SUMMARY:

Due to updated standards, Department of Transportation ( Caltrans) now requires additional environmental documentation to supplement previous studies and meet current requirements. Staff reviewed the proposal and determined the cost to be reasonable given the additional services required to complete the environmental studies under current standards.

Staff requests City Council approve Amendment No. 4 to the Professional Services Agreement with Mark Thomas for additional environmental studies to complete the Project Approval and Environmental Document ( PA& ED) phase.

BACKGROUND:

RE: LOUISE AVENUE/ I-5Louise Avenue Interchange PA/ ED - AM #4 Request Dear Ms. Mazariegos:

Mark Thomas is requesting this amendment for revisions to the Draft Environmental Document. State agencies are required to publish WCAG 2. 1 Level AA -compliant documents on their websites. Based on our coordination with Caltrans, the Draft Environmental Document for I-5/ Louise will require Section 508 remediation prior to public circulation. Additionally, Caltrans required additional technical studies to complete the environmental process. These studies are now complete and will need to be integrated into the Draft Project Report prior to approval.

The contract scope of work for additional environmental support and associated cost details are attached.

Please contact me if you have any questions or if I can provide additional information.

Subject: I-5/ Louise Interchange Improvement Project, City of Lathrop, California: Section 508 Remediation of the Draft IS/ MND and Final IS/ MND
Dear Mr. Silva:

CARLSBAD

LOS ANGELES

SAN LUIS OBISPO
LSA is under contract to complete the Draft IS/ MND for the I-5/ Louise Interchange Improvement Project in the City of Lathrop. Our original contract, which included preparation of the environmental document and supporting technical reports ( including supplemental studies or addenda) is dated January 11, 2021 and was amended January 31, 2024 ( based on Caltrans direction) to include additional technical reports and reflect current SER standards for the preparation of the environmental document. Subsequently, an augment was approved in February 2025 to include the preparation of an Energy Memorandum and to complete the new Interagency Commissions ( IAC) meeting and supporting documentation. LSA has completed the Energy Memorandum IAC process and the Draft IS/ MND is being reviewed for imminent publication; however, the public review Draft IS/ MND and Final IS/ MND will require Section 508 Remediation, which was not included in LSA' s 2021 contract, the2024 amendment, or the 2025 augment.

Therefore, LSA is providing this scope of work to amend our existing agreement to cover the necessary remediation services.

SCOPE
This Scope of Work has been prepared based on our understanding of Caltrans document remediation processes, recent coordination with Caltrans District 10 staff, and our past experience with Caltrans on other projects.

This Scope of Work is valid for a period of 5 months beginning April 2026 ( work will commence on or before June 2026) and based on a 5 - month schedule. Re- scoping and/ or a budget adjustment may be required after that period has lapsed.

1. Section 508 Remediation
Prior to circulation of the Draft IS/ MND, LSA will provide Section 508 document remediation services for Volume 1 of the Draft IS/ MND in PDF. This Scope of Work assumes that Volume 2 of the Draft IS/ MND will be posted on the City' s website only and will not require Section 508 document remediation. If it is determined that Volume 2 of the Draft IS/ MND requires remediation, then a separate budget augment will be requested for that effort. Volume 1 of the Draft IS/ MND will be remediated to meet Web Content Accessibility Guidelines 2. 1 Level AA requirements and will be 1504 Eureka Road, Suite 310, Roseville, California 95561 916. 772.450 www. lsa. net LSA
validated and tested using PAC 2024, Colour Contrast Analyzer, and screen -reading software. LSA would also include time for coordination with Caltrans and to address any comments related to the Section 508 document remediation services of Volume 1 of the Draft IS/ MND. Following completion, LSA will provide the client with PAC 2024 reports for the documents to confirm that accessibility requirements have been met.

Prior to finalization of the Final IS/ MND, LSA will provide Section 508 document remediation services for this document in PDF. LSA anticipates that there will be comment letters and response to comments that will need to be remediated prior to publication of the Final IS/ MND. All files will be remediated to meet Web Content Accessibility Guidelines 2. 1 Level AA requirements and will be validated and tested using PAC 2024, Colour Contrast Analyzer, and screen -reading software. LSA would also include time for coordination with Caltrans and to address any comments related to the Section 508 document remediation services of the Final IS/ MND. Following completion, LSA will provide the client with PAC 2024 reports for the documents to confirm that accessibility requirements have been met. LSA estimates Caltrans will receive up to 80 comment letter pages and 10 scanned pages during the public review period. The comment letters will require remediation as part of the Final IS/ MND. If the number of comment letters and/ or scanned pages exceeds this amount, then a budget augment will likely be required.

Deliverable: Section 508 Remediation [ Draft IS/ MNDJ
Section 508 Remediation [ Final IS/ MNDJ
BUDGET
We propose to complete this Scope of Work on an hourly basis consistent with our current contract and previously approved augments with Mark Thomas & Company, Inc. for this project. We estimate $ 16, 792 will be sufficient to complete the additional services described above. If approved, this would increase our budget from $ 301, 753 to $ 318, 545.

We appreciate the opportunity to submit a proposal for this work. If you have any questions or would like to discuss this proposal, please contact me at (916) 905- 3937 or Amanda. durgen@LSA. net, or Thomas Warrner at ( 510) 462- 1319 or Thomas. Warrner@LSA. net.
