ITEM 5. 2

CITY MANAGER' SREPORT
OCTOBER 13, 2025 CITY COUNCIL REGULAR MEETING
ITEM: REVIEW AND CONSIDER TRAFFIC CONTROL OPTIONS

FOR RIVER ISLANDS PARKWAY AT THE

INTERSECTIONS OF BOSCH AVENUE AND IMPERIAL
DRIVE
RECOMMENDATION: Council to Consider Traffic Control Options for River Islands Parkway at the Intersections of Bosch
Avenue and Imperial Drive
SUMMARY:

Staff have received complaints from residents regarding the traffic delays caused by stop control and the inconvenience of single crosswalks at the intersections of River Islands Parkway at Bosch Avenue and Imperial Drive.

Staff evaluated these intersections utilizing the California Manual on Uniform Traffic Control Devices ( MUTCD) and provided three Options to improve traffic flow and pedestrian safety as listed below and detailed in the Background Section of this Report.

Option 1 - Remove the stop control and crosswalks
Option 2 - Install a pedestrian hybrid beacon
Option 3 - Install a traffic signal
Staff recommend that Council consider Option 1 for both Bosch Avenue and Imperial Drive, however staff will proceed with Council' s elected options accordingly.

BACKGROUND:

On October 9, 2023, City Council elected to install all -way stop control at the intersections of River Islands Parkway at Bosch Avenue and Imperial Drive. Since then, staff have received complaints from residents regarding the traffic delays caused by the stop control and the inconvenience of the single crosswalks that were installed with the stop control. On September 30, 2025, staff hosted a town hall meeting to solicit community feedback on the Options presented in this Staff Report and no residents attended the meeting.

REVIEW AND CONSIDER TRAFFIC CONTROL OPTIONS FOR RIVER ISLANDS

PARKWAY AT THE INTERSECTIONS OF BOSCH AVENUE AND IMPERIAL DRIVE Staff evaluated these intersections utilizing the California Manual on Uniform Traffic Control Devices ( MUTCD). There is one reported collision at Bosch Avenue, which involved a bicycle and a vehicle, however the collision does not appear to be affected by the existing conditions or proposed Options.

The following options are being presented to Council for review and consideration:

Option 1 — Remove stop control and crosswalks ( Recommended) Approximate cost is $ 10, 000)
Pros:
o High pedestrian safety by concentrating pedestrians at the adjacent signalized and pedestrian activated flashing
intersections
o High vehicle safety by eliminating stop on River Islands Parkway, reducing potential for rear -end collisions
Cons: No protected right of way for vehicles or pedestrians on the side streets
Option 2 — Install a pedestrian hybrid beacon
Approximate cost of $ 700, 00)
Pros: Protected right of way for pedestrians crossing over River Islands Parkway
Cons:
o No protected right of way for vehicles on the side streets o Rear -end collisions on River Islands Parkway may increase due to sudden or unexpected stops
Option 3 — Install a traffic signal
Approximate cost of $ 1, 300, 000)
Pros: Protected right of way for pedestrians and vehicles crossing over River Islands Parkway
Cons:
o Rear -end collisions on River Islands Parkway may increase due to sudden or unexpected stops
o Red light running can result in high speed T- bone or broadside collisions with a high risk of injury

REVIEW AND CONSIDER TRAFFIC CONTROL OPTIONS FOR RIVER ISLANDS

PARKWAY AT THE INTERSECTIONS OF BOSCH AVENUE AND IMPERIAL DRIVE Staff recommend that Council consider Option 1 for both Bosch Avenue and Imperial Drive. However staff will proceed with Council' selected options accordingly.

REASON FOR RECOMMENDATION:

The intersections of River Islands Parkway at Bosch Avenue and Imperial Drive have some challenges that require traffic control improvements. The recommended Options in the Background above will improve the traffic flow within these intersections.

FISCAL IMPACT:

Staff estimate the approximate construction costs below for all the options for the two intersections:

Option 1 - Remove the stop control and crosswalks $ 10, 000 Option 2 - Install a pedestrian hybrid beacon $ 700, 00 Option 3 - Install a traffic signal $ 1, 300, 000
Staff will pursue the option selected by Council, develop construction documents, and secure bids for the project. Sufficient funds have been allocated in FY 25-6 approved budget, CIP PS 26- 08 Traffic Calming Measure fund ( 3310) for Option 1. If Option 2 or 3 is selected, staff will bring an item back to Council to approve a CIP and budget given the high cost.
