CITY MANAGER' S REPORT
MAY 11, 2026 CITY COUNCIL REGULAR MEETING
ITEM: APPROVE EMERGENCY PURCHASE WITH SHAPE INC.,
FOR EQUIPMENT AND BUDGET AMENDMENT FOR THE
MOSSDALE WASTEWATER PUMP STATION ACCESS
MODIFICATIONS AND UPGRADES PROJECT, CIP WW
26- 09
RECOMMENDATION: Adopt Resolution to Approve an Emergency Purchase with Shape Incorporated for Equipment and Budget
Amendment for the Mossdale Wastewater Pump
Station Access Modifications and Upgrades Project,
CIP WW 26- 09
SUMMARY:
The Mossdale Wastewater Pump Station Access Modifications and Upgrades Project, Capital Improvement Project ( CIP) WW 26- 09, is necessary to address significant access limitations and equipment deficiencies at the Mossdale Wastewater Pump Station ( Project). On October 13, 2025, the City Council approved an agreement with Alisto Engineering Group, Inc. (Alisto) to provide engineering consulting services for this Project. The Project design is nearing completion, with bidding and award of the construction contract anticipated in summer 2026.
Due to extended lead times for pumps and related electrical and mechanical components, staff recommends pre -purchasing these items to maintain the Project schedule. Because only two of the four existing pumps remain operational —and all pumps and related systems are in poor condition — staff further recommends procurement under LMC Section 2. 36. 080 (Emergency Procedures), allowing bypass of standard purchasing requirements.
Staff recommends that the City Council authorize the prepurchase of long -lead equipment in the amount of $ 228, 370. Additional components are needed but the cost is within the City Manager' ssigning authority. Funding for these purchases is not available in the Fiscal Year 2025-026 budget; therefore, a budget amendment is requested to reallocate appropriations in the amount of $500, 00 from Fiscal Year 2026-027 to Fiscal Year 2025-026.
Additionally, staff request authorization for the City Manager to execute an emergency Purchase Order with Shape Incorporated for the purchase of four replacement pumps from Shape due to potential risk to public health and safety should a pump station failure occur. The cost for this item is $ 228, 370.

MAY 11, 2026 CITY COUNCIL REGULAR MEETING
APPROVE EMERGENCY PURCHASE WITH SHAPE INC., FOR EQUIPMENT AND
BUDGET AMENDMENT FOR THE MOSSDALE WASTEWATER PUMP STATION ACCESS MODIFICATIONS AND UPGRADES PROJECT, CIP WW 26- 09 BACKGROUND:
The Mossdale Wastewater Pump Station is located in a residential neighborhood near River Islands Parkway and McKee Boulevard. The facility' s electrical equipment, cabinets, pumps, hardware, and software are approximately 20 years old and are no longer supported by their manufacturers. Access limitations and equipment age have resulted in operational and maintenance challenges, making upgrades essential.
On October 13, 2025, the City Council approved an agreement with Alisto Engineering Group, Inc. to provide engineering design services for this project. Design is nearing completion, with construction bidding and award planned for summer 2026.
RECOMMENDATION:
Due to extended lead times associated with procuring pumps and other essential components, staff recommends pre -purchasing equipment at this time to prevent delays to construction. The cost is conservatively estimated to be $ 500, 00 and additional long lead equipment may be identified during the final stages of the design phase. Because only two of the four existing pumps remain operational and the associated equipment is in poor condition, staff further recommends utilizing LMC Section 2. 36. 080 (Emergency Procedures) to authorize the City Manager to execute an Emergency Purchase Order with Shape Incorporated for the purchase of replacement pumping equipment in the amount of $ 228, 370.
FISCAL IMPACT:
The estimated cost of $ 500, 00 for the pre -purchased equipment will be funded through the Mossdale Wastewater Pump Station Access Modifications and Upgrades Project, CIP WW 26- 09. Funding for equipment costs was previously budgeted and is available in Fiscal Year 2026-027 under the Mossdale Wastewater Pump Station Access Modifications and Upgrades Project ( CIP WW 26- 09).
Staff is requesting a budget amendment to reallocate these appropriations from Fiscal Year 2026-027 to Fiscal Year 2025-026 as follows:
