ITEM: APPROVE A RESOLUTION TO AUTHORIZE THE
CITY MANAGER TO EXECUTE UP TO FOUR ( 4)
MEMORANDUMS OF UNDERSTANDING ( MOUs)

ANNUALLY WITH THE MANTECA UNIFIED

SCHOOL DISTRICT ( MUSD) FOR EXPANDED

LEARNING RECREATION PROGRAMS
RECOMMENDATION: Adopt a Resolution to Authorize the City Manager to Execute Up to Four ( 4)
Memorandums of Understanding ( MOUs)
Annually with the Manteca Unified School
District ( MUSD) in which the MUSD Will Agree
to Pay for Eligible Students to Participate in
Expanded Learning Programs Offered by the
City
SUMMARY:

The Manteca Unified School District ( MUSD) has secured funding to support student participation in expanded learning opportunities during scheduled school breaks ( fall, winter spring and summer). The Parks and Recreation Department regularly provides expanded learning opportunities for students in kindergarten through eighth grade through its youth development and leisure enrichment programming, including during scheduled school breaks.

To expand access to these opportunities, MUSD and the Parks and Recreation Department wish to enter into Memorandums of Understanding ( MOUs). Under these MOUs, eligible MUSD students may register for the Parks and Recreation Department' sregularly offered expanded learning programs, with MUSD paying the full registration fee on behalf of eligible participating students.

The proposed resolution authorizes the City Manager to execute up to four (4) MOUs each school year with MUSD for expanded learning programs. Each MOU will identify the specific programs, dates, locations, participant capacity, and registration fees for the applicable session. Under each MOU, MUSD will pay the full registration fees for eligible students enrolled in designated expanded learning programs.

Authorizing the City Manager to execute these MOUs will streamline administration and expand access to quality expanded learning opportunities already being offered by the Parks and Recreation Department.

AUGUST 10, 2026 CITY COUNCIL REGULAR MEETING

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LATHROP AND MANTECA UNIFIED SCHOOL DISTRICT FOR FALL 2026 EXPANDED LEARNING

RECREATION PROGRAMS
BACKGROUND:

The Parks and Recreation Department provides a variety of youth development and leisure enrichment and recreation programs for youth throughout the year, including expanded learning opportunities offered during scheduled school breaks. These programs are designed to provide safe, engaging, and enriching experiences that support students' academic, social, and recreational development outside of the traditional school day.

MUSD has received funding to increase student access to expanded learning opportunities. To leverage the Parks and Recreation Department' sexisting high - quality youth programs, the Parks and Recreation Department is proposing to allow MUSD eligible students to participate in designated expanded learning programs at no cost to participating families, with MUSD covering the full registration fees on behalf of eligible students.

The proposed MOUs between MUSD and the Parks and Recreation Department will identify the specific expanded learning program session ( fall, winter, spring or summer break), including the program dates, location, participant capacity, and applicable registration fees. Under the terms of each agreement, MUSD will pay the full registration fees on behalf of eligible students enrolled in the designated programs.

REASON FOR RECOMMENDATION:

Approval of the proposed resolution will authorize the City Manager to execute up to four (4) MOUs each school year with the Manteca Unified School District for expanded learning programs. This authority will streamline the administrative process by eliminating the need for individual City Council approval of each MOU while allowing the City to respond efficiently to program scheduling and enrollment needs.

FISCAL IMPACT:

Approval of the proposed resolution will establish a revenue stream for the Parks and Recreation Department through payments received from MUSD. Under each MOU, MUSD will pay the full registration fees on behalf of eligible students participating in designated expanded learning programs. All revenues received will be deposited into the appropriate City accounts and will offset the costs associated with providing these services. There is no additional financial impact on the City General Fund.
