ITEM: MAYOR' S REFERRAL
RECOMMENDATION: Regional Appointment of One ( 1) Member to the San Joaquin County Mosquito & Vector Control
District Board of Trustees, with Term Ending
December 31, 2028, Due to Unexpired Vacancy
SUMMARY:
San Joaquin County Mosquito and Vector Control District ( the District) is an independent Special District formed pursuant to the California Health and Safety Code, Section 2000 et seq. An appointed Board of Trustees governs the District, with representatives from each incorporated City and the County at -large. The District assists with managing mosquito populations at levels that reduce the risk of virus transmissions to humans and horses in urban, suburban, and rural areas.
The City of Lathrop is authorized to appoint one ( 1) representative to the Board of Trustees. Such member appointed by the City serves a term of four ( 4) years, and each subsequent reappointment may be for a term of two or four years. Members are expected to participate in regular meetings, as well as sub -committees, as part of their duties. Meetings of the District are held on the third Tuesday of each month if the regular meeting date falls on a legal holiday, the meeting will be held the following Tuesday.
During the October 14, 2024, City Council Regular meeting, Council appointed Ms.
Susan Zaca as a Lathrop representative to serve on the San Joaquin County Mosquito & Vector Control District Board of Trustees, due to an unexpired vacancy with a term ending December 31, 2024, plus a full -term ending June 31, 2028. On February 23, 2026, the City was informed that Ms. Zaca stepped down as a Trustee representing the City of Lathrop which became effective March 22, 2026.
An unscheduled term vacancy currently exists for a Trustee representing the City on the San Joaquin County Mosquito & Vector Control District Board of Trustees.
The City accepted applications from individuals interested in serving on the commission, with the application deadline established as April 30, 2026, at 5: 00 p. m. Tonight' sreferral requests that the Council appoint one ( 1) member to serve the remainder of the unexpired term, ending December 31, 2028.
