PROPOSAL FOR

DEVELOPING THE

CITY OF LATH ROP' S

COMPREHENSIVE SAFETY

ACTION PLAN
Veronica Albarran, Assistant Engineer May 28, 2026
City of Lathrop
390 Towne Centre Drive
Lathrop, CA 95330
Subject: Proposal for Professional Engineering Consulting Services for Developing the City of Lathrop' sComprehensive Safety Action Plan
Dear Ms. Albarran:

TJKM Transportation Consultants ( TJKM) is honored to submit this proposal to assist the City of Lathrop in developing its Comprehensive Safety Action Plan ( CSAP), integrating Vision Zero principles and a Safe Routes to School component under the Safe Streets and Roads for All ( SS4A) program.

Lathrop is experiencing rapid transformation. Continued residential growth, increasing multimodal travel demand, expanding school access needs, and rising exposure of vulnerable roadway users require a transportation safety
strategy that is proactive, equitable, and focused on implementation. TJKM understands that the city is not simply seeking a planning document - the city is seeking a practical roadmap that will reduce fatal and serious injury crashes, build public trust, strengthen future grant competitiveness, and move safety projects efficiently from planning to implementation.

This is where TJKM delivers exceptional value.

For more than 50 years, TJKM has partnered with public agencies throughout California to solve complex transportation safety challenges through data - driven analysis, community -centered planning, and implementation - ready project development. Our team has successfully completed over 70 roadway safety planning projects, including Comprehensive Safety Action Plans, Vision Zero Action Plans, and Local Road Safety Plans, and has helped agencies secure approximately $ 150 million in transportation safety funding through SS4A, HSIP, ATP, CMAQ, and related federal and state programs. Our experience includes implementation -focused safety planning efforts for the cities of Concord, Livermore, Pomona, Monrovia, Pico Rivera, Dinuba, Fresno County, and other rapidly growing communities facing challenges similar to Lathrop' s - including increasing multimodal demand, vulnerable roadway user safety concerns, evolving development patterns, and the need to position projects competitively for future funding opportunities.

What further differentiates TJKM is our long- standing relationship with the City of Lathrop. Since 2000, TJKM has proudly assisted the city with a wide range of transportation and traffic engineering assignments and currently continues to support the city through on -call professional engineering services. This longstanding partnership has given our team a strong understanding of Lathrop' stransportation network, development patterns, operational challenges, community expectations, and implementation priorities. We understand the City' svision, its growth trajectory, and the importance of delivering practical recommendations that can realistically move forward.

TJKM' s
philosophy is simple: safety plans only create value when they lead to implementation.

Accordingly, our approach is intentionally structured to help the city transition seamlessly from planning into future project delivery. The CSAP we develop for Lathrop will include:

A comprehensive, SS4A- compliant and implementation -ready Safety Action Plan; Ten years of collision analysis, systemic safety screening, and High Injury Network identification; Equity -focused prioritization strategies addressing underserved and vulnerable communities; CALIFORNIA ( FLORIDA l TEXAS

TJKM multidisciplinary team has the full range of expertise required to develop a
truly CSAP - one that examines not just roadway geometry and crash data, but the broader ecosystem of factors that drive collision risk: user behavior, land use patterns, transit connectivity, freight movement, environmental conditions, and community context. This system - level perspective ensures that the recommendations we deliver address root causes, not just symptoms.

The Plan we develop provide actionable, prioritized guidance for all travel modes and user types with particular attention to the vulnerable road users and disadvantaged communities that bear a disproportionate share of serious injury and fatal crashes. Every recommendation will be grounded in proven countermeasures, contextualized for Lathrop' sspecific roadway network and growth trajectory, and structured to be realistically achievable.

Vision Zero Plan
You need an Imple. mentable Safety
Action Plan to improve safety for
citizens traveling by any mode we will
be your partner in realizing your vision
Critically, TJKM understands that a Safety Action Plan only creates value if it leads to implementation. Our approach is built around moving projects from paper to pavement - identifying safety improvements that are not only technically sound, but financially feasible and grant -competitive. Our team brings deep familiarity with the SS4A program, Caltrans Local Road Safety Manual requirements, and the broader federal and state funding landscape.

We will ensure that Lathrop' sCSAP satisfies SS4A planning requirements on day one while simultaneously positioning the City to compete aggressively for future implementation funding. Please visit https:// www. tjkmsafetyactionplans. com/ to learn more about how we can help your agency. rTJKM
TJKM has developed Vision Zero Action Plans for dozens of agencies nationwide, and that g accumulated expertise translates directly into a stronger, more effective Plan. Rather than applying ' a generic template, we build each Vision Zero Action Plans around the specific character, . demographics, and safety challenges of the community - creating a roadway network that is safe 8'—'
for all users while supporting the broader place -making goals.

Central to our process is establishing and facilitating Vision Zero Task Force ( VZTF). We coordinate across departments, partner agencies, schools, and community members through targeted in - person and online engagement. The VZTF provides the governance backbone that gives the Plan credibility, reflects local priorities, and sustains accountability after adoption.

Our technical analysis combines a ten- year collision study, HIN identification, demographic data, field observations, and equity analysis to ensure safety investments reach the communities that need them most. Countermeasures are evaluated for efficacy, cost, and feasibility so every recommended realistically advance.

To sustain momentum beyond plan adoption, TJKM integrates ArcGIS platform into a custom Collision Dashboard — enabling staff to continuously monitor crash trends, track countermeasure performance, conduct before -and -after studies, and demonstrate measurable progress to the City Council and federal grant administrators.

