CITY MANAGER' S REPORT
MAY 11, 2026 CITY COUNCIL REGULAR MEETING
ITEM: PUBLIC HEARING ( PUBLISHED NOTICE) TO

CONSIDER CERTIFICATION AND APPROVAL OF THE
CITY OF LATHROP 2025 URBAN WATER

MANAGEMENT PLAN AND WATER SHORTAGE

CONTINGENCY PLAN
RECOMMENDATION: City Council to Consider the Following:

1. Hold a Public Hearing; and

2. Adopt a Resolution for Certification and Approval
of the City of Lathrop 2025 Urban Water
Management Plan and Water Shortage
Contingency Plan
SUMMARY:

The Urban Water Management Plan ( UWMP) is a comprehensive water planning document which evaluates water supply resilience and reliability, water use efficiency, and demand management measures. The Water Shortage Contingency Plan ( WSCP) is a flexible framework to prepare response measures to mitigate future water supply shortages. Both documents are required to be reviewed and updated every five years. Compliance with the UWMP Act is necessary to be eligible for State grants and loans for water projects.

Staff requests that Council hold a public hearing and after accepting all public input, adopt the attached resolution certifying and adopting the 2025 UWMP and WSCP, and authorizing staff to file a copy of the report with the Department of Water Resources ( DWR).

BACKGROUND:

The UWMP requires urban water suppliers serving over 3, 000 connections or over 3, 000 acre - ft per year, to describe and evaluate sources of water supply, efficient uses of water, demand management measures, implementation strategy and schedule, and other relevant information and programs. The UWMP is required to be updated and submitted to the DWR every five years. The WSCP is a flexible framework for the City to prepare response measures to mitigate future water supply shortages. While the WSCP functions as a standalone planning document, it is incorporated into the UWMP as an appendix since it is required to revise and adopt at the same time as the UWMP. The last update to the UWMP and WSCP was June 2021. An UWMP is required in order for a water supplier to be eligible for DWR administered State grants, loans, and drought assistance.
