and safety and the
environment in performing our work, Alisto has
established a
rigorous QA/C program to provide a
consistent and systematic approach in controlling
and maintaining quality in all activities, work
practices, and services we perform to meet the
standards and requirements of our clients as well
as applicable laws and regulations. Alisto has a
written QA/C plan that is intended to: (1)
establish the QA/C procedures to be followed by
personnel for all projects, and ( 2) augment the
generally accepted industry practices and
applicable requirements and guidelines of
regulatory agencies.
Alisto' s QA/C program establishes and
documents the procedures and techniques to be
used by all personnel to meet the requirements of
our clients for each contract or project. The written
plan describes the system and procedures to be
employed in implementing policies and guidelines
to ensure the quality of all services and
deliverables prepared by Alisto meet the stated
quality objectives. Our QA/C Plan includes
written procedures for all aspects and functions of
our operations.
Alisto applies the quality control process
throughout all phases of a project or contract and
in the preparation of reports, drawings,
documents, and deliverables. All testing results,
engineering calculations, data interpretation and
analysis and design drawings are checked and
reviewed by at least two principals or senior
professionals. Reports undergo a series of
technical reviews and editing by professionals for
completeness, conciseness, accuracy, readability,
sentence structure, format and grammar before
publication and submittal to clients. More
importantly, each document or deliverable is
reviewed for compliance with regulatory
requirements and adherence to client' stechnical
specifications and requirements.
As part of our QC program, we also assign an
independent Technical Review team consisting of
senior professionals to review and critique the
work performed, procedures used and resultant
work product at key milestones of the project. The
Technical Review personnel will also provide
technical guidance to the project team and
additional quality control measures throughout
the terms of the contract.
Task 2. Pump Station Condition
Assessment and Design Requirements
Alisto will conduct a thorough examination of the
existing RMC 2014 Pump Stations Assessment
Technical Memorandum, and a site visit to gather
concerns and issues for a better design for
operations, maintenance, and safety. We will also
conduct a preliminary utility survey. Included in this
will be new research into any new relevant
encroachment permits for the project area, a field
investigation to determine any changes from
information provided by the City for utility location,
hardscape, trees, signs, striping, and other
structures. This upfront investigative work will allow
Alisto to confidently move from an initial Basis of
Design ( BOD) to 50% design efforts. After this
review, Alisto will prepare a final database and base
map drawing of all utility information.
Task 3. Plans, Specifications and
Estimates
Our proposed approach for the preparation of plans
and, specifications, and cost estimate is described in the following sections.
V^v
ALISTO
City of Lathrop
Mossdale Wastewater Pump Station Access Modifications and Upgrades CIP WW 26- 09
50% Preliminary Plans
Alisto will review and evaluate the initial BOD
considering all new information gleaned from
utility investigations in addition to ensuring the
existing station requirements, access
modifications, hoist, roof replacement, pump
performance, set points, electrical, I&C, and
SCADA controls will allow the proposed design
function as intended. Also included in this phase of
the project will be an analysis of all needed
permits, determination of other permits and
notifications requirements, current condition of
the station equipment, easement and impacted
properties reviews, all needed sub -consultants,
and a listing of all design decisions for submittal
and approval of the City. After receiving City' s
comments and input on the design criteria and
BOD, Alisto will proceed with the 100% design
phase of the project.
100% and Final Plans
During the 100% and final phase of the design
process, Alisto will create the plans set for
stakeholder review, revise the specifications
document, revise access design, revise the
construction sequencing schedule, as well as
revise the construction cost estimate. During the
final 100% phase of the design process, all the
items listed above will be edited to reflect
comments provided during the 50% design
review period.
Task 4. Bidding Assistance
At the end of this phase, Alisto will create a bid -
ready construction package including final stamped
plans and construction drawings, stamped
specifications, a final cost estimate, and a
construction sequencing schedule. Additionally, the
Alisto team will provide supporting documentation
as needed for final bid package. Alisto will support
and participate in a pre -bid meeting, prepare
addenda before bid opening, and assist the City in
analyzing the construction bid results to prepare a
recommendation for award
