APPROVE A CONTRACT WITH HALE CONSTRUCTION, INC. FOR
CONSTRUCTION OF LATHROP ANIMAL CENTER, CIP GG 23- 11 AND APPROVE
BUDGET AMENDMENT
Following review and evaluation of the bids, Hale Construction, Inc. ( Hale Construction) submitted the lowest responsive bid of $ 12, 750, 859. Staff request that City Council approve a contract with Hale Construction for the construction of the Project in the amount of $ 12, 750, 859. Staff request that City Council approve a 15% construction contingency of $ 1, 912, 629and additional funding totaling $ 624, 750 for miscellaneous expenses, and authorize staff to spend up to those amounts as necessary to achieve the goals of the Project.
The proposed construction contract for $ 12, 750, 859, construction contingency of 1, 912, 629, additional $ 624, 750 for utilities and miscellaneous expenses comprise a total Project construction budget not to exceed $ 15, 288,38.
BACKGROUND:
In addition to the $ 1, 912, 629 requested for the construction contingency, $624, 750 is needed for miscellaneous expenses including but not limited to construction management, geotechnical engineering, and special inspections for the Project, as detailed in the Fiscal Impact section.
The City' s temporary animal center is housed at the City' scorporation yard and no longer provides sufficient capacity for the care of animals under the purview of Lathrop Animal Services. The Project will provide a state- of- the- art facility for the care of dogs, cats, many other typical domestic pets and livestock such as goats, sheep and horses. The Project will be constructed north of Lathrop High School at 15005 Stanford Crossing.
REASON FOR RECOMMENDATION:
A physical facility for the care of animals protected by law enforcement services is typical of many cities and counties. Approval of the subject contract will allow for the completion of the City' s permanent animal center, which will serve the City through build -out.
FISCAL IMPACT:
The Project' scurrent funding is approximately $ 6, 288,38. Sufficient funds were not allocated in the adopted Fiscal Year ( FY) 2026-7 budget to CIP GG 23- 11 to provide the required Project budget of $ 15, 288,38.
To fund the construction contract for $ 12, 750, 859, construction contingency of 1, 912, 629 and $ 624, 750 for miscellaneous expenses, staff request that Council approve a budget amendment of $ 9, 000,00 from the Municipal Services Capital Facility Fee Fund ( 2270) for the Project expenses as detailed below.
