ITEM: APPROVE OUT OF STATE TRAVEL FOR TWO MEMBERS
OF COUNCIL TO ATTEND THE 2026 NATIONAL
LEAGUE OF CITIES NATIONAL BLACK CAUCUS OF
LOCAL ELECTED OFFICIALS CONFERENCE
RECOMMENDATION: Adopt Resolution Authorizing Out of State Travel Two Members of Council to Attend for the 2026
National League of Cities National Black Caucus of
Local Elected Officials Conference, in Birmingham,
Alabama, July 15 - July 18, 2026
SUMMARY:
The National Black Caucus of Local Elected Officials ( NBC -LEO) is a constituency group of the National League of Cities ( NLC) that provides educational forums and advocacy opportunities for local elected officials. NBC - LEO represents the diverse interests of its members and contributes to NLC' s leadership development, policy formulation, and program initiatives. Mayor Akinjo and Council Member Diallo are active members of NBC - LEO.
The NLC will host the 2026 NBC -LEO Conference in Birmingham, Alabama, from July 15-8, 2026. The conference brings together African American municipal leaders to network, share best practices, and engage in discussions on key policy issues. This year' s conference will focus on housing, public safety, and direct funding opportunities for municipalities.
This item seeks City Council approval for out of state travel to attend the 2026 NBC - LEO Conference, including travel on the day before and after the conference. The estimated cost per Council Member is approximately $ 6, 000, covering registration, lodging, airfare, transportation, mileage, meals, parking, and incidental expenses. If either of the two members of Council are unable to attend, travel arrangements will not be made on their behalf, and any unused funds will remain in the City Council Training and Travel budget.
FISCAL IMPACT:
The estimated cost per Council Member is approximately $ 6, 000, inclusive of conference registration, lodging, airfare, transportation, mileage, meals, parking, and incidental expenses. The adopted Fiscal Year 2026-7 budget includes sufficient funding to cover travel for up to two Council Members.

RESOLUTION NO. 26-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LATHROP
AUTHORIZING OUT OF STATE TRAVEL FOR TWO MEMBERS OF COUNCIL TO ATTEND THE 2026 NATIONAL LEAGUE OF CITIES NATIONAL BLACK CAUCUS
OF LOCAL ELECTED OFFICIALS CONFERENCE IN BIRMINGHAM, ALABAMA JULY 15, 2026, THROUGH JULY 18, 2026
WHEREAS, the National League of Cities ( NLC) is an organization comprised of city, town and village leaders focused on improving the quality of life for their current and future constituents; and
WHEREAS, the National Black Caucus of Local Elected Officials ( NBC -LEO) is one of six NLC Constituency Groups; and
WHEREAS, Constituency Groups are caucuses within the National League of Cities, these constituency groups are networks that give local elected officials educational forums and opportunities to advocate for the needs of their communities; and
WHEREAS, the Lathrop City Council has members that actively participate in other NLC Constituency Groups, such as such as the Hispanic Elected Local Officials HELO) and Women in Municipal Government ( WIMG); and
WHEREAS, this year, the NLC will be hosting their 2026 NBC - LEO Summer Conference July 15, 2025, through July 18, 2026, in Birmingham, Alabama; and WHEREAS, City Council approval is required for out of state travel, therefore, the cost per Council Member is approximately $ 6, 000, which includes conference registration, hotel, airfare, transportation, meals ( not provided by the conference), and other minor incidentals; and
WHEREAS, sufficient funds were budgeted in the approved City Council training and travel budget for FY 2026-7 in anticipation of the proposed travel.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lathrop hereby approve out of state travel for Council to attend the 2026 NBC -LEO Summer Conference July 15, 2026 through July 18, 2026, in Birmingham, Alabama.