A Local Road Safety Plan offers public agencies a structured framework to identify, analyze, and prioritize safety improvements on local roads. TJKM has successfully completed more than 50 Local Road Safety Plans for agencies of all sizes, each tailored to meet the specific needs, challenges, and dynamics of the local community.

We develop Local Road Safety Plan that reflects community' spriorities and safety goals, ensuring that the projects identified within the plan meet the eligibility requirements for funding through the SS4A and HSIP, increasing competitiveness for implementation grants.

TJKM' s
approach to safety analysis for Safety Plans is based on the following:

At TJKM, we strongly believe that Quantitative data provides a solid assessment of the current needs, historical trends and project -relevant physical features, while equally important Qualitative data provides an insight into a community' sown observations, lived experiences, needs and expectations. Blending the two is therefore extremely critical for a successful outcome of any project that the community will embrace and enjoy for along time.

Typically, our community engagement approaches include creative public workshops, on- lie surveys, project websites, walk audits, and pop- up events in familiar places such as schools, community centers, neighborhood meetings, and the local Farmers' Market and special festivals. We also utilize Facebook, X, and other social media for outreaching those who may not be able to participate in more traditional formats. For almost all projects, we discuss these approaches and timeline at the project Kick -Off Meeting and finalize an engagement plan in consultation with our clients. In addition to involving residents and businesses, we reach out to key stakeholders such as neighboring cities, transportation agencies, school districts, senior centers, hospitals, special interest entities, youth and underrepresented groups, etc. We value diversity of views, embrace equity and strive to develop safe and accessible transportation for all.

TJKM specializes in creating Dashboards for our clients that will assist agencies to work toward achieving the Vision Zero goal. The Dashboard is a Geographic Information Systems ( GIS)- based mapping tool designed to connect several attribute charts. The Dashboard, based on collision data for the past 10 years, is comprised of an interactive mapping tool that will encompass collision analysis, visualize data, analyze collision trends, and develop and monitor a HIN. The culmination of these features allows any agency to implement resources to prioritize safety projects with the highest benefit. In addition, it is functionally embedded for the network to monitor the performance of safety measures and help formulate safety policies/ procedures. One example is the Collision Analysis Dashboard ( shown below) that TJKM prepared for the City of Concord.

In addition, it is functionally embedded in the network to monitor the performance of implementation of safety measures and help formulate safety policies and procedures. TJKM developed Collision Analysis Dashboard that are used by our clients including the City of Concord, Waco MPO, Rio Grande Valley MPO, and Village of Wellington. r

School - age children present a uniquely vulnerable population —with limited traffic experience and developing risk perception —and TJKM brings unmatched depth to school area safety planning. Our team includes professionals who have served as City Traffic Engineers and have improved safety conditions at more than 300 schools over the past three decades.

Our SR2S process goes beyond infrastructure analysis. We engage school administrators, parents, students, crossing guards, and enforcement personnel to develop a complete picture of how children actually travel to and from school. From that foundation, we identify preferred walking and bicycling routes based on real street conditions and develop targeted improvements - crosswalk enhancements, bulb - outs, updated signage, speed limit reductions, and more - alongside Preferred Routes to School maps and School Improvement Maps consistent with SS4A deliverable requirements.

Equally important, we address the behavioral dimension of school safety through education and enforcement programs. Our firsthand experience with Street Smart Safety Education and similar initiatives has benefited hundreds of schools across California, Florida, and Texas. Our ultimate goal extends beyond reducing crashes: we aim to build the confidence and habits that keep students walking and bicycling safely well into adulthood.

Social equity issues are highly context specific. TJKM is well versed in considering equity in all our efforts. What we have found is that different communities have different definitions and concerns regarding equity. Equity is essential to the success of any project. We endeavor to reach the populations ( people with disabilities, low- income populations, Native American peoples, people of color, female, LGBTQ families speaking a
language other than English, people S1 E TO
experiencing houselessness, and other demographic groups) that are considered LL ULATI vulnerable. We make sure to include these groups in the project process.

TJKM explores the topic of equity and seeks to identify how a particular definition may best represent the needs of the community, while at the same time, aligning with definitions and expectations of grant funding sources.

TJKM has repeatedly assisted agencies in the preparation of the needed documentation for various grant funding sources such as HSIP, ATP, SS4A, and many more. TJKM will ensure your safety documents include all the recommended safety measures and meet all applicable federal, state, and local requirements in anticipation of future grant funding opportunities. With our deep understanding of funding, we will help your agency navigate the process to secure funding for crucial safety projects.

The City of Pleasanton Transportation Safety Action Plan was developed as a comprehensive, data -driven SS4Aaligned safety planning effort focused on reducing fatalities and serious injuries through implementation of the Safe System Approach. TJKM led the technical analysis and plan development process, which included detailed evaluation of five years of collision data, identification of systemic safety trends, and development of citywide and mode -specific HINs for pedestrians, bicyclists, and overall roadway safety. The analysis included collision severity assessments, crash type evaluations, contributing factor analysis, multimodal exposure considerations, intersection and corridor risk screening, and development of targeted collision profiles to identify the City' s most critical safety
challenges.

The project involved development of both Overall and Focused HINs using a weighted prioritization framework incorporating collision severity, speed -related crashes, multimodal collision patterns, school proximity, crash rates per mile, and exposure - based metrics such as collisions per 1, 000 AADT. TJKM also conducted corridor - level safety assessments for key arterial and multimodal corridors, identifying infrastructure deficiencies, operational concerns, and multimodal conflict areas. Based on this analysis, the team developed a prioritized portfolio of implementable safety projects that included signal modifications, protected bicycle facilities, intersection safety improvements, speed management treatments, pedestrian enhancements, access management strategies, and systemic safety countermeasures. Each project incorporated conservative cumulative Crash Reduction Factor ( CRF) evaluations to support realistic benefit projections and future funding competitiveness.

In addition to infrastructure recommendations, the Pleasanton Transportation Safety Action Plan included development of policy and process recommendations addressing Complete Streets implementation, speed management, multimodal planning, school - area safety, access management, transportation demand management, and context -sensitive roadway design. TJKM also prepared implementation and funding strategies aligned with federal and state programs including SS4A, HSIP, ATP, and OBAG, along with performance monitoring frameworks and GIS- based safety dashboard concepts to support long- term tracking and transparency. The effort included coordination with City staff, stakeholder engagement, public outreach activities, and preparation of grant -ready documentation intended to position the City for future safety implementation funding opportunities.

Reference: Placido Madera, AICP, City of Eagle Pass, ( 830) 773- 1111, placido. madera@eaglepasstx. gov TJKM assisted the City of Eagle Pass in the development of its SS4A Safety Action Plan, helping the community better understand and address roadway safety challenges in a rapidly growing international border city. Eagle Pass' s transportation system supports neighborhood travel, downtown activity along the Rio Grande, cross - border movement, and heavy commercial traffic along key corridors such as US Highway 277 and US Highway 57. As growth and travel demands increased, safety concerns also intensified. Between 2020 and 2024, the city experienced 4, 698 total crashes, including 949 injury crashes. Injury crashes increased by 43 percent during this period, underscoring the need for a proactive and coordinated approach to roadway safety.

TJKM worked closely with City staff and community members to identify where and why crashes were occurring, with a particular focus on improving safety for people walking and biking.

Pedestrian crashes increased significantly, from one in 2020 to 10 in 2024, a 900 percent increase, contributing to 33 pedestrian - involved crashes over five years, including three fatalities and eight serious injuries. Bicycle crashes also increased during this period, rising from one to five crashes, several of which resulted in serious injuries.

Using a Safe System approach, the Safety Action Plan established practical, people -centered strategies aimed at reducing serious injuries and fatalities, particularly in downtown and other high - activity corridors. The completed Plan provided Eagle Pass with a clear roadmap for future safety improvements, strengthened the City' s eligibility for federal SS4A funding opportunities, and positioned the community to invest in safer streets that support mobility, economic vitality, and quality of life for residents and visitors alike.

TJKM successfully delivered the Waco MPO Safety Action Plan, focused on improving transportation safety throughout McLennan County. Leveraging its deep expertise, TJKM developed a comprehensive crash database and conducted a detailed analysis of 10 years of collision data. This included identifying the HIN, performing equity analysis, and formulating effective, data - driven safety measures.

The team worked in close collaboration with 22 member agencies and 21 independent school districts, including the cities of Bellmead, Hewitt, Lacy Lakeview, McGregor, Robinson, Waco, Woodway, and McLennan County to understand local safety concerns. Using this input, TJKM developed a prioritized list of short- tem and long- term safety projects tailored to the specific needs of each community and designed to enhance safety for all road users.

Over the course of the project, TJKM conducted more than 50 outreach meetings with local agencies and stakeholders to gather meaningful public
feedback. This inclusive approach ensured the
Safety Action Plan reflected the diverse safety
challenges faced across the region.

Aligned with Vision Zero principles, the Plan
focuses on eliminating traffic fatalities and
serious injuries. TJKM also developed a strategic
roadmap to help the Waco MPO secure funding
and implement the proposed safety
improvements — positioning the region for
success in obtaining SS4A grant funding.

As a direct result of the TJKM- led effort,

In 2022, the Village set the bold target of achieving zero KSI crashes along their roadways by 2030. In response, TJKM was engaged to develop a VZAP that included a data - driven approach to decision -making, education, engineering, and enforcement and was based on a safe system approach incorporating pedestrians, cyclists, micro - mobility users ( golf carts and scooters), equestrians, and motorists.

Community engagement included a steering committee comprised of representatives of the Village of Wellington, Florida Department of Transportation, Palm Beach County, Palm Beach County Schools, equestrian interests, cycling interests, golf cart interests, and various Village boards and commissions including of public safety and senior citizen interests. TJKM conducted two community meetings, both in the formats of in person and virtual. One interesting aspect of the community engagement was polling results indicated a strong majority of respondents were in favor of strict enforcement of speed limits yet were only willing to personally accept a speeding citation for at least 10-4 miles per hour over the speed limit. Thus, the importance of personal accountability in achieving Vision Zero was revealed.

In close collaboration with Wellington, TJKM conducted an analysis of current and past trends and conditions, pinpointing areas of high risk,
consulting with relevant parties,
reviewing relevant policies and
guidelines, compiling an exhaustive list
of projects, and publishing the plan

Project Approach
Project Understanding
Between 2021 and 2025, Lathrop experienced 411 injury collisions, including 35 fatal and severe injury crashes.

Most concerning is the disproportionate impact these crashes have on vulnerable roadway users ( VRUs). While bicyclists and motorcyclists represent a
relatively small share of overall roadway users, they accounted for approximately 40 percent of all fatal and severe injury victims in the city. This disparity highlights a critical transportation safety challenge: the roadway users most exposed to serious injury risk are often those with the least physical protection and the greatest dependence on safe, connected multimodal infrastructure.

The crash data also reveals clear systemic patterns that demand targeted intervention. A majority of fatal and severe injury crashes occurred at intersections and during nighttime conditions, indicating the need for safer crossing environments, visibility improvements, traffic calming measures, and multimodal safety countermeasures designed specifically to protect pedestrians, bicyclists, and other vulnerable users.

TJKM understands that Lathrop' s
CSAP must do more than document crash trends — it must provide the City with a practical and implementation - ready roadmap for reducing fatal and severe injury crashes, particularly for vulnerable roadway users who face disproportionate risk throughout the transportation network.

Lathrop' s continued growth further
elevates the importance of proactive
multimodal safety planning. As new
residential development increases
pedestrian activity, bicycle travel, school -
related trips, and overall traffic volumes, the
City must address not only where crashes
have occurred historically, but also where
future safety risks are emerging. This is
especially important in developing
corridors and expanding neighborhoods
where crash history may still be limited
despite increasing exposure and travel
demand.

TJKM
Lathrop is at a pivotal moment in its growth. With multiple large residential developments underway, increasing multimodal travel demand, and a roadway system already experiencing a disproportionate number of severe and fatal crashes, the City needs more than a compliance -driven planning document. It needs an implementation - ready CSAP that translates data into funded projects, community priorities into measurable actions, and Vision Zero principles into long- term institutional practice.

TJKM' s approach is structured around three primary objectives:

1. Develop a clear, data -driven understanding of where and why severe crashes occur;

2. Build community and stakeholder support around practical and equitable safety improvements; and

3. Position the City to successfully compete for SS4A implementation and other transportation safety funding opportunities.

Our process integrates crash analysis, field investigations, community engagement, SR2S planning, equity analysis, and implementation planning into a single coordinated framework.

Data -Driven and Safety Analysis: TJKM will analyze ten City of Lathrop Collision Analysis years of collision data from multiple sources, including 411 35 4 SWITRS, TIMS, Crossroads, and local records, to identify crash trends, contributing factors, and HIN corridors. The w- colasbynow - ••° analysis will incorporate systemic safety screening, r
predictive risk modeling, roadway characteristics, and
equity considerations to identify both existing and
lop Iscbon
emerging safety risks. .._
Implementation - Focused Planning: CSAP will be •
developed as an implementation - ready document that
supports future project delivery and grant competitiveness. Recommended projects will include:

Concept -level exhibits;
Planning - level cost estimates;
Benefit - cost considerations;
Project prioritization criteria;
Funding strategies; and
Implementation readiness recommendations.
79%.._.. 54%
tecatIon
MI
The Plan will also include a comprehensive countermeasure toolbox based on FHWA Proven Safety Countermeasures and Safe System principles.

Moving Projects from " Paper to Pavement": TJKM' s philosophy is simple: safety plans only create value when they lead to implementation. Every task in our scope is therefore designed to support future project delivery and grant competitiveness. The CSAP will include:

Concept -level exhibits and planning - level cost estimates for the top 10 vehicular and top 10 pedestrian/ bicycle safety projects;
A comprehensive Safety Toolkit tied to FHWA Crash Modification Factors and proven countermeasures; An Implementation Readiness Matrix identifying project phasing, funding sources, delivery constraints, and federal compliance considerations; and
A Funding and Delivery Strategy specifically structured around SS4A, HSIP, ATP, CMAQ, and regional funding opportunities.

This implementation -focused structure ensures that Lathrop' s highest -priority projects can transition directly from planning into preliminary engineering and grant application development without requiring additional scoping studies.

TJKM
Community and Stakeholder Engagement: Meaningful public engagement is critical to developing a successful and actionable CSAP. TJKM will conduct inclusive outreach through pop- up events, workshops, walk audits, online engagement tools, stakeholder meetings, and VZTF coordination. Outreach materials and engagement activities will be provided in bilingual formats to maximize participation and accessibility.

Safe Routes to School Integration: SR2S will be fully integrated into the CSAP through school safety audits, preferred route mapping, School Improvement Maps, and infrastructure and program recommendations that improve safety for students walking, bicycling, and rolling to school.

Equity and Long -Term Accountability: TJKM will conduct an equity impact analysis to identify communities disproportionately affected by severe crashes and incorporate equity considerations directly into project prioritization and implementation strategies.

To support long- term implementation, TJKM will develop a Collision Dashboard and Annual Safety Action Progress reporting framework that enables the city to monitor crash trends, evaluate countermeasure effectiveness, and track implementation progress over time.

TJKM' sfocus is to deliver a practical, defensible, and actionable CSAP that allows Lathrop to move priority projects from planning to implementation efficiently and competitively.

A Proven Partner for SS4A Implementation: TJKM has completed more than 70 roadway safety planning projects and helped clients secure approximately $ 150 million in transportation safety funding. Our team understands both the technical and administrative requirements associated with SS4A- funded planning efforts and the transition into federally funded implementation projects.

We understand what grant reviewers look for, how to structure projects for funding competitiveness, and how to prepare implementation - ready deliverables that support future design, procurement, and construction phases.

For Lathrop, TJKM will deliver more than a CSAP. We will deliver a practical, defensible, and actionable roadmap that positions the city to reduce KSI crashes, strengthen community trust, and successfully compete for the funding needed to move safety projects from vision to construction.

Work Plan
The Scope of Services TJKM proposes builds on the Request for Proposals, which we have expanded, based on our extensive experience developing other CSAPs and Vision Zero Action Plans, as well as other multimodal projects throughout California, Texas, and Florida. Our Team can perform all the services needed for this project. Our Scope of Services is below.

TASK 1 — PROJECT MANAGEMENT
Effective project management is foundational to delivering the CSAP on time and within budget while meeting SS4A grant administration requirements. TJKM' s
proposed Project Manager, Nayan Amin, TE, has successfully delivered approximately 50 safety action plans as Principal -in -Charge or Project Manager. Supporting him is Ruta Jariwala, PE, TE, serving as Principal -in -Charge and QA/C Manager.

Within one week of Notice - to -Proceed, TJKM will facilitate a Kick -Off Meeting with the City' s Project Manager and other City representatives to:

Discuss project goals, objectives, and the City' sVision Zero aspirations Review and confirm the Scope of Work, schedule, and critical path milestones Finalize data needs, data sharing protocols, and access to City GIS resources Discuss Community and Stakeholder Outreach strategy and engagement rounds Confirm internal meeting schedule, invoking procedures, and SS4A progress reporting protocols Identify potential CSAP Steering Committee (VZTF) members and begin recruitment Discuss SR2S coordination with the School District
TJKM
TJKM will prepare all meeting materials ( agenda, sign -in sheets, handouts). Meeting notes and action items will be maintained in a shared Google Doc accessible to both TJKM and City staff throughout the project.

TJKM will facilitate up to 20 bi- weekly virtual project management meetings (via Zoom or equivalent) to keep the project on track. The Project Manager will ensure all deliverables and recommendations comply with applicable Federal, State, and local requirements in anticipation of future grant funding.

SS4A Grant Administration Support: All reporting will follow FHWA SS4A reporting requirements. TJKM will prepare monthly invoices and progress summaries consistent with the City' s SS4A award administration needs.

Upon request, TJKM will provide supporting documentation for reimbursement, schedule status, task progress, and completed deliverables as required under the City' s grant agreement.

Deliverables: Kick - Off Meeting materials ( agenda, presentation, handouts, minutes, action items); Project schedule and budget breakdown; Up to 20 bi- weekly meeting agendas, minutes, and action item logs maintained in Google Doc; Monthly invoices; SS4A- compliant progress reports TASK 2 — DATA COLLECTION, SAFETY ANALYSIS, AND COLLISION DASHBOARD Lathrop' s
CSAP will be built on the most complete crash
record the City has ever assembled — 10 - years of collision Data Co" ction& Methodology history drawn from multiple independent sources, enriched o° -- with field observation and advanced spatial analytics that go beyond what standard local road safety plans typically produce. Every project recommendation, prioritization
decision, and grant application in this plan traces back to the analysis developed here.

TJKM will systematically review the City' s existing planning framework as the analytical foundation for the CSAP. Core documents include the 2022 General Plan, the seven
Specific Plans governing Lathrop' smajor development areas, and the 2024 ATP — each of which contains policies, network commitments, and design standards that must be assessed for consistency with Vision Zero principles, potential conflicts, and opportunities for consolidation. We will also coordinate closely with City staff on the timing of two concurrent updates: the Housing Element revision and the Traffic Monitoring Program revision. Both present a direct opportunity to embed safety performance requirements before those documents are finalized, and TJKM will provide specific policy language recommendations for each to ensure the CSAP' s safety framework is reflected
in Lathrop' s broader planning corpus rather than sitting as a standalone document.

Date ,
n
TJKM will obtain 10 -years of crash data from four independent sources: TracNet, Crossroads, TIMS, and SWITRS, and cross - verify them before a single collision enters the analytical database. Each system has known gaps: SWITRS captures only officer - reported crashes, TIMS draws from hospital emergency department data and surfaces injuries that never generated a police report, and local databases contain incidents state systems miss entirely. Reconciling all four produces a crash record materially more complete than any single source.

Crash records will be enriched with AADT, roadway characteristics, City complaint databases, enforcement reports, and statewide benchmarking data. Informal sources, resident concerns from public meetings, observations from patrol officers, paramedics, and street maintenance crews will be systematically compiled and field verified. In lower -income and non - English- speaking neighborhoods where crash underreporting is a documented pattern, informal sources help reveal persistent risk that official records miss.

TJKM
TJKM will conduct a comprehensive collision analysis
covering all roadways within Lathrop and its sphere of
influence regardless of ownership, establishing the baseline against which the Plan' s future progress will be measured.

The analysis emphasizes KSI collisions while maintaining a full -severity picture to support systemic screening. a Collision trend analysis will track whether Lathrop' scrash profile is improving, worsening, or shifting in character "' '"' " 0'*" across the 10 -year window, a
longer view that grant
reviewers and the VZTF need to understand whether the » City' ssafety challenges are structural or emergent. Collision profiling will identify the three to five dominant crash patterns responsible for the largest share of KSI events, directly driving countermeasure selection. GIS- based mapping will translate statistical findings into spatial products accessible to every audience the CSAP must serve, from FHWA reviewers to City Council members to residents.

Two advanced methods sharpen the analysis beyond standard practice. Kernel Density Estimation identifies spatial crash concentrations invisible to intersection - by -intersection ranking. Predictive risk modeling integrates crash history with roadway characteristics and volume data consistent with the FHWA Highway Safety Manual, flagging locations with elevated crash potential before harm accumulates, allowing the city to intervene proactively rather than reactively.

WI 04
For a growing City Tike Lathrop, where new development is extending the street network faster than crash history can accumulate, systemic screening is not supplementary, it is the primary tool for identifying emerging risk corridors before harm concentrates. TJKM' s
systemic approach
assigns risk scores based on roadway characteristics alone, allowing the HIN to flag newly opened streets adjacent to active residential development zones as candidates for
early safety investment.

TJKM will build the HIN through a
layered process, not a

single ranking method. Systemic safety screening assesses "" risk factors across the full network, capturing corridor types statistically overrepresented in KSI records even where specific locations haven' t
yet accumulated enough crashes to surface in a hotspot analysis, essential for a growing city like Lathrop where new development creates risk before crash history has time to build.

The Sliding Window Analysis partitions the network into length -normalized, overlapping segments and calculates crash rates on a consistent exposure basis per FHWA guidelines and the Highway Safety Manual, capturing collision - prone segments that fixed - segment ranking systematically misses. KDE and predictive modeling further refine the result.
o., hit.. ...,,

f
o
TJKM will deliver the top 10 high -risk corridors and top 10 intersections, each supported by the crash rates, severity indices, and contributing factors that allow City staff, the VZTF, and grant reviewers to understand and defend prioritization. The HIN will then be calibrated through integration with the Road Safety Audits, the same field - integrated calibration process TJKM applied in CSAPs for Concord, Pomona, Pico Rivera, Monrovia, and Fresno County, ensuring rankings reflect ground truth, not statistical artifacts.

TJKM
t„
Most safety action plans fade after adoption because
the institutional infrastructure to track progress and
sustain momentum quietly erodes once the
consultant' scontract ends. TJKM' s City Collision
Dashboard is designed specifically to prevent that.

Building on the tool developed for the City of
Concord, the Dashboard synthesizes all analytical
outputs into a single City -accessible platform. It will update the HIN periodically as new crash data arrives,
integrate equity data layers from Task 6, and
incorporate roadway GIS, Waze for Cities telematics,
demographic data, and sidewalk and bike lane inventories as the City' s datasets evolve. An embedded countermeasure assessment tool helps staff narrow future project selection to high benefit - to -cost treatments using FHWA CMF data. As countermeasures are installed, the Dashboard records type, location, and date, building the before - and - after study dataset that lets the city evaluate whether treatments are working.

The Annual Safety Action Progress report framework gives the VZTF a structured annual product to present to City Council. TJKM will develop the template and produce the initial draft: a concise summary of crash trends against the Vision Zero baseline, HIN updates, countermeasures installed in the prior year, equity metrics, and recommended priority adjustments for the year ahead. This is the accountability mechanism that Vision Zero commitment visible and actionable across
keeps Lathrop' s
budget cycles and staff transitions.

Deliverables GIS shapefiles and Excel crash database; Technical Memorandum summarizing collision analysis, HIN GIS map, and emphasis areas; Charts, graphics, and mapping in formats accessible to diverse audiences; City Collision Dashboard ( web - based); Annual Safety Action Progress Report template and initial draft TASK 3 — FIELD SURVEY, ADA ASSESSMENT, AND ROAD SAFETY AUDITS Field investigations are a critical component of the CSAP because they validate analytical findings and identify safety issues that may not be evident through collision data analysis alone. TJKM will conduct targeted field reviews, ADA accessibility assessments, and Road Safety Audits to evaluate existing roadway conditions, identify multimodal safety deficiencies, and support development of implementation - ready recommendations.

The field program will focus on HIN corridors, priority intersections, school access areas, and locations identified through community engagement and stakeholder coordination. The evaluation will consider conditions affecting all roadway users, including pedestrians, bicyclists, transit users, school - age children, older adults, people with disabilities, and motorists.

TJKM will conduct field reviews of priority corridors and intersections to document existing roadways, pedestrians, bicycles, transit, and operational conditions. Field observations will include roadway geometry, traffic operations, vehicle speeds, pedestrian and bicycle facilities, lighting, signage, pavement markings, transit accessibility, and observed user behavior.

The field effort will also identify operational and infrastructure issues that may not be reflected in collision data, such as visibility limitations, pedestrian crossing challenges, sidewalk gaps, and multimodal conflicts. Georeferenced photographs, field notes, and GIS- based documentation will be prepared to support safety analysis, project prioritization, and concept development.

TJKM
TJKM will conduct targeted ADA accessibility assessments within priority study areas to identify barriers affecting pedestrian mobility and accessibility. The assessment will evaluate sidewalk continuity, curb ramp conditions, crosswalk accessibility, accessible pedestrian signals, and route connectivity consistent with ADA requirements and Safe System principles.

Findings will be documented in a prioritized ADA deficiency inventory and mapping database to support future implementation planning, capital improvement programming, and funding opportunities.

TJKM will conduct Road Safety Audits at selected high -priority corridors and intersections consistent with FHWA Road Safety Audit guidance. The audits will evaluate safety conditions for all roadway users and identify contributing safety issues, operational concerns, multimodal conflicts, and infrastructure deficiencies.

The Road Safety Audit process will include field observations, multidisciplinary review, and evaluation of context - sensitive countermeasures and improvement opportunities. Findings from the Road Safety Audits will directly support the Safety Toolkit, project prioritization framework, and concept - level project recommendations included in the CSAP.

