RECOMMENDATION: Adopt Resolution Authorizing Out of State Travel for the Government Services Director/ City Clerk to
Attend the International Institute of Municipal
Clerks ( IIMC) 2026 Annual Conference in Reno,
Nevada, May 15 - 21, 2026
SUMMARY:
The International Institute of Municipal Clerks ( IIMC) is the professional accrediting organization for Municipal Clerks throughout the United States and Canada. Founded in 1947, IIMC has 75 years of experience providing professional support to Municipal Clerks. IIMC has more than 15, 000 members representing towns, small municipalities and large urban jurisdictions of more than several million people. IIMC is the leading and largest professional nonprofit association serving the needs of Municipal Clerks.
The IIMC Annual Conference rotate throughout the United States and Canada. This upcoming year will be the first time the conference will be hosted near California since 2010.
The IIMC 2026 Annual Conference provides educational programs and networking opportunities for Municipal Clerks and other local government professionals. It features educational sessions on topics like leadership, technology, and records management, and includes a trade show with exhibitors showcasing products and services for local government. The conference attracts thousands of municipal government professionals from around the United States.
Tonight, staff is requesting City Council approval for the Government Services Director/ City Clerk to attend the IIMC 2026 Annual Conference, in Reno, Nevada, from May 15 to May 21, 2026, which includes travel the day before the conference.
The estimated travel cost is approximately $ 3, 000, which includes registration, hotel, airfare ( or mileage, whichever is most economical), transportation during the conference, meals, and minor incidentals.
FISCAL IMPACT:

The IIMC Conference was included in the Government Services / City Clerk Department adopted training and travel budget for Fiscal Year 2025-6. No additional funds are being requested at this time.

RESOLUTION NO. 25-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LATHROP
AUTHORIZING OUT OF STATE TRAVEL FOR THE GOVERNMENT SERVICES
DIRECTOR/ CIY CLERK TO ATTEND THE INTERNATIONAL INSTITUTE OF MUNICIPAL CLERKS ( IIMC) 2026 ANNUAL CONFERENCE IN RENO, NEVADA, MAY 15 - 21, 2026
WHEREAS, the International Institute of Municipal Clerks ( IIMC) is the professional accrediting organization for Municipal Clerks; and WHEREAS, the IIMC 2026 Annual Conference rotates throughout the United States and Canada. This upcoming year will be the first time the conference will be hosted near California since 2010; and
WHEREAS, the estimated travel cost is approximately $ 3, 000, which includes registration, hotel, airfare ( or mileage, whichever is most economical), transportation during the conference, meals, and minor incidentals; and WHEREAS, the IIMC 2026 Annual Conference was included in the Government Services/ Cty Clerk Department adopted training and travel budget for Fiscal Year 25-6, and no additional funds are being requested at this time.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lathrop authorizes out of state travel for the Government Services Director/ City Clerk to attend the IIMC 2026 Annual Conference in Reno, Nevada from May 15 to May 21, 2026, which includes travel the day before the conference.
The foregoing resolution was passed and adopted this 10th day of November 2025, by the following vote of the City Council, to wit:
