CITY MANAGER' S REPORT
OCTOBER 13, 2025 CITY COUNCIL REGULAR MEETING
ITEM: CREATE MISSIONARY MINNIE LEE COTTON PARK
RESTROOM PROJECT, CIP PK 26-1 AND APPROVE

BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create Missionary Minnie Lee Cotton Park Restroom Project, CIP PK 26-1 and
Approve Budget Amendment
SUMMARY:

On September 11, 2025, the San Joaquin County Environmental Health Department conducted a site review of the newly installed splash pad ( also known as spray grounds) at Minnie Lee Cotton Park. During the inspection, it was noted that restroom facilities had not been included in the original improvements.

According to the California Health and Safety Code and the California Building Code, public spray grounds must include accessible restroom and shower facilities. These requirements were not known to the City at the time of construction, and the amenities were therefore not initially included.

City staff recommends that the City Council establish a new Capital Improvement Project ( CIP) Missionary Minnie Lee Cotton Park Restroom Project, PK 26-1 to meet the full intent of the park' s development. Staff further requests City Council approval to allocate a $ 500, 00 budget for the project by transferring funds from the Measure C Fund ( 1060) to the CIP Project Fund ( 3010). This Project will be presented to the Measure C Oversight Committee for compliance with Measure C language.

BACKGROUND:

On June 12, 2023, the City Council approved the construction of CIP PK 22- 34 Shilling Avenue Park, which has since been named Missionary Minnie Lee Cotton Park. The project was completed and formally accepted by the City Council on May 12, 2025.

On September 11, 2025, the San Joaquin County Environmental Health Department conducted a site inspection of the newly installed splash pad at Missionary Minnie Lee Cotton Park. During the inspection, it was noted that restroom facilities had not been included in the project' sscope.

According to the California Health and Safety Code and the California Building Code, public spray grounds are required to provide accessible restroom and shower facilities for public use. These requirements were not known to the City during the original planning and construction phases, and as a result, the necessary amenities were not included.

OCTOBER 13, 2025 CITY COUNCIL REGULAR MEETING

CREATE MISSIONARY MINNIE LEE COTTON PARK RESTROOM PROJECT, CIP PK 26-1 AND APPROVE BUDGET AMENDMENT
To address this regulatory oversight and complete the intended park improvements, Staff recommend that the City Council:

1. Establish CIP PK 26-1 to address regulatory compliance and complete the intended scope of improvements.

2. Approve the transfer of $ 500, 00from the Measure C Fund ( 1060) to the CIP Project Fund ( 3010) to fund the project.

REASON FOR RECOMMENDATION:

Establishing CIP PK 26-1 will enable the City to move forward with the design, procurement, and installation of a pre -manufactured restroom facility that complies with all applicable requirements under the California Building Code and California Health and Safety Code for public spray grounds.

Initiating the project at this stage is critical to bringing the park into full regulatory compliance and ensuring that the facility meets the needs and expectations of the community. The restroom and shower facilities are not only a legal requirement but also a vital amenity that supports public health, accessibility, and the overall usability of the splash pad area.

Once the design phase is complete, staff will return to the City Council with an update and a formal request to award a construction contract, allowing the project to proceed into the construction phase.

This recommendation ensures a timely and coordinated approach to addressing the compliance issue, while enhancing the long- term functionality and value of Missionary Minnie Lee Cotton Park.

FISCAL IMPACT:

The proposed action authorizes the transfer of $ 500, 00 from the Measure C Fund 1060) to the CIP Project Fund ( 3010) to support the design, purchase, and construction of accessible restroom and shower facilities at Missionary Minnie Lee Cotton Park.

To initiate the project, staff is requesting City Council approval of a budget allocation in the amount of $500, 00 from the Measure C Fund. The CIP Fund will be reimbursed by the Measure C Fund ( 1060).
