SUMMARY:

On January 10, 2022, City Council approved the creation of the Aquifer Storage and Recovery ( ASR) Project, CIP PW 22- 36, to advance water supply reliability by storing water underground during wet periods for recovery when needed. Water injection and extraction occur through a well, as permitted by the State Water Board.

The plans and specifications for the ASR WeII Injection Equipping construction package were advertised for bid in accordance with California Public Contract Code PCC) Section 20160 and Lathrop Municipal Code ( LMC) Section 2. 36. 060.

On January 22, 2026, the City Clerk received and opened five ( 5) bids. Auburn Constructors LLC, submitted the lowest responsive and responsible bid at 2,61, 300. Staff recommends awarding the contract and authorizing a 15% contingency for unforeseen conditions, bringing the total construction budget to 2, 600, 495.

Staff also requests approval of Amendment No. 5 to the Professional Services Agreement with Carollo Engineers, Inc. in the amount of $ 633, 569 for Engineering Services During Construction ( ESDC) during the well equipping and well commissioning phases. The cost for the ESDC services for the Well Equipping Package 2) remains unchanged from Carollo' soriginal 2023 proposal.

CIP PW 22- 36 has a current balance of $2, 075,59. A budget shortfall of $1,59, 005 exists after adding the construction contract, 15% contingency and ESDC services.

Therefore staff requests approval of a $ 1,16, 000budget amendment by transferring funds from Water Fund 5620 to CIP PW 22- 36.

ASR WELL INJECTION EQUIPPING
BACKGROUND:

The City' s potable water supply is derived from two sources: local groundwater and surface water purchased from the South San Joaquin Irrigation District ( SSJID). While the water supply is reliable, risks such as prolonged droughts, new State regulations, emerging contaminants, and upstream reservoir management require proactive planning.

To address these risks, the ASR Project was initiated in 2022. Key milestones include:

January 2022: City Council approved ASR Project and Professional Services Agreement with Carollo Engineers, Inc for feasibility study and preliminary design.

April 2023: Amendment No. 1 approved for additional engineering services and preparation of plans and specifications for well drilling.

October 2024: Amendment No. 3 approved for geochemical testing.

April 2025: Construction contract awarded to Well Industries, Inc. for the Well Drilling Package.

June 2025: Amendment No. 4 approved for ESDC for WeII Drilling Package.

The well drilling phase is now substantially complete. Carollo Engineers, Inc. has prepared plans and specifications for the next phase, ASR WeII Injection Equipping.

The construction package was advertised on December 23 and December 30, 2025, in accordance with the bidding procedures outlined in California Public Contract Code PCC) Section 20160 and Lathrop Municipal Code ( LMC) Section 2. 36. 060. Five ( 5) bids were received and opened by the City Clerk on January 22, 2026, and all bidders were determined to be responsive and responsible. The bid results are summarized in Table 1 below:

APPROVE A CONSTRUCTION CONTRACT WITH AUBURN CONSTRUCTORS LLC, APPROVE AMENDMENT NO. 5 TO THE PROFESSIONAL SERVICES AGREEMENT WITH CAROLLO AND APPROVE BUDGET AMENDMENT FOR CIP PW 22 -36 -

ASR WELL INJECTION EQUIPPING
REASON FOR RECOMMENDATION:

The ASR Project enhances water supply reliability by storing surplus surface water from SSJID during wet periods for later use during droughts or supply shortages.

Staff request that the City Council adopt a Resolution to:

Approve a construction contract with Auburn Constructors LLC, for CIP PW 22- 36 - ASR Well Injection Equipping in the amount of $2,61, 300.

Authorize a 15% construction contingency in the amount of $ 339, 15, for a total construction budget not to exceed $ 2, 600, 495.

Approve Amendment No. 5 to the Professional Services Agreement with Carollo Engineers, Inc. in the amount of $633, 569 for Engineering Services During Construction ( ESDC).

Approve a budget amendment in the amount of $ 1,16, 000 through a transfer from Water Fund 5620 to CIP PW 22- 36.

FISCAL IMPACT:

The cost of the construction contract with Auburn Constructors LLC. for the ASR Well Injection Equipping is $ 2,61, 300. A 15% construction contingency is requested in the amount of $ 339, 15 for a total approved construction budget in the amount of 2, 600, 495
Amendment No. 5 with Carollo Engineers, Inc. for ESDC and well commissioning services is in the amount of $633, 569.

