CITY MANAGER' S REPORT PAGE 2
APRIL 13, 2026 CITY COUNCIL REGULAR MEETING
APPROVE A CONTRACT WITH CONSOLIDATED ENGINEERING, INC. FOR

CONSTRUCTION OF HOWLAND ROAD PAVEMENT REHABILITATION, CIP PS 26-3
BACKGROUND:

The northernmost half -mile segment of Howland Road is still open to the public. The pavement in this segment has significantly deteriorated in the past few winters.

Rehabilitation is recommended once the underlying native soil has sufficiently dried to allow for proper construction activities.

REASON FOR RECOMMENDATION:

The Project will provide a cost effective repair to the deteriorated segment of Howland Road that will perform adequately until this roadway is permanently closed to the public.

FISCAL IMPACT:

The proposed construction contract with Consolidated is for $ 168, 98, with a requested construction contingency of $ 33, 798. The total construction budget for the Project is $ 202, 786. Sufficient funds were allocated in the adopted Fiscal Year ( FY) 2025-6 budget to CIP PS 26-3 to fund the construction contract and requested contingency; therefore, no budget amendment is needed.
