ITEM: APPROVE A CONSTRUCTION CONTRACT WITH GSE
CONSTRUCTION COMPANY, INC. FOR MOSSDALE

AND AUTHORIZE A BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Approve a Construction Contract With GSE Construction Company, Inc. for Mossdale
Wastewater Pump Station Access Modifications and
Upgrades, CIP WW 26- 09, and Authorize a Budget
Amendment
SUMMARY:

The Mossdale Wastewater Pump Station Access Modifications and Upgrades, CIP WW 26- 09, is necessary to address ongoing access limitations and equipment deficiencies at the existing facility located at 703 River Islands Parkway, Lathrop, CA. On October 13, 2025, the City Council approved a Professional Services Agreement with Alisto Engineering Group, Inc. (Alisto) for design services.

Alisto has completed the plans and specifications. The project was advertised in accordance with California Public Contract Code Section 20160 and Lathrop Municipal Code Section 2. 36. 060. Five bids were received and opened on July 23, 2026. GSE Construction Company, Inc. submitted the lowest responsive and responsible bid in the amount of $ 1, 294, 000. Staff recommends awarding the construction contract and authorizing a 15% construction contingency ($ 194,00) for unforeseen field conditions, resulting in a total construction budget of $ 1, 488, 100.

Sufficient funds were not included in the adopted Fiscal Year 2026-027 budget for CIP WW 26- 09; therefore, staff is requesting a budget amendment in the amount of 259, 000 through a transfer from the CTF- MBR Capital Replacement Fund ( Fund 6110).

BACKGROUND:

The Mossdale Wastewater Pump Station is located near the intersection of River Islands Parkway and McKee Boulevard. The facility consists of a concrete masonry unit building that houses the wet well and electrical panels, with additional electrical cabinets located adjacent to the structure. The station also includes a steel -framed roof with metal roof panels.

The existing roll - up door and access hatch configuration prevent Vac -Con trucks from accessing the wet well. This restriction requires manual cleaning operations, resulting in excessive labor and maintenance time. In addition, the pumps, electrical CITY MANAGER' S REPORT PAGE 2

equipment, controls, hardware, and software are approximately 20 years old and no longer supported by their manufacturers. Without these improvements, the City will continue to incur elevated maintenance costs and face increased risk of equipment failure due to lack of manufacturer support.

The construction package was advertised on June 16 and June 23, 2026, in accordance with the statutory bidding requirements. This advertisement schedule satisfied the notice requirements under Lathrop Municipal Code and California Public Contract Code Section 20160. Five bids were received and opened on July 23, 2026.

All bidders were determined to be responsive and responsible. Bid results are summarized below.

REASON FOR RECOMMENDATION:

The project is necessary to address long- standing access limitations and to replace outdated and unsupported electrical and mechanical components at the Mossdale Wastewater Pump Station. Staff have reviewed the bids and determined that GSE Construction Company, Inc. is the lowest responsive and responsible bidder.

Awarding the contract at this time will allow the City to proceed with needed improvements that will reduce maintenance burden, improve operational efficiency, and enhance long- term reliability of the facility. Given the work involves access modifications within an existing facility and replacement of legacy electrical and mechanical systems, a 15% contingency is appropriate to address unforeseen field conditions.

Staff recommends awarding the construction contract and authorizing a 15% construction contingency ($ 194,00) for unforeseen field conditions, resulting in a total construction budget of $ 1, 488, 100.
