AGREEMENT WITH FREYER & LAURETA, INC., AND
APPROVE BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create CIP WW 26-2' O' Street Pump Station Upgrade, Approve a Professional
Services Agreement with Freyer & Laureta, Inc., and

SUMMARY:
Upgrades to the O Street Pump Station are needed to address an existing deficiency where gravity mains upstream of the pump station are surcharging with wastewater due to its shallow wet well. City staff request that City Council create a new Capital Improvement Project ( CIP) WW 26-2 'O' Street Pump Station Upgrade. The ' O' Street Pump Station Upgrade Project replaces the existing pump station with a new pump station to be installed at a corner of Lathrop Elementary School located across the street from the current pump station.
Staff also request City Council approve an initial budget allocation for the project by transferring $ 435, 000 from the Wastewater Connection Fee Fund 6030 to the new CIP WW 26-2 through the approval of a budget amendment.
Furthermore, staff requests the City Council approve the attached Professional Services Agreement ( PSA) with Freyer & Laureta, Inc., in the amount of $ 362, 000 for tasks under their proposal to provide engineering services needed to support the design and construction of the ' O' Street Pump Station Upgrade, CIP WW 26-2.
BACKGROUND:
This project is recommended by the City' s
Wastewater Master Plan to address an
existing deficiency with surcharging of at least 2, 060 feet of gravity mains upstream of the ' O' Street Pump Station due to the shallow wet well at the pump station. The O' Street Pump Station Upgrade Project replaces the existing pump station with a new pump station installed at a corner of the Lathrop Elementary School located across the street from the current ' O' Street Pump Station. The new ' O' Street Pump Station will connect to existing gravity mains and force mains on ' O' Street.
On November 14, 2025, staff issued a Request for Proposals ( RFP) for professional engineering consulting services to provide design services for the project. Seven proposals were received by the December 12, 2025 deadline. After evaluating and ranking the proposals, staff determined Freyer & Laureta, Inc., is the most qualified consultant for the City' s needs on this project.

4 PROJECT UNDERSTANDING & APPROACH
4. 1 Project Understanding
The O Street Wastewater Pump Station is experiencing upstream surcharge conditions and operational limitations that affect the reliability of the surrounding collection system. The existing wet well configuration provides limited storage and minimal operational flexibility, increasing the risk of backups and requiring frequent maintenance interventions. To improve system performance, the City intends to replace the existing station with a modern facility that enhances reliability, accommodates long- term operational needs, and improves overall maintainability.
The proposed pump station site is located on Lathrop Elementary School property, creating specific requirements for access, construction phasing, safety, and minimizing impacts to school operations. The project will require coordination with school staff, careful traffic and safety planning, and design considerations that address aesthetics, noise, odors, and longterm neighborhood compatibility.
F&Lunderstands that the City' s primary objectives are to:
Replace the existing station with a reliable, code -compliant facility Address surcharge conditions through improved hydraulic and pumping capacity Provide a station that is maintainable, safe, and resilient Ensure uninterrupted wastewater conveyance during construction Deliver a
fully coordinated set of plans, specifications, and estimates suitable for bidding and construction
Our approach focuses on developing a
technically sound, constructible design that integrates civil, mechanical, electrical, structural, and geotechnical requirements while meeting City standards and project constraints.

Bypass Pumping Strategy
Geotechnical Conditions
Mechanical - Electrical - Structural
Coordination
Neighborhood & Environmental
Impacts
Addressing the upstream surcharge requires evaluating peak flow conditions, pump selection, wet well geometry, and force main performance to ensure the new station can operate reliably under a range of system conditions.
The project location on school district property introduces limitations on construction access, staging, noise, traffic, and safety. Work windows, equipment routes, and site fencing must be coordinated with school operations.
Maintaining continuous wastewater service during construction will require a carefully developed bypass plan that considers flow variability, emergency contingencies, and physical space limitations.
Ground stability, excavation depth, shoring needs, and
foundational recommendations must be integrated early to avoid redesign later in the process.
Clear integration of pump selection, structural support, MCC placement, standby power considerations, SCADA upgrades, and conduit routing is essential to a
fully functional design.
Construction noise, odors, light, and traffic must be minimized, and mitigation strategies incorporated into the design.
4. 3 Coordination & Communication Approach
Effective communication is central to F&L' sproject delivery approach. Our coordination strategy includes:
Biweekly progress meetings with City staff to review tasks, decisions, and upcoming needs.
Design workshops at key milestones to confirm pump configuration, wet well geometry, electrical design, structural needs, and site layout.
Early and ongoing coordination with Lathrop Elementary School staff, including access control, construction routing, fencing, staging, pedestrian safety, and schedule alignment with school operations.

4,/ Proposed Methodology & Scope of Work
The surest path to a successful pump station project is a dedicated, experienced staff that has worked together on dozens of rehabilitations and new construction work - especially a team that can deliver a design that is operationally efficient, maintenance - friendly, and integrates seamlessly within a varied sanitary sewer network. We have just such a team that is ready to apply its skill set to address the requirements of the O Street CIP project. Our experienced staff dedicated to this project is excited to take on the design of a new pump station that is integrated with many components of the existing storm sewer. We have developed a proposed approach and scope of work based on our review of the Request for Proposal dated November 14, 2025, and the references noted throughout, including:
2024 Wastewater System Master Plan Amendment
2025 Sewer System Management Plan
1985 O Street Plan and Profile sheet 32
1985 O Street Pump Station sheets 47 and 49
2014 Appendix H Wastewater and Stormwater Pump Station criteria 2007 City Standard Appendices
The O Street pump station is only expected to see a 9%- 13% increase in sanitary flows between 2025 and a 2040 buildout that will see over 50, 000 new residents to the Lathrop area. Despite this small increase to its future operations, the O Street pump station' scurrent operations regularly surcharge the existing upstream gravity main due to the station' sshallow wet well and the required operating levels of the pumps. This proposed capital improvement project is an opportunity to address the existing limitations and improve performance and maintenance operations to a critical segment of the City' ssanitary sewer system.
Sanitary sewer pump stations generally pose a challenging nexus, especially in a residential area:
Odors
Noise
Regular maintenance requirements
Generator operations
Aesthetic considerations
The O Street pump station has the added challenge of being located adjacent to a school, which introduces additional safety concerns, vandalism challenges, and more constrained emergency operations. Fortunately, the City has gathered sufficient information on the current FREYER & LAURETA, INC. 21
FL
and projected needs of the community served by the O Street pump station to address all these issues as part of the proposed capital improvement work. Our proposed methodology and approach to this project is summarized in the project schedule tasks and subtasks that reflect our understanding of the necessary work and possible improvements to the O Street pump station.
The F&Lteam understands that a successful project will result in:
Hydraulic improvements to provide a pumping capacity and wet well operating volume necessary to convey system flows to the downstream point of connection.
An optimal physical layout and ancillary equipment that will make the operation and maintenance of the mechanical and electrical systems more efficient, resilient, and safe.
Integrated SCADA communications that enable remote diagnostics and managed maintenance operations that can free up significant staff time for other responsibilities while still maintaining a high level of control over the pump station status and operations.
Simplified maintenance operations and a safer built environment that is designed to blend into the neighborhood aesthetics rather than attract unwanted attention.
The F&Lteam has the appropriate pump station experience and relevant project expertise to conduct the necessary engineering studies, develop key improvement plans, and collaborate with all the stakeholders to ensure a successful capital improvement project design. Our goal is to work with the City staff to balance long- term operational risks with capital costs while ensuring the O Street pump station can continue in its role as a crucial sanitary facility.
Scope of Work
The F&Lteam has built its scope around the City' sgeneralized scope of work as presented throughout the RFP. The sub -tasks in the Project Schedule follow a logical progression of work, with the items in red noted as being on the Critical Project Path. While each of the sub -tasks contribute to the final solution of the project, many of them can progress concurrently in order to minimize the project timeline' sextents - keeping in mind that the project improvements will have a significant life cycle orders of magnitude longer than the design and construction phases. We want to design the most efficient and cost- effective solution that will be in service for 50+ years.
1: PROJECT MANAGEMENT
F&L will serve as the overall project lead and primary point of contact. Our project management effort includes correspondence, coordination, schedule tracking, budget tracking, scope tracking, and miscellaneous efforts that do not directly fall under other tasks.
Our monthly invoices will include a brief description identifying the work completed during the billing period, the work anticipated during the following billing period, and any potential risks to the schedule and/ or budget, along with potential mitigation measures.
F&L will prepare for and facilitate a project kickoff meeting with key technical team members and City staff. The kickoff meeting will be held in person and will be coordinated, if possible, with a site walk to observe the existing O Street pump station conditions. The goal of the kickoff meeting is to listen to City staff regarding their experiences with the pump station, note their primary concerns and requests, review the overall project scope, confirm project goals, and FREYER & LAURETA, INC. 22

