1 PUBLIC HEARING (PUBLISHED NOTICE) TO CONSIDER CERTIFICATION AND APPROVAL OF THE CITY OF LATHROP 2025 URBAN WATER

MANAGEMENT PLAN AND WATER SHORTAGE CONTINGENCY PLAN

CITY COUNCIL REGULAR MEETING
MAY 11 2026 | ITEM 5.4
1 URBAN WATER MANAGEMENT PLAN

BACKGROUND
2  Assesses water supplies and
their reliability over 20-year
planning horizon.
 Establishes methods to promote
water conservation (demand
management measures)
 Describes measures taken to
avoid supply shortages.

WATER RELIABILITY AND RESILIENCY
3  Lathrop’s water supply is highly reliable
o SSJID – 74%-93% reliability during dry years
o Groundwater – 100% reliability during dry years.
o Recycled Water – 100% reliability during dry years.
 Adequate supply is available to meet projected demands, during multiple dry years through 2050.
 Several projects in design or construction to bolster supply reliability o Groundwater Treatment Project (PFAS) – addressing future water quality regulations o Aquifer Storage and Recovery (ASR) – increase supply availability during dry years o Recycled Water Distribution – offset potable water for irrigation / construction.

SUPPLY AND DEMAND COMPARISON
4  On average since 2010, population has
increased 7.6% annually, while per
capita demand has decreased 1.8%.
 Supplies are projected to be sufficient
to meet demands through 2050 with
SCWSP Phase II implementation
anticipated by 2040.
 Recycled water use for landscape
irrigation continues to expand,
accounting for 15% of total water used
in 2025.

WATER SHORTAGE CONTINGENCY PLANNING
5  The Water Shortage Contingency Plan describes
six shortage levels, the respective shortage
triggers, and the appropriate measures to
reduce water use (between 10-50% reduction).
 Staff must forecast supply and demand annually
to identify potential shortages during the next
fiscal year.
 If a shortage is identified, Council would make a
declaration to recognize the need to reduce
water use and enact the appropriate stage and
response measures.

RECOMMENDATION
6 Staff recommend that the City Council consider all
submitted information and public testimony and, if
deemed appropriate, adopt a Resolution for Certification and Approval of the City of Lathrop 2025 Urban Water
Management Plan and Water Shortage Contingency
Plan.
