SUMMARY:
The City of Lathrop Police Department uses RIMS by Sun Ridge Systems as its primary records management and dispatch platform. This system is essential for a wide range of operations, including dispatching officers, documenting reports, managing citations, and fulfilling state and federal reporting requirements.
The RIMSCon 2026 Annual Users Conference provides hands-on training, system updates, and networking with RIMS developers and other agency users. This year's attendance will be particularly valuable as the Support Services Division is composed of a newer team with a range of experience levels using the RIMS platform. The conference will strengthen the team's proficiency, enhance their understanding of system capabilities, and support more efficient and consistent internal operations.
The estimated cost to attend is approximately $5,200 including registration, lodging, travel, meals, and incidentals. Sufficient funds are available in the approved FY 2026- 27 Police Department training and travel budget.
BACKGROUND:
The Police Department relies on the RIMS system as a mission-critical tool for daily operations. It supports patrol deployment, report writing, data entry, subpoenas, property management, and compliance with state mandates.
The annual RIMSCon conference, hosted by Sun Ridge Systems, is designed specifically for agency users and provides in-depth instruction on system features, updates, and best practices. This year's event will be held at Tahoe Blue Event Center in South Lake Tahoe, Nevada, October 11-15, 2026.

Attendance will support the continued development of the department's Support Services Division by equipping staff with practical skills and deeper system knowledge that can be shared with colleagues.
REASON FOR RECOMMENDATION:
Participation in RIMSCon 2026 will provide valuable training to newer staff in the Support Services Division, helping ensure consistent and effective use of the RIMS platform across the department. The conference offers hands-on instruction, exposure to new system features, and an opportunity to learn best practices directly from developers and other agency users.
The attending staff members will gain a deeper understanding of how to maximize the system's capabilities for report writing, data entry, subpoena processing, and compliance tracking. These skills will directly benefit the department's internal workflows and allow for smoother coordination between Records, Investigations, Dispatch, and Patrol.
Importantly, the knowledge gained will not be limited to the attendee. Upon returning, the staff members will be expected to share key takeaways with relevant personnel. This will help ensure continuity, support onboarding of newer team members, and promote a more cohesive, efficient approach to records and data management throughout the department.
FISCAL IMPACT:
The estimated cost for two (2) staff members to attend the RIMSCon 2026 Annual Users Conference is $5,200. This includes travel, lodging, meals, registration, and incidental expenses. Sufficient funds are available in the FY 2026-27 Police Department training and travel budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LATHROP TO
AUTHORIZE OUT OF STATE TRAVEL FOR TWO LATHROP POLICE
DEPARTMENT STAFF MEMBERS TO ATTEND THE RIMSCON 2026 ANNUAL USERS CONFERENCE IN SOUTH LAKE TAHOE, NEVADA, OCTOBER 11-15, 2026
NHEREAS, the City of Lathrop Police Department uses the RIMS system by sun Ridge Systems as its primary dispatch and records management platform for operations including report writing, data entry, subpoena processing, and state compliance; and
WHEREAS, the RIMSCon 2026 Annual Users Conference provides system- specific training, product updates, and best practice sharing with developers and users across Jurisdictions; and
WHEREAS, the Department's Support Services Division is composed of a newer team with varied levels of RIMS experience, and enhanced training opportunities are essential to developing consistent, effective workflows across Records, Investigations, Dispatch, and Patrol functions; and WHEREAS, the attending staff members will return from the conference with practical tools and system insights that will be shared with the rest of the Division and applicable personnel to improve department-wide operations; and WHEREAS, City Council authorization is required for all out-of-state travel under the City's Travel Policy; and
WHEREAS, staff is requesting approval for two Lathrop Police Department staff member to attend the RIMSCon 2026 Annual Users Conference in South Lake Tahoe, Nevada from October 11 through October 15, 2026; and WHEREAS, the estimated cost to attend the RIMSCon 2026 Annual Users Conference is $5,200, including travel, lodging, registration, meals, and incidentals, and sufficient funds are available in the approved FY 2026-27 Police Department training and travel budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lathrop does hereby authorize out-of-state travel for two (2) Police Department staff member to attend and represent the City at the RIMSCon 2026 Annual Users Conference in South Lake Tahoe, Nevada, October 11-15, 2026.