5 ESTIMATED PROJECT SCHEDULE
F&L has prepared an estimated project schedule that reflects the scope of work, anticipated review timelines, and the level of coordination required with the City, Lathrop Elementary School, and our subconsultant team. The schedule is designed to maintain steady progress while allowing sufficient time for multidisciplinary development, review, and QA/C at each milestone.
The project will begin with early data gathering, site verification, and a focused assessment of existing hydraulic and operational conditions. This initial phase establishes the technical foundation for the Basis of Design and confirms key assumptions before design development begins. Coordination with the school, utility owners, and Crawford & Associates will occur early in the process to ensure critical information is available at the appropriate points in design.
Following completion of the evaluation phase, F&L will develop the Basis of Design and conduct a design workshop with City staff to review pump configuration, wet well geometry, electrical and SCADA considerations, and site - specific constraints. Input received during this workshop will guide preparation of the Draft PS& E
package.
The Draft PS& Esubmittal includes complete civil, mechanical, electrical, structural, and geotechnical elements, allowing the City to review the full integrated design. After receiving comments, F&L will incorporate revisions, complete our QA/C review, and prepare the Final PS& E package for bidding.
The critical path activities, shown in red text on the schedule matrix, for this effort include:
Completion of geotechnical investigation and receipt of foundation and shoring guidance
Confirmation of pump station layout and Basis of Design criteria Mechanical and electrical system integration, including standby power requirements Development of structural elements for the wet well and above -grade components Preparation and review of the Draft PS& E
package
Incorporation of review comments and completion of the Final PS& E package
These tasks drive the overall project duration and are managed through structured progress meetings, focused decision points, and consistent coordination across all disciplines.
A detailed project schedule, including milestones, review durations, and anticipated completion dates, is provided on the following page.

Developed idealized geotechnical engineering properties and strength/ bearing characteristics of foundation materials; calculated compressive, tension, and lateral resistance for the pump station; and provided recommendations for the distribution box, grading, and pipeline trench stability and backfill. The team also observed foundation installation and provided actual pile capacity based on the Gates Formula.
Notre Dame Road Water Main, Bufte County, CA
Senior Project Manager. Provided Geotechnical services for the installation of a new water main under a creek, connecting to existing water lines on either bank. The project' s objective was to provide geotechnical design and construction recommendations for a trenchless crossing. Services included site reconnaissance, drilling and sampling of two borings, review of nearby historical borings, laboratory testing, and geotechnical engineering analysis. Key issues identified include the presence of very dense sand, gravel, and cobbles above the pipe zone, and hard clay with gravel, very dense clayey sand with gravel, very dense silty sand, and very dense silty gravel with sand within the pipe and casing zone. The contractor was advised to select appropriate trenchless installation methods to prevent settlement and maintain pipe alignment, and to have contingency plans for potential caving or flowing of soil. Groundwater was encountered, requiring dewatering considerations during construction.
Christopher Trumbull, PE, GE, D. GE
Plunkett Road Waterline Project, Humboldt County, CA
Senior Project Manager. This project included replacing 2, 800 ft of asbestos cement with an HDPE pipeline. The project also included approximately 600 ft of bypass pipeline that could include trenchless installation. The booster pump station also required improvements. Key geotechnical considerations were liquefaction, pipeline design parameters, foundations for the booster station, and pavements.

Jenny Lind Water System Tank A -B Transmission Pipeline, Valley Springs, CA Senior Project Manager in charge of a Geotechnical Report for - 22, 000- If of either Ductile Iron or PVC pipeline constructed using open trench construction. The report includes a review of site geology, a field exploration program with 10 exploratory test borings and seismic refraction study, results of laboratory testing, and seismic design parameters. Key geotechnical considerations associated with design and construction of this project include the excavatability of the dense residual soil and decomposed underlying rock. Estimated the Modulus of Soil Reaction Values and calculated thrust restraint.
Duncan HiII Treated Water Improvements, Placer County, CA Senior Project Manager. Project includes a 12 -inch diameter ductile iron pipeline installed by open trench and trenchless methods and a pipe bridge with spread footings. Key geotechnical considerations include variability of transition depths between residual soil and the underlying rock and the presence of varying degrees of weathering and hardness in the underlying rock along the pipeline alignment. Recommendations include pipe bridge foundations; open -cut and trenchless pipeline sections; tie -down ground anchors; and construction considerations.
San Juan Bautista to Hollister Sanitary Sewer Force Main, San Benito County, CA Senior Project Manager. Provided QA/C services for a geotechnical report to address the planned installation of a 7. 4 - mile, 10 -inch diameter sanitary force main from San Juan Bautista to Hollister, California, which aims to decommission the San Juan Bautista wastewater treatment plant by pumping sewage to the Hollister facility. Provided geotechnical data, conclusions, and recommendations for the open -cut and trenchless pipe installation design aspects of the project. Services included site reconnaissance, drilling 14 exploratory borings, laboratory testing of soil samples, and engineering analysis.
Key geotechnical issues include granular and soft fine- grained soils, potential shallow groundwater, the presence of the San Andreas Fault within the Alquist- Prolo zone, and the design of pipe bridge supports. Mitigation measures are recommended to address fault rupture and soil conditions.
State Route 29 Waterline Replacement, Napa County, CA
Senior Geotechnical Engineer responsible for leading the geotechnical effort for the investigation of the waterline replacement including 2,00 feet of open -cut replacement, 300 feet of trenchless crossing below the railroad tracks, and two box culverts. Subsurface conditions included stiff clay and groundwater around the invert depth. A geotechnical report was prepared with recommendations for thrust blocks, trenchless geotechnical parameters, volume shrink/ swell, and trench bedding and backfill.
Miscellaneous Sewer Rehabs - Project 4 South Geotechnical Investigation, Sacramento County, CA Senior Geotechnical Engineer responsible for performing geotechnical investigations at each of seven rehabilitation project sites where work included line replacement, trenchless crossings, bursting pipe, and manhole replacement. Provided recommendations for excavation support, trench backfill, and trenchless crossings; challenges include drilling in very heavy traffic areas with many underground utilities.
County of Sacramento Airport System - Sacramento International Airport Domestic Water Connection Project, Sacramento County, CA
Senior Geotechnical Engineer responsible for leading the geotechnical investigation for this 3. 5 -mile pipeline and water tanks project. The pipeline was installed primarily by open cut methods with some trenchless crossings at roadways, I-5, and canals. Two 110 -foot diameter ( 1. 4 million gallon) tanks with a booster station were constructed for storage and, due to the soft soil conditions, they were supported on a driven pile foundation system. The project also included a building for the booster station and asphalt paving. Soft clays and high groundwater were the primary concerns.
WBSD Flow EQ & Resource Recovery, West Bay Sanitary District, Menlo Park, CA Senior Project Manager. Prepared a Geotechnical Memorandum for a new outfall consisting of twin 24 -inch pipelines beneath a raised levee and future site development. Work addressed a site underlain by soft Bay Mud with variable fill, assessing settlement, temporary slope instability, groundwater, and corrosion potential. Services included site reconnaissance, exploratory boring, laboratory testing, subsurface characterization, and geotechnical analysis to support design recommendations for levee grading, shoring, dewatering, and trench stabilization.
