PUMP 5 GENERATOR AND APPROVE BUDGET
AMENDMENT
RECOMMENDATION: Adopt Resolution to Ratify City Manager' sApproval of the Purchase of an Automatic Transfer Switch
from Holt of California for the Booster Pump 5
Generator and Approve Budget Amendment
SUMMARY:
The generator at the River Islands Booster Pump 5 ( BP 5) facility provides emergency power for the delivery of potable water and transfer of wastewater. The Automatic Transfer Switch ( ATS) for the BP 5 generator failed.
The ATS automatically switches power from the electrical grid to the generator and prevents back - feeding electricity to the grid. The ATS is essential for the safe, automatic starting and stopping of the generator in the event of a power outage.
The BP 5 generator provides backup power to the pumps that deliver potable water to residents and transferring wastewater to the Consolidated Treatment Facility CTF), replacement of the ATS was necessary on an emergency basis in order to ensure the delivery of the essential services of potable water and waste water.
Accordingly, the City Manager approved the purchase of a replacement ATS on January 12, 2026.
Staff requests that City Council ratify the City Manager' sapproval of the purchase of the ATS from Holt of California in the amount of $ 121, 737 and approve a budget amendment, as detailed in the Fiscal Impact section of this report.
REASON FOR RECOMMENDATION:
The ATS is a critical component required to maintain uninterrupted emergency power to Booster Pump 5, which supports potable water delivery and wastewater transfer for the River Islands area. Without a functioning ATS, the generator must be manually started and isolated from the power grid, resulting in unacceptable delays to the restoration of essential public health and safety services.
The generator and ATS were accepted by the City from River Islands Development on September 12, 2022; therefore, the one- year developer warranty for the ATS has expired.
