BACKGROUND:
The City of Lathrop continues to make headlines as one of California' sfastest growing communities. The current Lathrop Community Center at 15557 5th Street is over 50 years old. As the City continues to grow, the Parks and Recreation Department is proactively working on delivering a Lathrop Multi -Purpose Community Center Complex site plan, which is approximately 25 acres. The location of a future Multi - Purpose Community Center Complex would be located between Lathrop Road and Dos Reis Road adjacent to Land Park Drive, West of Lathrop High School, which is land owned by the City of Lathrop. The Multi -Purpose Community Center Complex will consist of ligheted multipurpose fields, a Community Center which features both a Senior and Teen Center, 400 -person banquet facility, fitness area, multi -court gymnasiums, classrooms, meeting space, an outdoor wedding garden, splash pad, and pickle ball courts, an event lawn with a stage, a large play area, and pedestrian walkways throughout the complex to and from buildings and outdoor facilities to promote walkability to the community. The goal is to create a site plan that is intentionally inclusive, interactive, innovative, and welcoming for our diverse community.

NOVEMBER 10, 2025 CITY COUNCIL REGULAR MEETING
APPROVE SELECTION OF A CONCEPTUAL DESIGN OF LATHROP MULTIPURPOSE COMMUNITY CENTER COMPLEX, CIP PK 22- 05 Three ( 3) conceptual renderings to illustrate the Multi - Purpose Community Center Complex, were evaluated. Option A was a linear design, option B was a grid design, and option C, was a radial design. After a detailed analysis of each rendering, the site parcel and its infrastructure, the proximity of the river, and ensuring the proposed design recognizes the history of Lathrop through an architectural uniqueness of structures and vibrant landscape, Option A was ultimately identified as the best conceptual design rendering. Option A creates a site plan that is a destination, community anchor, and a key landmark for the City of Lathrop and the surrounding areas, while ensuring sustainability and green architecture, addresses flexibility of space and walkability, includes public art, and serves as a resilient building to support a community in times of crisis and celebration.
Upon selecting the conceptual design for the Lathrop Multi - Purpose Community Center Complex, the City will have a project which will enable staff to actively seek non- traditional sources of funding and grants. During the grant submittal process, public outreach is required, and staff will host numerous public meetings to share the Lathrop Multi - Purpose Community Center Complex, conceptual design with the public to ensure outreach and public participation.
