ITEM 5.

CITY MANAGER' SREPORT
FEBRUARY 9, 2026 CITY COUNCIL REGULAR MEETING
ITEM: COUNCIL TO CONSIDER ADDING POST OFFICE

PARKING REHABILITATION PROJECT TO FY
2023/024 PAVEMENT MAINTENANCE, CIP PS 24- 05

AND APPROVE BUDGET AMENDMENT
RECOMMENDATION: Consider Adoption of a Resolution to Add Post Office Parking Rehabilitation Project to FY 2023/024
Pavement Maintenance, CIP PS 24- 05 and Approve
Budget Amendment
SUMMARY:

During the October 13, 2025 Council Meeting, Council Member Dresser made a referral in meeting agenda item 6. 2 requesting staff prepare an item for Council to consider the creation of a Capital Improvement Project ( CIP) to repair the parking area pavement and sidewalk fronting the Post Office on Seventh Street ( Project).

Attachment B provides a conceptual plan to accomplish the requested work, along with an engineer' sestimate.

Staff requests that City Council consider adding the Project to FY 2023/024 Pavement Maintenance, CIP PS 24- 05 to complete the proposed repairs. The funds in CIP PS 24- 05 are scoped for pavement rehabilitation, which matches the scope of work for the Project. If approved, staff requests that City Council adopt a Resolution approving a budget amendment as detailed in the Fiscal Impact section of this report and adding the Post Office Parking Rehabilitation project to FY 2023/024 Pavement Maintenance, CIP PS 24- 05.

BACKGROUND:

The subject area of asphalt paving provides two ( 2) parking spaces and has not been resurfaced or overlaid in over 15 years resulting in significant cracking and general deterioration. The sidewalk fronting the proposed pavement repair area also requires replacement to establish a full -height curb face, correct vertical displacements in the walking surface, and provide an ADA- compliant ramp where the sidewalk intersects the driveway.

REASON FOR RECOMMENDATION:

Existing cracks in the paving area proposed for replacement have allowed water to penetrate the street' s
aggregate base layer, compromising the structural integrity and surface quality of the asphalt in an area where drivers must walk to and from their vehicles. Until the damaged asphalt paving is repaired, the deterioration of the street' s base layer and surface will continue to spread into adjacent, currently undamaged pavement areas.
