RECOMMENDATION: Adopt a Resolution to Create Seventh Street Parking Rehabilitation, CIP PS 26-31, Approve Master
Agreement and Task Order No. 1 with GDR

SUMMARY:
At their regular meeting on February 9, 2026, City Council approved the addition of asphalt parking and sidewalk reconstruction at the Post Office (Project) to FY 2023- 2024 Pavement Maintenance, Capital Improvement Project (CIP) PS 24-05. City Council also approved an expanded scope of asphalt and sidewalk work and a construction budget amendment of $200,000 for the Project.
Staff subsequently solicited design proposals from qualified firms for the Project's improvements. Four proposals were received, and staff selected GDR Engineering, Inc. (GDR) to provide design and construction support services for a cost of $48,250.
This design cost contemplates an engineer's estimate of $500,000 for construction, resulting in an estimated total Project cost of $550,000.
Staff request that Council review and consider the expanded scope of work and updated cost estimate outlined in Attachment B. If Council elects to move forward with the updated scope of work, staff request that City Council:
• Approve the creation of Seventh Street Parking Rehabilitation, CIP PS 26-31; • Approve a Master Agreement and Task Order No. 1 for design and construction support services with GDR for $48,250;
• Approve a budget amendment transferring $350,000 from the Streets Reserve (1010) and $200,000 from CIP PS 24-05 to CIP PS 26-31 to fully fund the Project as detailed in the Fiscal Impact section.
Upon completion of the design, staff will solicit bids for the Project's construction.
Based upon the schedule submitted by GDR, staff anticipates bringing a construction contract to City Council for approval at the September 14, 2026 City Council regular meeting.

COUNCIL TO REVIEW AND CONSIDER CREATION OF SEVENTH STREET PARKING REHABILITATION, CIP PS 26-31, APPROVE MASTER AGREEMENT AND TASK ORDER NO. 1 WITH GDR ENGINEERING, INC. FOR DESIGN
SERVICES AND APPROVE A BUDGET AMENDMENT
BACKGROUND:
At the February 9, 2026 City Council Regular meeting, Council directed staff to incorporate additional improvements into the Project scope. The expanded scope consists of asphalt parking and Sidewalk reconstruction on K Street extending from the Sixth Street / Seventh Street alley to the Seventh Street intersection. City Council also requested a crosswalk spanning K Street at this intersection. The proposed crosswalk will require the construction of a concrete bulb-out island with curb ramp at the southwest corner of the intersection, similar to the existing one on the north side of the intersection, upon which pedestrians can stage safely while waiting to cross K All requested improvements are shown in Attachment B, Seventh Street Parking Rehabilitation, CIP PS 26-31 Project Scope.
REASON FOR RECOMMENDATION:
The proposed scope of work presented in Attachment B fulfills all design elements requested by Council for the Project. If approved, this work will correct surface drainage deficiencies and restore ADA-compliant sidewalk and parking surfacing to the subject areas to prevent further deterioration of the underlying structural sections.
FISCAL IMPACT:
The design proposal submitted by GDR Engineering, Inc. totals $48,250. As City Council has already approved a budget amendment for the Project of $200,000, staff requests the following budget amendment to fund the Project's construction:

Project Scope of Services
The City of Lathrop plans to repair and / or replace existing on-street parking and shoulder areas adjacent to the United States Postal Service Building at the intersection of 7th and K Street. These locations are in poor condition with insufficient drainage occurring due to lack of a proper curb gutter or valley gutter to convey runoff to the existing catch basin in the location. The existing power pole and signs are also exposed to traffic at the intersection corner next to the sidewalk. The city intends to fix this issue and provide proper ADA access between sidewalks on each side of K Street through the use of a traffic island bulb in the southwest corner of the intersection. Finally, the city requires the adjustment and cleaning if necessary for the existing storm drain catch basin and system at the southwest corner of the intersection.
Task 1- Award of Contract, Kick-Off Meeting, and Site Evaluation Attend a kick-off meeting with the City
This meeting will identify the precise scope of work, identify project goals, and specific issues that need to be addressed to meet the City's expectations and goals. The intent is that all team members agree on and understand the issues before the initial design is started. A preliminary schedule for the entire project, design through construction, will be developed at this time.
Topographic Survey and Map
GDR Engineering will obtain survey topographic (horizontal and vertical) information necessary to prepare topographic maps for design and construction. The topographic survey work will include information on the locations of existing improvements such as roadway asphalt pavement, parking areas, sidewalk, existing poles and signs, and existing drainage systems. Special attention will be made to identify private and public facilities affected by the proposed improvements.
Data Collection
GDR Engineering will coordinate with existing utility companies in the area to acquire information about existing dry and wet utilities. GDR will use this information to provide additional information in the topographic survey.
Task 2- PRELIMINARY DESIGN (50% PS&E)
Preliminary Design Documents
GDR Engineering will prepare an analysis of the project site and present alternative design options to the City of Lathrop based on the Topographic Survey. GDR will meet with the City to discuss the alternatives and select the alternative for use in design.
GDR will prepare preliminary drawings, outline specifications, special conditions, design data, and opinion of probable construction cost. Four copies of the plans will be submitted to the City for their review and comment. The preliminary design will show grading and drainage plans, plan and profile sheets, construction details, and erosion control plan sheet as included in the scope of services. When the preliminary design is completed, GDR will send improvement plans for analysis and comments on requested changes to design. A meeting can be organized for discussion of changes to design if requested by the City of Lathrop.
Task 3- DESIGN PHASE (90% PS&E)
90% Plans, specifications, and Estimate (PS&E)
GDR Engineering will continue preparation of the PS&E based on comments received from the stakeholders and agreed to by the City. Preliminary Temporary Traffic Control measures, and any other construction issues will be analyzed and determined at this time. An updated Engineer's Estimate and construction schedule will be provided during this task as well.
The Plans will be prepared on AutoCAD Civil 3D, the Specifications will be prepared using MS Word, and Estimate will be prepared using Excel. Any special fonts used in AutoCAD will be included with the files. The content of the plans will be generally as follows:
