CELEBRATION TEMPORARY STREET CLOSURES
RECOMMENDATION: Adopt Resolution to Approve Temporary Street Closures on Crespi Street, Locomotive Street,
Dos Reis Road and Spartan Way for the July 1st
Lathrop Birthday Celebration on July 1, 2026
SUMMARY:
On Wednesday, July 1, 2026, the City of Lathrop will host the annual July 1St Birthday Celebration in honor of the incorporation of the City of Lathrop. The event will begin at 6: 00 p. m. at the Lathrop Generations Center, including Leland and Jane Stanford Park. The Parks and Recreation Department will coordinate temporary street closures with Public Works, Community Development, Lathrop Police Department, and the Lathrop - Manteca Fire District, to ensure the safety of this event. Since the event incorporates the entirety of this location and the nearby firework launch site which includes the surface streets of Crespi Street, Locomotive Street, Dos Reis Road, and Spartan Way, staff is requesting Council approval of temporary street closures to ensure the safety of the attendees.
BACKGROUND:
On July 1, 2026, the Parks and Recreation Department Staff will host the annual July 1st Birthday Celebration. The event will have vendors, a live band, games, activities, entertainment, food trucks, and culminate with an aerial fireworks display. More than 10, 000 people are anticipated to attend the event this year.
The Parks and Recreation Department will coordinate the temporary street closures with Public Works, Community Development, Lathrop Police Department, and the Lathrop - Manteca Fire District.
By 12: 00 p. m. on the day of the event, barricades will be set into place on Crespi Street and Locomotive Street. The area will be closed to all non -emergency vehicular traffic. At the conclusion of the event, barricades will be collected and Crespi Street and Locomotive Street will open to through traffic.
By 5: 00 p. m. on the day of the event, barricades will be set into place on the corner of Dos Reis Road and Manthey Road. The barricade closure will not allow for through traffic into the area, but will allow for residents, Dos Reis Regional Campground campers, and emergency vehicular traffic. At the conclusion of the aerial fireworks display, barricades will be collected and Dos Reis Road will open to through traffic.

By 9: 00 p. m. on the night of the event or when the Lathrop High School parking lots reach capacity, whichever comes first, Spartan Way between Golden Valley Parkway and Stanford Crossing will be closed to all non -emergency vehicular traffic. At the conclusion of the aerial fireworks display, Spartan Way will open to limited traffic flow at the direction of the Lathrop Police Department.
The Lathrop Police Department and the Lathrop - Manteca Fire District will have emergency vehicles placed strategically throughout the event allowing for quick response to calls if necessary.
To ensure the safety of the event attendees, staff is requesting Council authorize temporary closures of the following streets:
Crespi Street
Spartan Way
From Spartan Way to Locomotive Street
From Jewel Street to Bacarra Street
These temporary closures will take place on Wednesday, July 1, 2026, from approximately 12: 00 p. m. to 11: 00 p. m., for the purpose of presenting the annual July 1st Birthday Celebration.
Staff is also requesting Council authorize temporary closures of the following street:
Dos Reis Road
This temporary closure will take place on Wednesday, July 1, 2026, from approximately 5: 00 p. m. to the conclusion of the aerial fireworks display, for the purpose of presenting the annual July 1st Birthday Celebration.
REASON FOR RECOMMENDATION:
The adoption of this resolution will approve the temporary street closures to allow staff to facilitate the 2026 July 1st Birthday Celebration.
FISCAL IMPACT:
None.

Dos Reis Road
Spartan Way From Golden Valley Parkway to Stanford Crossing on Wednesday, July 1, 2026, for the purpose of presenting the annual July 1st Birthday Celebration.
