CITY MANAGER' SREPORT
DECEMBER 8, 2025 CITY COUNCIL REGULAR MEETING
ITEM: CREATE CITYWIDE STREETLIGHT LED CONVERSION,
CIP GG 26-7, APPROVE SERVICE AGREEMENT WITH
TANKO STREETLIGHTING INC. AND APPROVE

BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create Citywide Streetlight LED Conversion CIP GG 26-7, Approve Service
Agreement with Tanko Streetlighting Inc. and
Approve Budget Amendment
SUMMARY:

The City' s existing High - Pressure Sodium ( HPS) streetlights are nearing the end of their service life, resulting in frequent outages, resident complaints, and public safety concerns. Currently, replacements are made reactively as light failures occur, which can take up to three months due to the long lead time for replacement fixtures.

To address these issues proactively, staff proposes converting 1, 650 HPS streetlights to long-asting, energy - efficient light emitting diode ( LED) fixtures ( Project).

Compared to HPS light fixtures, LED fixtures offer longer lifespans, lower energy use, reduced maintenance costs, and lower PG& E rates, providing both operational and energy cost savings.

As the first step, staff propose that council approve the attached proposal from Tanko Streetlighting, Inc., to conduct a streetlight study at a cost of $ 15, 750. The study will assess baseline energy use, current and future operations and maintenance costs, and calculate projected savings and return on investment. The estimated cost to replace all 1, 650 fixtures is $ 900, 00 with a payback period of 2 years and $ 6M savings in maintenance and energy costs over 20 years. The total combined cost for the study and replacements is $ 1, 000,00.

Staff request Council approve the creation of Citywide Streetlight Conversion, Capital Improvement Project ( CIP) GG 26-7, approve a Professional Services Agreement with Tanko, and approve a budget amendment transferring $ 1, 000,00 from the Measure C fund ( 1060) contingent on review from the Measure C Oversight Committee to the CIP Project fund ( 3010).

BACKGROUND:

The City' s streetlight infrastructure currently consists of approximately 2,50 city owned streetlights, of which 1, 650 (approximately 73%) are high- pressure sodium HPS) fixtures. City staff has observed a notable increase in work orders submitted by residents reporting dim or non- functioning streetlights. Just this year alone, a total of CITY MANAGER' SREPORT PAGE 2
DECEMBER 8, 2025 CITY COUNCIL REGULAR MEETING
CREATE CITYWIDE STREETLIGHT LED CONVERSION, CIP GG 26-7, APPROVE SERVICE AGREEMENT WITH TANKO STREETLIGHTING, INC. AND APPROVE

BUDGET AMENDMENT
72 work orders have been submitted specifically for streetlight issues affecting streetlights with HPS fixtures.

Currently, the City is replacing an average of six HPS streetlights with LED fixtures per month. However, procuring LED cobra head streetlights has proven cumbersome, with a typical turnaround time from purchase to delivery of approximately three months. This delay is compounded by limited manufacturer availability, as these LED fixtures are not standard " off -the -shelf" items and are subject to backorders.

Given the growing volume of streetlight complaints, delays in replacement parts, and the operational limitations of reactive maintenance, staff request Council approve the creation of CIP GG 26-7 Citywide Streetlight Conversion, approve a Service Agreement with Tanko lighting for the streetlight study and approve a budget amendment.

REASON FOR RECOMMENDATION:

The City' s existing HPS streetlights are aging and frequently failing, resulting in dim or non- functioning lights that have generated numerous resident complaints and public safety concerns. Currently, replacements are made reactively, averaging six per month, and procurement of LED cobra head streetlights is delayed by long lead times and manufacturer backorders. These factors contribute to extended periods of reduced lighting in neighborhoods, increasing safety risks for drivers, pedestrians, and cyclists.

Conversion of the HPS lights to LED will improve service reliability, enhance public safety, and reduce long- term operational costs associated with streetlighting.

FISCAL IMPACT:

Staff requests City Council approve a budget amendment transferring $ 1, 000,00 from Measure C fund ( 1060) contingent on review from the Measure C Oversight Committee to the General CIP fund ( 3010) as follows:

Dear Mr. Carrillo,

CITY OF LATHROP, CA I STREETLIGHT STUDY

COMPANY PROFILE
Our History: For more than 20 years — since 2003, Tanko Lighting has assisted municipalities with their streetlighting needs and is a national firm solely focused on providing professional services for turn -key
municipal streetlighting projects. In our early days, we focused on re -manufacturing High Pressure Sodium
HPS) fixtures, providing a cost- effective waste
diversion strategy by rebuilding existing fixtures to be re -deployed back into the field. This kept costs low
and was a better option for clients than buying new
streetlights. However, with the advent of Light
Emitting Diode ( LED) technology, we realized that we
could no longer compete with commodity -priced and
energy efficient LED streetlight fixtures. Thus, in 2011, we shifted our business model to focus on services to help municipalities comprehensively upgrade their streetlight energy efficient and municipal -owned options.

Our project in Centennial, CO.

Tanko Lighting' s... vast experience with technical
aspects of streetlight infrastructure [ has] been
incredibly helpful. The City has especially
appreciated Tanko' s

systems to the most
Our Qualifications: As a municipal streetlighting expert, Tanko Lighting is uniquely qualified to assist the City with this project. Our firm holds electrical contractor licenses in the States of California and Arizona. Additionally, our firm is a Certified Contractor by the Commonwealth of Massachusetts' Division of Capital Management and Maintenance ( DCAMM), a Qualified Vendor with the Connecticut Conference of Municipalities, a registered Energy Services Company ( ESCO) with the United States Department of Energy, and a registered Small Business Entity with
the Small Business Administration. Please find several elements demonstrating our firm' s capabilities to accomplish this project below:

Municipal Streetlight Experience: We are solely dedicated to municipal streetlighting projects — with an entire staff exclusively focused on such projects. As such, we have a large portfolio of active municipal streetlight projects, have previously been or are currently involved with more than 984, 000 streetlights throughout the nation, and are actively developing projects for an additional 550, 00+ streetlight fixtures. Additionally, our work spans more than thirtyone states, and fifty-ive utilities. Our company' ssole focus on streetlighting distinguishes it from others, which focus on diverse measures and renders them generalists, while we are streetlight specialists. Finally, our expertise has been forged by diverse project types — including various sized projects ( ranging from as large as 100, 00+ fixtures to as few as 49 fixtures), as well as incredibly complex projects, derived from such factors as square mileage/ area, complicated data, inconsistent existing design, and complex scopes of work.

Technical Knowledge: Tanko Lighting has significant technical expertise centered on municipal streetlighting infrastructure. Led by an electrical engineer and licensed electrical contractor, Jason Tanko ( Chief Executive Officer), our team understands the field conditions and system constraints that are often involved with municipal streetlighting projects. This enables the team to accurately design projects to prevent anticipated challenges, as well as quickly respond with streamlined solutions in the event of technical difficulties during a project.

Experience with Ownership Projects: There is a growing nationwide industry trend in which municipalities are acquiring their streetlight infrastructure from their local private utility companies. This poses tremendous advantages to the municipality, in that not only does it allow the municipality to control the management of the system within its geographic borders, but it also involves tremendous cost savings — particularly related to maintenance and energy TankoLighting www. tankolighting. com 1220 Bayshore Blvd I San Francisco, CA 94124 I P 415. 24. 7579 I F 415. 822. 3626 Page 4 of 6

CITY OF LATHROP, CA STREETLIGHT STUDY
as many utilities charge exorbitant fees for energy
and maintenance rates for the systems). Further,
once a municipality purchases its system, it can reap
additional savings benefits by converting them to
LED fixtures. Tanko Lighting has been working with
several municipalities nationwide to assist in their
streetlight ownership strategies from investor -
owned utilities. Our team' s experience with
ownership projects includes providing valuation,
field data collection, ownership feasibility analysis,
and ownership negotiations with the utility on behalf
of the client. A list of our projects involving
ownership support includes the municipalities
outlined in the table to the right.

Financial Analysis: Tanko Lighting has conducted
hundreds of financial analyses for public agencies
nationwide, representing thousands of fixtures, to
ascertain the value of converting to energy efficient
streetlight systems. Leveraging our team' s vast
industry knowledge to accurately estimate relevant
costs and savings to provide the most accurate
energy and CO2 savings estimates and integrating
the information into the implementation phase of a
project is one of our company' score competencies.

Our Successes: Our success lies in our unique passion for streetlighting, which translates into a drive to ensure that projects are successfully completed. We are tremendously aware that client satisfaction is essential to our success. Thus, we strive to make every client an enthusiastic reference for future work. Clients are receptive to this drive, to the point that they frequently recommend us to other municipalities. Please find more detailed information on our projects in Appendix A. City of Berkeley, CA: A turn -key project for the City of Berkeley, CA, which involved the LED conversion of not only 7, 000 cobra head fixtures ( for which Tanko Lighting provided design recommendations with tremendous savings), but also 1,00 decorative fixtures ( which involved twenty different types of decorative fixtures for which we recommended LED retrofit kits) — which saved the City approximately $500, 00 in costs.

City of Oakland, CA: A project for the City of Oakland, CA, which involved the LED conversion of 38, 000 fixtures. Tanko Lighting was initially involved with the original team, orchestrating the strategy and project management approach for the awarded contractor. However, when the prime contractor defaulted on the project, its surety company hired our firm directly to clean up the mistakes, and re -audit, label, and data reconcile the entire City' sstreetlight system.

This resulted in the successful completion of the project and helped to settle the City' s bond claims.

City of Modesto, CA: A turn -key project for the City of Modesto, CA, which involved the LED conversion of 9, 800 cobra head fixtures. Tanko Lighting successfully convinced the City to segment the streetlight measure from a larger project
with an Energy Services Company ( ESCO) involving multiple measures in a Standard Performance Contract. This shift enabled the City to save $ 2. million in costs and expedite the LED conversion, such that the energy savings were more rapidly achieved.

CITY OF LATHROP, CA I STREETLIGHT STUDY

SCOPE OF SERVICES
Task 1: Streetlight Study
We recognize that the City is interested in the potential idea of owning and maintaining the streetlight fixtures in the City currently owned by the utility (LS -1 rate), as well as converting the existing City -owned streetlights ( LS - 2 rate) to LED fixtures and exploring streetlight controls options. To be clear on the feasibility and financial benefit of the options, an initial analysis is recommended. With our extensive knowledge and experience, we propose providing the City with a Streetlight Study Report that will include:

Baseline energy use, energy cost and operations and maintenance costs Estimated future operations and maintenance costs
Budgetary ownership costs
Calculation of estimated savings, Return on Investment, and simple payback Estimated twenty- year projected savings and cash flows Recommendations of 2 — 3 brands of controls products, along with estimated budgetary costs/ benefits Description of assumptions included in the analysis
Once we complete the study, upon request, we will develop a presentation outlining highlights of the report and present ( in person) at a City Council meeting.

Deliverables
Streetlight Study: A report outlining the City' sstreetlight system options, cost/ benefits, assumptions, budgetary pricing, savings, cash flows, and an overall assessment of the potential feasibility of streetlight ownership and maintenance for the existing utility -owned fixtures ( LS - 1 rate), as well as LED conversion of the existing City -owned fixtures ( LS -2 rate), and controls options.

Council Presentation ( Optional): A presentation of the report' s highlights presented ( in person) at a City Council meeting.

PRICING
Please note that this pricing is valid for sixty (60) days from the date of this proposal.
