Equipment and Related Budget Amendment
SUMMARY:
The Information Systems Department ( ISD) utilizes an array of security related subscriptions as tools to protect the City' s network systems. However, it is imperative to note that the details of the proposed security software subscriptions cannot be publicly disclosed due to significant risks associated with such sensitive information.
Publishing these details could inadvertently provide malicious actors with valuable insights, potentially enabling them to exploit vulnerabilities. Therefore, to safeguard against such threats and ensure the continued integrity of the City' s security infrastructure, the specific details of the software subscriptions and equipment must remain undisclosed.
Staff is requesting City Council to approve the extension of two ( 2) software subscriptions to ensure no disruption to the services provided by the software subscriptions. Additional equipment necessary to ensure functionality of the existing software subscriptions is necessary because the existing equipment is not sufficient.
The purchase of this additional equipment and the extension of the software subscriptions align with the necessity to maintain compliance with the rigorous standards set forth by the Department of Homeland Security ( DHS) and Department of Justice ( DOJ). By ensuring services will not be disrupted, the City aims to mitigate potential risks and ensure adherence to regulatory standards. Moreover, maintaining compliance with these standards is essential for securing insurance coverage, which not only enhances the City' s overall security resilience, protecting the City' s assets, but also has the potential to reduce associated costs. Hence, these necessary purchases serve as proactive measures to enhance the City' ssecurity defenses and safeguard the integrity of the City' s digital infrastructure.

APPROVE SECURITY SOFTWARE SUBSCRIPTION EXTENSIONS FROM
SOUTHERN COMPUTER WAREHOUSE INC. AND, IBM CORP., EQUIPMENT PURCHASES FROM SOLID NETWORKS INC. FOR SECURITY RELATED,
EQUIPMENT AND RELATED BUDGET AMENDMENT
All necessary purchases are in accordance with procedures set forth in the Lathrop Municipal Code ( LMC), as multiple quotes were received for the software extensions and the equipment purchase. The lowest priced quote was chosen for the equipment purchases.
Tonight, Staff requests City Council adopt a resolution to authorize the City Manager to execute the extensions of cyber security related software subscriptions with Southern Computer Warehouse Inc. for a sum not to exceed $ 98, 521 and IBM for a sum not to exceed $ 38,68 along with the purchases of equipment from Solid Networks for a sum not to exceed $ 191,50. These expenses were not included in the City Council approved biennial budget for FY 25-6 and therefore a budget amendment of $ 328,09 is requested from the General Equipment Reserves to fund these expenses.
BACKGROUND:
The ISD utilizes a variety of security software subscriptions, essential for aligning with the rigorous standards outlined by the National Institute of Standards and Technology ( NIST). Compliance with these standards is not only mandated by the Department of Homeland Security ( DHS) and the Department of Justice ( DOJ) but also required for the City to pursue State and Federal Grants in the future.
Additionally, adherence to NIST guidelines enables the City to maintain its' security insurance, thereby potentially reducing the overall security insurance expenses incurred by the City. By continuing to invest in this initiative, the City demonstrates its commitment to proactive security measures, ensuring resilience against emerging threats.
The software subscriptions previously approved to be purchased by City Manager in February 2025 require extension prior to termination at the end of February 2026, for a total expense of $ 137,59. Additional equipment required to ensure functionality of the existing software subscriptions is required as the existing equipment is not sufficient in the sum not to exceed $ 191,50. The purchase of this equipment and the extension of the software subscription aligns with the urgency of maintaining compliance with the rigorous standards set forth by the DHS and DOJ compliance. By ensuring services will not be disrupted, the City aims to mitigate potential risks and ensure adherence to regulatory standards. Moreover, maintaining compliance with these standards is essential for securing insurance coverage, which not only enhances the City' s overall security resilience but also has the potential to reduce associated costs. Hence, this investment serves as a proactive measure to enhance the City' ssecurity defenses and safeguard the integrity of the City' s digital infrastructure.