Sufficient funds were not included in the approved Fiscal Year ( FY) 2025-6 budget for CIP PW 22- 36 to cover these costs. A budget amendment of $ 1,16, 000 is requested based on the budget shortfall remaining after adding the construction contract, 15% contingency and ESDC services. Staff recommends a budget amendment to transfer $ 1,16, 000 from Water Fund 5620 to CIP PW 22- 36 as detailed below:

ADDENDUM NO. 1— January 15, 2026
ASR Injection Equipping Package
CIP PW 22- 36
The following changes, correction, additions, and/ or deletions are hereby incorporated into the bid. It is the bidding contractor' sresponsibility to understand and comply with this addendum.

This addendum amends the Contract Drawings and Specifications for this project as follows:

PLEASE BE ADVISED THAT THE BID OPENING DATE HAS BEEN CHANGED TO THURSDAY, JANUARY 22, 2026 AT 2PM.

A. CLARIFICATIONS AND RESPONSES TO CONTRACTOR QUESTIONS:

1. Question No. 1: I was reaching out hoping to attain the sign in sheet from the pre bid meeting held on 1/ 6/ 26 for the ASR We11 Injection Equipping project if you had that available..

Response to Question No. 1: The pre -bid meeting sign in sheet is attached to this addendum.

2. Question No. 2: Drawing SO1 general note 5 requires contractor design per delegated design procedures for "all pre- engineered items." Does this note apply to any of the structural steel on this sheet?
Response to Question No. 2: The " Pre- engineered items" statement refers to the tanks within the chemical canopy, not the structural steel canopy itself.

3. Question No. 3: Please provide sheet M05 of the subject line project. This sheet is referenced in the available project documents but does not exist in the project plans.

Response to Question No. 3: Reference to Drawing M05 have been revised. See revised Drawing M03 issued with this addendum.

4. Question No. 4: Detail 2 on sheet C04 shows an above ground pipe connection but I believe the pipe connection is under ground. Please confirm? Also, can you provide a profile of this detail?.

Response to Question No. 4: Tank No. 3 Inlet Modification ( Detail 4/ C03) is a buried pipe connection. All piping shown on this detail is below ground ( new and existing). A PW 22- 36- Addendum No. 1

Page 2 of 6 ends

profile view is not available at this time. Elevations for the proposed 14" piping and existing 16" piping are shown on the detail. Ground elevation at the point of connection is approximately El. 16. 0as shown on Drawing C01. Refer to 7 vpical Detail CY715 Drawing TC02) for additional information.

5. Question No. 5: Is it possible to get the items identified for the Drainage Sump details 4 A on sheet C04? Just want to make sure we are covering the correct material for piping and valves, which are not currently called out on the plans. Refer to typical detail Response to Question No. 5: See revised Drawing C04 issued with this addendum.

6. Question No. 6: Would it be allowed to leave the temporary pump installed in the well for the full 12 months or if we will be required to install and remove it every time? Potential savings to the bottom line ifit is allowed to be left. Can the contractor leave a frac tank on site for the full 12 months that we can pump into and dechlorinate water prior to discharging to the storm drain on site?
Response to Question No. 6: Bid Item 14: Well Backflush and Testing has been removed from the contract documents. See revisions to the Bid Schedule and Measurement and Payment below.

7. Question No. 7: I was trying to download the PDF file for the City of Lathrop ASR Well Injection Project, but the PDF is password protected. I can download the file with no issues, but because of the password protection, I can' tedit the files so I can highlight specifications or cut out specific sections that I can bid on. Would it be possible for you to send me a copy ofthe project without the password protection or provide the password to me? Without the ability to edit the various sections, it makes the task ofputting together a scope nearly impossible.

Response to Question No. 7: Contractor must obtain the unlocked bid document via e - ARC.

8. Question No. 8: During our review ofthe specifications and plans, we noted that several PDF files are secured, which prevents us from printing and adding comments or markups for coordination purposes. Could you please advise ifthese files can be provided in an unsecured format to allow for printing and annotations? Response to Question No. 8: Contractor must obtain the unlocked bid document via e - ARC.

9. Question No. 9: We are a tank manufacturer sales representative, and we are looking for a more detailed Plan Drawing for the Sodium Hypochlorite tank for this project. For the two most detailed drawings, M03 and M04, neither provides a detail of fittings, inputs/ ouputs for this tank. Are there other drawings available? PW 22- 36- Addendum No. 1

Page 3 of 6 ends

Response to Question No. 9: See revised Drawings M03 and M04 issued with this addendum.

10. Question No. 10: Can you please supply a lighting fixture schedule? Response to Question No. 10: See revised Drawing E04 issued with this addendum.

11. Question No. 11: What will be the required pump setting depth below grade for well testing? Or will it be at the C- 57 contractors' discretion. Given that the well test will be performed monthly over the course of a
year, would the city be amenable to leaving the
pump assembly in the well between tests?
Response to Question No. 11: Bid Item 14: WellBackflush and Testing has been removed from the contract documents. See revisions to the Bid Schedule and Measurement and Payment below.

12. Question No. 12: For the chemical feed pump in specification 43_ 33_0. 01, the specs call out for a complete pump skid with cal column, piping, valves, etc., however the plans only show the pump mounted to the top of a tank. Can you please advise ifthe pump skid is needed?
Response to Question No. 12: See revised Drawings M03 and M04 issued with this addendum. The chemical feed pump specification has been replaced with 43_ 33_ 20. 01.

13. Question No. 13: Please provide a specification for the 6 -inch flowmeter near the wellhead.

Response to Question No. 13: Flowmeter shall be ABB Watermaster, Rosemount 8750W, Krohne IFC, or Proline Promag W Series 300/ 500, or approved equal. Flowmeter shall be certified under NSF 61 and accurate to 0. 25 percent with velocities ranging from 1. 9 to 10feet per second.

14. Question No. 14: Please indicate the level transducer setting.

Response to Question No. 14: Set level transducer at 395feet below top ofcasing.

15. Question No. 15: Per specification section 09 96 01 — High Performance Coatings, page 12, 1. 08 Technical Representatives' Responsibilities, will the Coating Tech Rep' s services be required for this field painting work?
Response to Question No. 15: CTR attendance and training is not required ( refer to Attachment B Coating Detail Sheets under Section 09_ 96_ O1).

PW 22- 36- Addendum No. 1

ADDENDUM NO. 1 — January 15, 2026

1: I was reaching out hoping to attain the sign in sheet from the pre bid meeting held on 1/ 6/ 26 for the ASR Well Injection Equipping project if you had that available..

Response to Question No. I: The pre -bid meeting sign in sheet is attached to this addendum.

2. Question No. 2: Drawing SO1 general note 5 requires contractor design per delegated design procedures for "all pre- engineered items." Does this note apply to any of the structural steel on this sheet?
Response to Question No. 2: The " Pre- engineered items " statement refers to the tanks within the chemical canopy, not the structural steel canopy itself.

3. Question No. 3: Please provide sheet M05 ofthe subject line project.

Elevations for the proposed 14 " piping and existing 16" piping are shown on the detail. Ground elevation at the point ofconnection is approximately El. 16. 0as shown on Drawing C01. Refer to Typical Detail CY715 Drawing TC02) for additional information.

Would it be possible for you to send me a copy of the project without the password protection or provide the password to me?

10: Can you please supply a
lighting fixture schedule?
Response to Question No. 10: See revised Drawing E04 issued with this addendum.

11. Question No. 11: What will be the required pump setting depth below grade for well testing? Or will it be at the C- 57 contractors' discretion. Given that the well test will be performed monthly over the course of a year, would the city be amenable to leaving the pump assembly in the well between tests?
Response to Question No. 11: Bid Item 14: Well Backflush and Testing has been removed from the contract documents.

13: Please provide a specification for the 6 -inch Fowmeter near the wellhead.

Response to Question No. 13: Flowmeter shall be ABB Watermaster, Rosemount 8750W, Krohne IFC, or Proline Promag WSeries 300/ 50, or approved equal. Flowmeter shall be certified under NSF 61 and accurate to 0. 25percent with velocities ranging from L9 to 10feet per second.
