ITEM 4. 20

CITY MANAGER' S REPORT
NOVEMBER 10, 2025 CITY COUNCIL REGULAR MEETING
ITEM: CREATE HOWLAND ROAD PAVEMENT
REHABILITATION, CIP PS 26-3, AND APPROVE

BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create Howland Road Pavement Rehabilitation, CIP PS 26-3, and Approve Budget
Amendment
SUMMARY:

Staff proposes creating Capital Improvement Project ( CIP) PS 26-3 Howland Road Pavement Rehabilitation ( Project) to correct existing pavement deficiencies on Howland Road. The Project will provide a 3 -inch hot mix asphalt overlay on the existing surface to seal and restore the roadway.

Staff request City Council approval to create CIP PS 26-3 Howland Road Pavement Rehabilitation. Because sufficient funds were not allocated in the approved FY 25/6 budget, staff also request approval of a budget amendment transferring $ 222, 000 from the General Fund Street Repair Reserves ( 1010) to the CIP Project Fund ( 3310) to establish the project, fund design engineering services, and fund construction.

BACKGROUND:

On April 14, 2025, the City Council awarded a Professional Services Agreement to Black Water Consulting Engineers ( Black Water) for feasibility assessment, preparation of a basis of design report, detailed design, permitting, and bidding support for CIP WW 25-3 McKinley Avenue Force Main Intertie Project ( CIP WW 25- 23). Design is complete, and the construction contract was awarded to Mozingo Construction Inc. on September 8, 2025.

Due to design complexities and the location of existing utilities on Yosemite Avenue, CIP WW 25-3 requires a small portion of the Simplot property adjacent to Yosemite Avenue. The portion proposed for acquisition is shown in Attachment " C".

Staff approached Simplot regarding the acquisition. Simplot agreed to provide the necessary property contingent upon the City' s repair of Howland Road within the limits shown in Attachment " B". Staff concurs that this segment of Howland Road requires repair and acknowledges the City' s responsibility to maintain City -maintained public streets and rights -of -way.

The City has drafted a Pavement Repair and Maintenance Agreement with Simplot under which the City commits to complete the Howland Road repair by July 31, 2026.

Simplot will provide an Offer of Dedication for the property needed for CIP WW 25- 23, and the City will not record the Offer of Dedication until the City Engineer provides CITY MANAGER' S REPORT PAGE 2

written certification that the roadway repair is complete. The Agreement also serves as a license to work within the Simplot right- of- way to complete a portion of CIP WW 25-3.

Therefore, staff request City Council approval to create CIP PS 26-3 Howland Road Pavement Rehabilitation to facilitate timely completion of CIP WW 25-3 McKinley Avenue Force Main Intertie Project.

REASON FOR RECOMMENDATION:

Creating CIP PS 26-3 will correct existing pavement deficiencies, enhance motorist safety, and satisfy a condition of the Pavement Repair and Maintenance Agreement with Simplot. Approval will enable the City to secure the necessary property interest and proceed with construction of CIP WW 25-3.

FISCAL IMPACT:

Sufficient funds were not allocated in the approved FY 25/6 budget. Staff requests a budget amendment transferring $ 222, 000 from the General Fund Street Repair Reserves ( 1010) to the CIP Project Fund ( 3310), as follows:

Decrease Street Repair Reserves
