ITEM 4. 21
CITY MANAGER' SREPORT
NOVEMBER 10, 2025 CITY COUNCIL REGULAR MEETING
ITEM: CREATE LATHROP ROAD AND HARLAN ROAD
PAVEMENT REHABILITATION, CIP PS 26-5, AND
APPROVE BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create Lathrop Road and Harlan Road Pavement Rehabilitation, CIP PS 26-5, and
Approve Budget Amendment
SUMMARY:
Through Capital Improvement Project ( CIP) PS 21- 06, the City completed signal improvements at the intersection of Lathrop Road and Harlan Road, which included repaving the intersection with a surface layer of rubberized asphalt. However, the frequent stopping, turning, and accelerating of heavy vehicles at this location imposes repeated high loads on the asphalt surface, resulting in permanent rutting and pavement deformation.
To address this issue, staff proposes the creation of CIP PS 26-5 - Lathrop Road and Harlan Road Pavement Rehabilitation ( Project). The Project scope of work includes grinding off the existing rubberized asphalt and replacing it with 10 inches of reinforced concrete pavement. Concrete is recommended due to its superior load - bearing capacity and rigidity, which make it significantly more resistant to rutting, shoving, and other forms of structural failure caused by heavy vehicle traffic.
Staff is requesting City Council approve the creation of CIP PS 26-5 to proceed with the proposed pavement rehabilitation improvements. The project would utilize 228, 773 in Regional Surface Transportation Program ( RSTP) funds programmed by the San Joaquin Council of Governments ( SJCOG). Staff also requests a budget amendment to recognize and transfer the RSTP funds into the CIP Project Fund 3310) to initiate the design and prepare for the construction phase.
BACKGROUND:
The intersection of Lathrop Road and Harlan Road is a high -traffic location that serves as a key route for both local and regional traffic, including a significant volume of heavy vehicles along Harlan Road. As part of CIP PS 21- 06, the City previously completed signal upgrades and repaved the intersection with a surface layer of rubberized asphalt.
While rubberized asphalt offers some performance and environmental benefits, it is less durable under the repeated high loads associated with heavy vehicle movements.
Over time, the intersection has experienced significant pavement rutting and deformation, particularly in the areas where vehicles frequently stop, turn, and accelerate.

NOVEMBER 10, 2025 CITY COUNCIL REGULAR MEETING
CREATE LATHROP ROAD AND HARLAN ROAD PAVEMENT REHABILITATION, CIP PS 26-5, AND APPROVE BUDGET AMENDMENT
To address the pavement deformation at the intersection of Lathrop Road and Harlan Road, staff is proposing the creation of a new CIP PS 26-5. The proposed work includes grinding off the existing rubberized asphalt surface and replacing it with approximately 10 inches of reinforced concrete pavement. This design will significantly enhance the intersection' s structural capacity and long- term performance under heavy traffic loads.
Staff is requesting City Council approve the creation of CIP PS 26-5 to proceed with the proposed pavement rehabilitation improvements.
REASON FOR RECOMMENDATION:
Concrete pavement is being recommended due to its strength and ability to withstand heavy vehicular loads without deforming, making it more suitable for high -stress intersections Tike Lathrop Road and Harlan Road.
Approving the creation of CIP PS 26-5 will allow the City to begin planning and designing phases for the proposed project.
FISCAL IMPACT:
The City is authorized to receive $ 228, 773 in federal funding with a reimbursement rate of 88. 53% for $ 202, 530 and a required local match of 11. 47% for $ 26,43. Staff is requesting a budget amendment to recognize and transfer $ 202, 530 of RSTP funds and $ 26,43 of General Street Reserves funds to the CIP Project Fund ( 3310) as follows:
