SUBJECT: PUBLIC RECORDS REQUEST - ENGINEERING JUSTIFICATION AND
LEGAL LIABILITY
The section of Paradise Road, from 1-205 to the Lathrop City Limits, was overlaid with new asphalt concrete in 2024. Before the work occurred, the roadway had reflective pavement markers at the roadway centerline that were removed to accommodate the overlay. After the overlay was completed the reflective pavement markers were not replaced, and to this date they have still not been replaced. This roadway is now part of the major commuter route for the residents of River Islands in Lathrop to the Bay Area in order to avoid the traffic congestion between I-205 and I-5.
Please provide the engineering justification for not replacing the reflective pavement markers. Based on my travels throughout the County, it is apparent that 100+ miles of roadways that the County has resurfaced, chipped or slurry sealed in the past 18 months have not been completed with reflective pavement markers. As the reflective pavement markers are an important safety feature for rural roadways in foggy conditions, I also request a legal determination of the liability the County has by not replacing these critical items. Remember Safety is #1 and the creation of dangerous roadway conditions are another example of poor leadership.
Thank you,
David Mendoza