Deliverables Field Assessment Technical Memorandum with Geo- Referenced Photo Log and Field Inventory Database; ADA Deficiency Log and Prioritization Matrix; GIS- Based Accessibility Mapping; Road Safety Audit Reports; Safety Issues and Opportunities Matrix
TASK 4 — COMMUNITY AND STAKEHOLDER ENGAGEMENT

TASK 5 — SAFE ROUTES TO SCHOOL ( SR2S) COMPONENT
The SR2S is a critical component of the CSAP and directly supports the City' sgoals of improving safety, accessibility, and mobility for students and vulnerable roadway users. Recognizing the City' scontinued residential growth, increasing school enrollment, and expanding multimodal travel demand, TJKM will develop a comprehensive SR2S program that integrates infrastructure, education, policy, and implementation strategies into the broader Vision Zero and Safe System framework.

The SR2S component will focus on creating safer, more connected, and more accessible walking and bicycling environments for students traveling to and from school while supporting long- term public health, sustainability, and community mobility goals. The program will identify both existing and emerging school access challenges associated with future development areas and evolving travel patterns throughout the city.

TJKM will coordinate closely with the Lathrop Unified School District, school administrators, City staff, parents, students, and community stakeholders to evaluate school access conditions, understand travel behaviors and safety concerns, and develop implementation - ready recommendations that improve safety around schools and along key student travel corridors. The SR2S evaluation will include:

School access and circulation assessments;

Lathrop' sequity challenge is compounded by its growth
trajectory. Newly developing neighborhoods, particularly those associated with the City' sentitlements for large residential projects, often house younger families and
lower -income residents who are disproportionately
dependent on walking and bicycling, yet these areas ;_ LLB ` i v_ accumulate crash history slowly because streets are new and volumes are still building. TJKM' s
equity analysis will
address this explicitly by combining CalEnviroScreen and Justice40 data with land use and entitlement mapping, so that the equity layer captures not just where vulnerable communities are experiencing harm today, but where they will be exposed to risk as development matures. This forward -looking equity screen ensures CSAP' s prioritization framework reflects Lathrop' sgrowth reality, not just its crash record.

The equity analysis will begin with a comprehensive spatial assessment of disadvantaged communities relative to Lathrop' s
HIN. TJKM will develop a GIS- based equity layer overlaying the HIN with CalEnviroScreen data, Census demographics, Justice40 criteria, and community destinations such as schools, transit stops, affordable housing, medical facilities, and senior centers. This analysis will identify where vulnerable populations are most exposed to transportation safety risks and will be integrated into the City' s Collision Dashboard for ongoing use and future
updates.

TJKM will evaluate whether disadvantaged communities experience disproportionate crash impacts by analyzing KSI rates on a per -capita basis, assessing pedestrian and bicycle crash exposure relative to active transportation use, and comparing crash patterns against the distribution of past safety infrastructure investments. The analysis will also acknowledge potential underreporting barriers in underserved communities and incorporate community input to provide a more complete understanding of safety conditions.

TJKM
Findings from the equity analysis will directly inform project prioritization and implementation strategies. TJKM will incorporate an equity weighting factor into the prioritization framework to ensure underserved communities receive appropriate consideration in future safety investments. Equity -priority projects will be clearly identified within the implementation matrix to support future SS4A implementation grant competitiveness and funding readiness.

The equity analysis will also shape outreach and engagement strategies by directing bilingual materials, community -based partnerships, and targeted engagement activities toward communities most affected by severe crashes and historically underrepresented in planning processes. To support long- term accountability, TJKM will recommend equity -focused performance measures tracking safety outcomes, infrastructure investment distribution, and engagement participation over time.

Finally, TJKM will provide advisory recommendations supporting Title VI compliance, language access, and equitable project delivery practices to help ensure the City' s future transportation safety investments remain inclusive, transparent, and grant competitive.

Deliverables: Equity Impact Analysis Report including disadvantaged community mapping, disproportionate burden analysis, and equity -focused action items; Equity data layers integrated into Dashboard; Equity performance measures included in Annual Safety Action Progress reporting framework TASK 7 — COUNTERMEASURES, IMPLEMENTATION FRAMEWORK, AND FEDERAL COMPLIANCE The primary goal of the CSAP is to provide the city with a practical and actionable roadmap for implementing safety improvements and pursuing future funding opportunities. TJKM will develop implementation - ready recommendations that transform the technical analysis, field investigations, community input, and SR2S findings into prioritized projects and long- term implementation strategies.

The implementation framework will focus on projects that are feasible, context - sensitive, cost- effective, and competitive for future federal, state, and regional funding programs. Recommended improvements will address pedestrian, bicycle, transit, school access, accessibility, and vehicular safety needs throughout the city while supporting the City' s broader Vision Zero and Safe System goals.

TJKM will prepare a comprehensive Safety Toolkit based on FHWA Proven Safety Countermeasures, the best national practices, and context -sensitive design principles appropriate for Lathrop' sroadway network and future growth conditions.

The toolkit will include infrastructure, operational, and policy countermeasures related to Complete Streets, traffic calming, speed management, pedestrian and bicycle safety, SR2S improvements, accessibility enhancements, intersection safety, and corridor safety improvements.

TJKM
Implementation -
Readiness Approach
TJKM understands that the City of Lathrop' s
CSAP must function as more than a policy document. The Plan must provide the city with a practical, implementation - ready framework that allows priority projects to move efficiently from planning into funding, preliminary engineering, environmental review, design, and construction.

Our approach is specifically structured to support the City' s long- term implementation goals under the SS4A program while positioning Lathrop to compete successfully for future SS4A Implementation Grants, HSIP, ATP, CMAQ and other state and federal funding opportunities.

Unlike traditional planning studies that conclude with broad policy recommendations, TJKM develops CSAPs that are designed from the outset to support project delivery. Every major recommendation within CSAP will be tied to implementation feasibility, funding readiness, and long- term capital improvement planning.

FROM PLANNING TO IMPLEMENTATION: OUR TRACK RECORD
TJKM has guided more than two dozen public agencies through the transition from federally funded safety planning to project implementation. Our experience includes implementation - focused CSAPs, Vision Zero Plans, and Local Road Safety Plans for the Cities of Concord, Pomona, Livermore, Monrovia, Pico Rivera, Dinuba, Fresno County, and other agencies throughout California.

These projects were intentionally structured to support future implementation funding applications and project advancement. Following completion of several CSAPs, our clients successfully pursued SS4A Implementation Grants and other federal and state funding opportunities using the concept exhibits, prioritization frameworks, implementation matrices, and funding strategies developed by TJKM.

For the City of Concord, TJKM developed an implementation - ready CSAP supported by an advanced GIS- based Collision Dashboard, project prioritization framework, concept -level exhibits, and implementation readiness tools that allowed the city to pursue implementation funding immediately following plan adoption.

Similarly, the City of Pomona' s CSAP was developed specifically to align with SS4A and HSIP implementation requirements, enabling the city to transition directly from planning into project development and grant application preparation without requiring additional scoping studies.

FEDERAL PROCUREMENT AND LABOR STANDARDS ADVISORY
TJKM understands that federally funded implementation projects involve significant procurement, labor, environmental, and compliance requirements that can directly affect project delivery, funding eligibility, and implementation schedules. As part of CSAP, TJKM will provide advisory support to help the city identify and understand potential federal compliance obligations associated with future SS4A, HSIP, ATP, CMAQ, and other federally funded transportation projects.

Our team has extensive experience assisting agencies throughout California with implementation - focused safety planning and transition from planning to project delivery. TJKM will integrate implementation and compliance considerations directly into the Implementation Readiness Matrix to help the city proactively identify project delivery constraints, procurement considerations, environmental coordination requirements, and funding obligations before projects advance into design or construction.

This effort will include advisory guidance related to federal procurement pathways, Davis - Bacon prevailing wage considerations, Build America, Buy America ( BABA) requirements, DBE participation, Title VI and ADA considerations, environmental review and NEPA coordination, right- of- way and utility coordination, permitting considerations, and project delivery sequencing. These considerations will help the city better understand implementation feasibility, funding competitiveness, and long- term project readiness for priority safety improvements identified through CSAP.

TJKM
TJKM' s federal compliance advisory services are intended to support implementation planning and funding readiness. Final legal interpretations and procurement determinations will remain the responsibility of the City and its legal counsel.

GRANT APPLICATION SUPPORT
TJKM has extensive experience assisting public agencies with transportation safety grant applications and implementation funding strategies. Over the past several years, TJKM has helped agencies secure approximately 150 million in transportation safety funding through SS4A, HSIP, ATP, CMAQ and other federal and state programs.

CSAP will be developed with future implementation funding opportunities in mind. Recommended projects will include implementation - ready elements such as concept exhibits, planning - level cost estimates, benefit -cost considerations, prioritization criteria, and funding strategies that can be directly utilized to support future grant applications.

As requested by the city, TJKM can also provide grant writing and grant application support for future SS4A Implementation Grants and other applicable funding opportunities. Support services may include preparation of project narratives, benefit statements, planning - level cost information, implementation schedules, supporting exhibits, and other application materials derived from the CSAP deliverables.

By integrating funding readiness directly into the planning process, TJKM will help position the city to efficiently transition priority projects from planning to implementation while strengthening competitiveness for future federal, state, and regional transportation safety funding opportunities.

VISUAL MATERIALS AND CONCEPT EXHIBITS FOR PRIORITY PROJECTS TJKM understands that visual communication is
critical to building community support,
strengthening grant competitiveness, and
advancing projects from planning to
implementation. CSAP will include clear,
community -focused visual materials and
implementation - ready concept exhibits that + + t
effectively communicate proposed safety
improvements to City staff, stakeholders, funding
agencies, and the public.

TJKM will prepare concept -level exhibits and planning -level cost estimates for the top 10 vehicular projects and top 10 pedestrian/ bicycle projects identified through the HIN analysis and prioritization process. These exhibits will illustrate proposed multimodal safety improvements at a level sufficient to support community engagement, policy discussions, Capital Improvement Program planning, and future grant applications.

Concept exhibits may include roadway reconfigurations, intersection safety improvements, pedestrian crossings, traffic calming measures, bicycle facilities, school zone enhancements, lighting improvements, transit access enhancements, and other context - sensitive safety countermeasures consistent with FHWA Proven Safety Countermeasures and Safe System principles.

In addition to technical exhibits, TJKM will prepare community -facing graphics, infographics, maps, and engagement materials designed to clearly communicate safety challenges, project benefits, and implementation priorities in a visually accessible and easy -to -understand format. Outreach materials will support bilingual engagement efforts and help build long- term community understanding and support for future implementation projects.
