Adopt a Resolution Awarding a Maintenance
Service Contract to SCA of CA, LLC ( Sweeping
Corp of America) For Street Sweeping Services
SUMMARY:
The City of Lathrop is responsible for the street sweeping maintenance of approximately 174 curb -miles of residential, collector, and arterial streets, as well as City -owned parking lots. To fulfill this responsibility, staff prepared bid specifications and a scope of work for scheduled and on -call sweeping services. The project was formally advertised on May 14, 2026 and May 21, 2026, in accordance with Public Contract Code ( PCC) 22037 and Lathrop Municipal Code ( LMC) 2. 36. 060.
City Clerk or her designee opened one ( 1) bid on May 28, 2026. Following review and evaluation, SCA of CA, LLC ( SCA) was determined to be a responsible bidder with a base bid of $ 119, 660. Staff also requested emergency call -out services and additional curb - mile sweeping, resulting in a minimum emergency call -out rate of 675 and a rate of $ 69. 00 per additional curb -mile, as needed.
Staff requests that City Council award a Service Contract to SCA of CA, LLC in the amount of $ 119, 660. Staff further request authorization of a contingency in the amount of $ 75, 000 for emergency call - outs and additional curb - mile sweeping services, as needed throughout the contract term.
In addition, staff requests authorization for the City Manager to approve up to three 3) consecutive one- year contract extensions at a base shown in Table 2 below, assuming estimated annual inflation adjustments of 5%. Actual annual adjustments is unknown at this time and would be based on applicable contract provisions. Any extensions would incorporate the rates, terms, and conditions established in the bid documents, including annual inflation adjustments, if requested by SCA, and the addition of newly accepted streets and parking lots.
The total requested authorization at this time is $ 194, 660, consisting of the $ 119, 660 base contract amount and a $ 75, 000 contingency. Staff recommend that City Council approve an agreement with SCA of CA, LLC for Street Sweeping Services in the amount of $ 119, 660.

AWARD MAINTENANCE SERVICE CONTRACT TO SCA OF CA, LLC FOR STREET
SWEEPING SERVICES
BACKGROUND:
State of California water quality laws and regulations and the National Pollutant Discharge Elimination System ( NPDES) permit require municipalities to clean and sweep public streets and parking lots. Regular street sweeping plays a critical role in preventing trash, debris, and pollutants from entering the stormwater system and discharging into the surrounding natural environment.
Because the City does not possess the specialized equipment and personnel necessary to perform these services in- house, the City utilizes contract services for scheduled and on -call street sweeping operations.
Staff prepared project specifications and a scope of work, which were formally advertised for bids on May 14, 2026, and May 21, 2026, in accordance with the Public Contract Code and Lathrop Municipal Code. One ( 1) responsive bid was received from a responsible bidder, SCA with a base bid of $ 119, 660. The bid result is summarized in Table 1 below:
Table 1: Summary of Bid Results
Contractor Total Bid
SCA of CA, LLC ( Street Sweeping of America) 119, 660. 0 The proposed contract with SCA of CA includes monthly sweeping of all City streets with curbs and gutters, quarterly sweeping of City -owned parking lots, and established unit pricing for emergency call - outs and service adjustments, including the additions or removal of curb miles. The initial contract term is anticipated to begin July 1, 2026, and expire on June 30, 2027.
At the City' s discretion, the contract may be renewed annually for up to three ( 3) consecutive one- year terms, with no extensions beyond June 30, 2030, utilizing the pricing structure established in the original bid documents.
Staff requests that the City Council:
1. Award a Service Contract to SCA for the initial term of July 1, 2026, through June 30, 2027, in an amount of the base bid of $ 119, 660; and
2. Authorize the City Manager to execute up to three ( 3) additional consecutive one- year contract extensions, not to exceed $ 194, 660, including applicable maximum 5% inflation adjustments for each extension, and the addition of newly accepted streets and parking lots, as detailed in Table 2 below.

REASON FOR RECOMMENDATION:
The City is responsible for maintaining approximately 174 curb - miles of public streets and City -owned parking lots. Because the City does not possess the specialized equipment, staffing resources, or technical expertise necessary to perform these services in- house, it must rely on contract services. In addition, regular street sweeping is required for compliance with the City' s
National Pollutant Discharge
Elimination System ( NPDES) permit requirements for the municipal storm drain system.
SCA of CA submitted the lowest responsive bid from a responsible bidder, with a base bid of $ 119, 660 annually. SCA of CA has an established track record of providing similar services to the City and neighboring municipal agencies in an acceptable, reliable, professional, and satisfactory manner.
FISCAL IMPACT:
The FY 2026-027 Street Sweeping Maintenance Service Contract with SCA is estimated at $ 119, 660 annually, plus annual cost adjustments associated with anticipated increases in the California Department of General Services ( DGS) Construction Cost Index ( CCI).
The Cost Estimate Summary Table below identifies the estimated costs for each contract term, including the base contract amount, projected economic escalation and anticipated costs associated with sweeping newly accepted public streets and parking lots.
