Right-of-Way Acquisition for the
Harlan Road
Realignment at Roth Road
Project (PS 14-04)
The Harlan Road Realignment at Roth Road Project will shift the intersection of Harlan Road and Roth Road 600 feet to the east
Project Benefits:
◦ Accommodate the future Roth Road & I-5 interchange
◦ Provide a traffic signal at the intersection
◦ Provide storm drain infrastructure for the corridor
◦ Immediate improvement to traffic flow on Roth Road
Right-of-Way (ROW) is required to construct the full
build-out alignment per the approved precise plan

ROW Acquisition Timeline
▪ Council approved a Professional Services Agreement with Dokken Engineering for design and right of way services to the Project
Oct 2019
▪ Council authorized staff to begin negotiations with property owners for the ROW and authorized City Manager to sign the Approval to Acquire and Approval of Relocations
▪ Council approve budget amendment transferring $8,414,563 from the RTIF Lathrop Local East and West Funds to the Project for ROW funding
Aug 2024
▪ Dokken completed appraisal reports for all properties requiring ROW acquisitions
▪ Dokken initiated negotiations with:
